SAN DIEGO — Small business owners across San Diego County are about to put in for their share of a 5 billion pot of forgivable federal loans.That’s because a new round of Paycheck Protection Program loans is part of the new stimulus package, to help small businesses make it through the pandemic.“Obviously, we have major restrictions on us and visits are down probably more than ever right now,” said Cat Kom, owner of Studio Sweat in Rancho Bernardo.Even moving the exercise bikes outside was a struggle for the gym. Kom got stuck in the elevator for more than an hour before fire rescue crews got her out.But she finally sees some help on the way - in the new stimulus package.“As long as they do their best and it's moral and the funding goes to the small businesses that really need it, and loopholes aren’t exploited, then that's the best that we can hope for,” she said.The first round did not go smoothly. In fact, major corporations like Shake Shack got the maximum million, and paid it back after public outcry,.This time, however, there are protections against that.Eligibility is limited to companies with up to 300 employees, down from 500 in the first round. Loans are capped at million, down from million, and companies must show revenue down 25 percent in at least one quarter - compared to the same quarter a year earlier.“Congress doesn't want a P.R. nightmare and I think they want to try to help the people that need it but not dump taxpayers money into big business that's doing just fine,” said Kelly DuFord Williams, managing partner at Slate Law Group.Small businesses have been waiting for that help for months.Once the stimulus package becomes law, small businesses can apply for the loans through their banks. 1758

SAN DIEGO — SAN DIEGO (KGTV) -- A life science development firm has unveiled plans to transform eight acres along San Diego's waterfront into a mixed-use hub that could attract numerous leading edge companies to the city.Development firm IQHQ announced Monday that it closed on the site along Harbor Drive and will break ground on the project's first phase this week. The firm says it has entitlements and key permits for new office, lab and support retail space for the complex, called the San Diego Research and Development District, or RaDD. In a news release, the firm said this would be the largest urban commercial waterfront site along the Pacific Coast. The development is sure to bolster an already vibrant life sciences industry in San Diego, with biotechs clustered mostly in the Torrey Pines area. This could attract more to relocate downtown. The project would be the third major commercial development in downtown, along with the Padres plan to build office space at Tailgate Park, and the redevelopment of Horton Plaza into a tech hub."This is probably, in terms of the commercial sector, the most important pivotal moment in San Diego's modern redevelopment history," said Gary London, of commercial real estate consulting firm London Moeder Advisors.IQHQ chief executive Stephen Rosetta told ABC-10News this was the premier site to build on the west coast, if not the entire USA. "This project is really special to us because we're headquartered here in San Diego, and the partners live locally and have for most of our lives," he siad. IQHQ bought the property from Manchester Financial Group for undisclosed terms. Manchester Financial recently completed the new U.S. Navy Headquarters, on the north end of the site, with move-ins scheduled for October. SALT LAKE CITY — A pair of best friends who met while studying at Utah Valley University are taking a long, unique journey to deliver a message of peace.James Alan Thompson of Sandy and his friend Paul T. Chavez are walking across the United States.Their journey began on June 24 in San Francisco. They hope to complete the 3,000-mile journey in Washington, D.C., by December.They were inspired to make the trek after seeing civil unrest and protests erupt across the country.“What is it we can do to make an impact, instead of just complaining about what’s going on,” Thompson said. “Talk to people in person and talk to them about how they have received kindness in their lives."The friends hope that by connecting with individuals from all walks of life and from all over the country, they can show there is much more that unites people than divides.“It’s touching one life at a time, one day at a time,” Chavez said. “We are opening up a space for this conversation about peace.”“There are good people in this country. This country is not as divided as some think it is,” Thompson said.Thompson and Chavez are walking about 20 miles per day. They expect to pass through Utah sometime in August.“Once we reach Salt Lake City we will do a day of kindness where we bring people together. SAN DIEGO — A former San Diego doctor who was caught watching child porn at work will have his license reinstated.The news of the reinstatement became available this week, in documents provided by the California Medical Board.Former psychiatrist Mark Zweifach went in front of the board three weeks ago for a hearing on reinstating his license. A video of the hearing recently became available to the public.For the first time on-camera, Zweifach describes his own shocking acts that still haunt him.LONGFORM: Former San Diego Kaiser doctor caught watching child porn at work tries to get his license back“Eleven years ago, on three occasions, I briefly viewed child pornography at my workplace,” he said.It was more than a decade ago that the admitted sex addict turned in his white coat, but the District Attorney's office didn't have enough evidence to bring criminal charges.California Medical Board paperwork reveals that the alarming discovery was made at a Kaiser Permanente Medical Center in El Cajon. Some of the paperwork reads, "While at work, on his Kaiser-issued computer, [he] viewed inappropriate images, including child pornography."“I didn't collect it. I didn't produce it. I didn't distribute it, but I viewed it,” he told the board during his recent hearing.Since then, Zweifach’s become an active part of the San Diego community, according to his online resumes. A 2014 La Jolla Light website article about a local puppet guild shows a photo of Zweifach as a puppeteer operating a large, red puppet.As of late July, he was listed as a board member of the San Diego Puppetry Guild’s website. The day after the guild was contacted by reporters, his name was removed.Documents outline his road to rehabilitation, like a 12-step “Sexaholics Anonymous” program and “regular therapy.”During his recent hearing, he describes having confronted whatever happened to him as a kid that apparently made him vulnerable to addiction.“I did have a history of being exposed to childhood sexual experiences that profoundly affected me,” he explains.Zweifach also told the board that he’s had two relapses with viewing adult pornography, but it stopped there.“I thank God that in the last eleven years, I’ve been entirely free of viewing the underage images that led to the loss of my license,” he adds.Zweifach has expressed a great deal of remorse for his actions.His license will officially be reinstated on Sept. 14.Zweifach will be on five years of probation which includes a number of stipulations, including not treating minors. SAN DIEGO — Sisters Pizza on the edge of Hillcrest just celebrated its one-year anniversary. The party wasn’t exactly what owner Emily Green Lake had in mind. "We're not constantly doing refills, bringing them condiments the way that we used to,” she said. “Salt and pepper shakers are a thing of the past. I don't know that we'll ever see those again.” About two weeks ago, county restaurants got the green light to once again host guests. While Lake doesn't have to, she is keeping the dining room closed to the public for safety reasons. Instead, she opened eight of the 22 tables on her front patio, spaced out for social distancing. “It's nice to see people back there, but it's sad to think of the opportunities that my business is missing out on,” Lake said. Still, not every restaurant is hosting guests . Some are opting to stay take-out only for the time being. The ones that have opened up, however, are finding limited takers. New reservation data from Open Table shows seated dining in San Diego is down about 80% from this time a year ago. One reason: only about 45 percent of the restaurants in Open Table’s network are even taking reservations. “Just because we've had to open the economy doesn't mean that there is no coronavirus anymore, and I think that's where people are coming from when they don't want to be among the masses,” Lake said. Lake said while delivery is up, overall sales are down 40%. And to make it harder, she's spending 80 cents per order on disposable plates and utensils. Lake said she has been able to keep all of her 14 workers, but that their hours have been cut. Normally, around this time year, Lake would have hired twice as many people.
