SAN DIEGO (KGTV) - Family members are offering a reward for information that leads to an arrest in the shooting death of Victor Vega.On May 28, 2016, San Diego Police officers responding to a shooting in the 8300 block of Brookhaven Road in the Skyline area found Vega lying on the street with gunshot wounds. Officers and medics began life-saving measures, but Vega died at the scene. 398

SAN DIEGO (KGTV) - Eighteen-year-old Joseph Preissman is getting ready for his very first day as a college student. But a mistake he made last December is dragging down his final days of summer."It'd be really great to just figure out why we're getting charged so much for something so little, and something that was, like, an accident," he said. The accident happened near Idyllwild. Preissman and a friend were returning from a hiking trip, when he said it hailed. Preissman was coming around a bend and lost control of his car, running into a freeway directional sign and splitting its wooden post. Nobody was hurt, so Preissman thought the accident was ancient history. That is, until July 31, when the Preissman family got a bill from Caltrans to replace the sign - totaling 7.95. All but about of that bill was for labor. "I could even understand half that cost, but I can't understand how it could possibly take three people, let's say from 8 in the morning to 12 in the afternoon, to repair that sign," said Daniel Preissman, Joseph's father. Caltrans spokeswoman Emily Leinen stood behind the bill. She said about 0 of it went to administrative fees. Much of the rest reimbursed the crews for going out to the area and replacing the 16-foot-tall post. They had to make sure it had the proper breaking points for driver safety. Leinen added one crew member had to keep watch for other cars coming around the bend."It's rocky road terrain out there, it’s a mountain, so unfortunately they had to do everything by hand on a blind corner," Leinen said. SAN DIEGO (KGTV) - Gusty Santa Ana winds and dry conditions prompted the National Weather Service to declare a Red Flag Warning for parts of San Diego County.A Fire Weather Watch was initially set to take effect Thursday, but NWS officials -- citing Santa Ana winds and low humidity -- updated the declaration into a Red Flag Warning.The warning is scheduled to take effect Thursday at 10 a.m. and will expire at 10 p.m. Friday. As a result, Cal Fire is increasing staffing this week. LATEST WEATHER FORECASTNWS officials said, “Santa Ana winds will develop Thursday with peak winds arriving Thursday night into Friday morning before gradually decreasing Friday afternoon and evening. A very dry air mass will spread into southern California on Thursday with lowest daytime humidity on Friday around 5 percent.”According to NWS officials, the Red Flag Warning will impact the San Diego region’s mountain and inland valleys.“Any fires that develop will likely spread rapidly with extreme fire behavior possible. SAN DIEGO (KGTV) — Friday, a San Diego woman recounted how she was sexually abused by her priest at St. Jude when she was young, hoping it would encourage others to come forward.Walking up to the church to speak she said she felt a wave of emotions, "My chest was heavy, my stomach was sick. I was catching my breath." She told 10News her name is Cynthia Ann Doe, keeping her last name private, wearing a scarf over her head and dark sunglasses, concealing part of her identity for fear of retaliation. She said she could still see the rectory, where Monsignor Gregory Sheridan lived, next to the church. In it's place is a parking lot.She depicted what her life was like when she was just five-years-old, "I had no one to protect me, my mother and my father divorced when I was four, my brother died months before that." She said they lived inside a brightly painted yellow apartment building, sitting just across the street. Ann Doe said she clung to her faith and her family was honored when Monsignor Sheridan took favor in their company. Alone in his bedroom, her lawyer said he violated her with his fingers.She said at that age she couldn't process what happened, "that you are worthless dirty, a bad person, so bad that even God must not love you, because your priest hurt you and made you feel nasty.""I'm asking anyone male or female who may be struggling with what happened to them by Father Sheridan to come forward and be heard," she said.That call growing louder as more cases arise across the country.
