(AP) — Twenty-three states have sued to stop the Trump administration from revoking California's authority to set emission standards for cars and trucks.California Attorney General Xavier Becerra is leading the lawsuit filed Friday, along with Gov. Gavin Newsom and the California Air Resources Board.The Trump administration on Thursday revoked California's authority to set its own auto emission standards. The state has had that power for decades under a waiver from the federal Clean Air Act.The lawsuit argues that the National Highway Traffic Safety Administration does not have the authority to revoke California's waiver.Becerra says the Trump administration's action fails to respect states' authority to protect public health.Four automakers have said they would voluntarily follow California's standards. 842

(AP) — The mayor of Rochester says reforms are coming to the police department as community elders seek to bring calmer minds to a fifth night of demonstrations over the March death of Daniel Prude, who lost consciousness after police held a hood over his head. Mayor Lovely Warren announced that the crisis intervention team would move from the police department to the city’s department of youth and recreation services at a news conference Sunday. It elevated a 25-year-old progressive Democrat who already has years of legislative experience to the state Assembly. Alex Lee survived a crowded nine-candidate primary election in March, then trounced his Republican rival in a San Francisco Bay Area district that includes part of Silicon Valley. He plans to keep living with his mom in San Jose for the time being and had to take a part-time gig economy delivery job to make ends meet during his campaign. (AP) — The U.S. government says California must change how it issues identification cards that comply with stricter federal requirements.The so-called Real ID cards will be needed to board airplanes or enter federal buildings by October 2020 under security enhancements following 9/11. California already has issued 2.3 million cards.Department of Motor Vehicles spokesman Marty Greenstein said Friday that those IDs will remain valid and changes will apply going forward.The DMV had required one document proving residency and counted on delivery by the post office as secondary proof of someone's address.Emails show the Department of Homeland Security approved that process last year. But it told the DMV in November that was no longer acceptable and two documents proving residency are required.The change will be implemented next spring. 869
