SAN DIEGO (KGTV) -- The Trump campaign is asking for a recount in Wisconsin and there could be other recounts before this election is over. But recounts rarely flip the result of an election.From 2009 to 2019, there were 5,778 statewide general elections, according to the non-partisan group FairVote. In that span there were 31 completed recounts.Only three of the 31 recounts flipped the outcome of the race, FairVote found. Those recounts were a Washington governor’s race in 2004, an auditor’s race in Vermont in 2006, and a 2008 race in Minnesota that made Al Franken a U.S. Senator.Deb Otis, a senior research analyst with FairVote, said in all three of these cases, the original margin heading into the recount was razor thin: less than .05 percent.“We generally see a shift in votes during recounts on the order of a few hundred votes or maybe 1000 votes,” said Otis. “The margin in Wisconsin right now is around 20,000 votes. We have not seen a statewide recount shift votes anywhere near 20,000.”The most memorable recount was in Florida in 2000, in the race between George W. Bush and Al Gore. That recount shifted the margin by 1,247 votes. It was a significant shift in a race decided by just 537 votes, but it was still not enough to flip the outcome.The record for a shift is 2,567 votes, which happened in Florida’s 2018 senate race won by Rick Scott, but it was also not enough to flip the outcome. 1423

SAN DIEGO (KGTV) — The Port of San Diego is taking extra precautions with cruise lines amid heightened awareness surrounding the coronavirus.About 38 ships are expected to dock in San Diego through May, some shops that rely on travelers are concerned business may slow down if cruises are canceled.Some say they've already noticed a change.The Port of San Diego says they installed these hand washing stations once the coronavirus concerns started rising. "Being that people try these on, I always spray them I disinfect them and this is the solution."Smart usually sees a boost in business when cruise ships dock in San Diego. SAN DIEGO (KGTV) - To protect his best friend, a Sabre Springs man found himself in a brawl with a bobcat. Bobby Abrams, a 78-year-old Vietnam veteran, said it happened Saturday morning while walking his dog Sammy. The Navy veteran is in tiptop shape; he does hundreds of push-ups a day and goes on walks up to 14 miles. "Oh yea, he was snarling, arggggg, like that!" remembers Abrams. RELATED: Woman spots bobcat lurking through backyard in 4S RanchAbrams was walking on Ted Williams Parkway when he says the bobcat appeared and quickly attacked Sammy, biting him in the neck. Abrams quickly pulled the bobcat off, grabbing it by the throat and slinging it back and forth. He ultimately broke the animal's neck, killing it. Abrams was left with puncture wounds on his hands. He says he had to defend his dog and would do it again if he had to. He says their close relationship began when Abrams rescued Sammy from an abusive situation; he says they both have PTSD. "I love that dog as much as I love my momma. I love that dog, the Navy, and my momma!" said Abrams. A spokesperson says bobcats are not unusual in that area but are usually nocturnal. They speculate the animal might not have gone out that night due to bad weather and instead went out during the day.If you find yourself in a similar situation, wildlife officials say stand your ground and try to pull the animal away. They recommend avoiding going out at night when coyotes and bobcats are out. It's also advised to make loud noises and throw objects, like a rock, at the animal to try and scare it off. Officials say bobcats are typically fearful of humans. 1885

  

SAN DIEGO (KGTV) - The San Diego region needs to develop new housing units at a pace not seen since before the housing bubble burst to meet the demand.A new report from the San Diego Association of Governments says the region needs to add about 171,000 new houses, condos and apartments by 2029, based on a state projection of population growth. That pace, of about 17,000 homes a year, hasn't been reached since 2003. And in 2017, the county only authorized 10,000 new units.HOUSING COVERAGE: 506
