SAN DIEGO (KGTV) — Eve Ramirez made the difficult decision to close her City Heights taco shop when the coronavirus outbreak hit. She says she did it to protect her eight-month-old son. "I got scared to death," she said. "I was like, you know what, I had my baby boy in January, imagine something were to happen to me. I'm a single mom. I can't risk my baby's life. I immediately shut down without thinking twice."Ramirez, who owns Mexicali Street Tacos, is one of a large number of San Diegans now struggling to pay for basic necessities amid the pandemic. A San Diego Association of Governments study released Thursday says 71% of respondents reported not being able to pay for rent, food, and utilities, while two-thirds said the pandemic has negatively impacted their employment. Ramirez said she has received donated diapers from friends, is on Medi-Cal and is receiving government food allowances. "I had no choice but to apply for help," she said. More than 3,500 San Diego households responded to the survey, conducted via 23 community-based organizations. San Ysidro Health surveyed 300 families about the impact of the virus. Ana Melgoza, the organization's vice president of external affairs, says the virus has hit South Bay families particularly hard. She says many live in overcrowded homes due to high rent, and are forced to work in jobs that require interaction with the public such as in grocery stores and retail. "When you have people literally dying to go to work and provide for their families, we need to make sure health care is a priority for people so that when they do feel sick or are infected they have the right follow up care to manage and survive this deadly virus," Melgoza said. Melgoza said one potential solution is to provide hotel vouchers so people in overcrowded homes can quarantine safely. The study also says 60% of parents with school-aged children reported distance learning challenges during the school year. It calls for exploring new ways to provide direct monetary assistance to families in need, new partnerships between governments and community-based organizations, and new paid training and internship opportunities for underserved areas. 2201
SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SDHC tells 10news it will expand the Landlord Services Team, composed of specialized staff, to provide quality customer service to landlords and support families in the move process to ensure timely lease-ups.The agency also launched The Landlord Advisory Committee to identify best practices, programs, and incentives to attract new landlords to the Section 8 Housing Choice Voucher program. But one local head coach is encouraging parents to step up, and voice their opinion on the matter. Scripps Ranch football coach Marlon Gardinera, has formed "Letfamiliesdecide.org"."So if everybody really wants the kids in school, what we have to do is give them a voice in letting them get back to high school sports. As an example, at Scripps Ranch High School, ninety-four percent of the families said not only do they want their kids back in school, but they want them on campus."Currently, coach Gardinera says the number of players has increased at the Falcons summer's workouts"Parents are deciding they want their kids on campus. Thirty percent more of them are sending their kids out to football this summer. SAN DIEGO (KGTV) - Health experts are weighing in after a local nurse tested positive for COVID-19 more than a week after receiving the Pfizer vaccine.In a Facebook message posted on December 18, Matthew W., an ER nurse at at two different local hospitals, talked about receiving the Pfizer vaccine that day. He told ABC 10News his arm was sore for a day but he suffered no other side effects.Six days later on Christmas Eve -- after working a shift in the COVID-19 unit -- he became sick. He got the chills and later came down with muscle aches and fatigue.The day after Christmas, he went to a drive-up hospital testing site and tested positive for COVID-19."It's not unexpected at all. If you work through the numbers, this is exactly what we’d expect to happen if someone was exposed," said Dr. Christian Ramers, an infectious disease specialist with Family Health Centers of San Diego. He serves on the clinical advisory panel for the county’s vaccine rollout.He points out, it is possible Matthew was infected before receiving the vaccine, as the incubation period may be as much as two weeks. Dr. Ramers says if Matthew did contract it after the vaccine, it’s still in line with what we know."We know from the vaccine clinical trials that it’s going to take about 10 to 14 days for you to start to develop protection from the vaccine," said Dr. Ramers.Dr. Ramers says he knows of several other local cases where health care workers became infected around the time they received the vaccine. He says all the cases illustrate the fact that results aren’t immediate. Even after you start receiving some protection, it won't be full protection."That first dose we think gives you somewhere around 50%, and you need that second dose to get up to 95%," said Dr. Ramers.Dr. Ramers says Matthew’s story also shows that even with vaccines, the pandemic isn’t going to turn around instantly."You hear heath practitioners being very optimistic about it being the beginning of the end, but it’s going to be a slow roll, weeks to months as we roll out the vaccine," said Dr. Ramers.He adds this case is a good reminder of why masks, handwashing, and other COVID protocols are important, even after receiving the vaccine.Matthew says he’s feeling better since his symptoms peaked on Christmas Day but still feels fatigued. 2323
SAN DIEGO (KGTV) — Heartwrentching video of a humpback whale tangled in fishing net off of San Diego's coast prompted wildlife experts to react quickly.But the whale's condition is unknown after rescue crews were unable to help the animal.The video was captured Friday by Domenic Biagini, owner and captain of Gone Whale Watching San Diego. What appeared to be another spectacular whale sighting turned into heartbreak."We got really excited because we saw these giant splashes," Biagini told 10News' Amanda Brandeis. "From that elation to kind of, pure heartbreak."RELATED: The world's smallest whale on the brink of extinction in the Sea of CortezNOAA and SeaWorld crews were notified of the whale. But SeaWorld said the whale was swimming too fast for them to continue rescue efforts."15,000 pound animal jumping out of the water next to a small boat that they're trying to use to rescue it is extremely dangerous, " said Biagini.Now the hope is agencies further north are able to find the whale to make sure it is freed from the netting.The face of the 30-foot whale appeared to be tangled in green fishing net. The netting was a drift gill net, which hangs vertically in the water and could measure up to a mile long.RELATED: Boaters warned to watch out for newborn gray whales during late migration"They are notorious for being dolphin, whale, and sea lion killers," Biagini said.Biagini said at one point, another humpback whale arrived and swam by the tangled whale."To see something that graceful, that gentle, that harmless go through something like this that's 100 percent caused by us, there's no debate on it. It's maddening," says Biagini. "For me. that's when I really started to get emotional because these are very sentient animals that do feel a wide range of emotions."This season, boaters are already being warned to watch out for newborn gray whales making their way from Alaska to Baja, Mexico.
