SAN DIGEO (KGTV) - A former San Diegan who lives 3 miles from the site of a deadly, massive explosion in Beirut, Lebanon, is describing the terrifying moments of the blast. Elie Shammas and his family were inside their 6-story Beirut apartment. It all began just after 6pm, and it felt like an earthquake."In San Diego, feels like a rumble, but this was a jittery," said Shammas.Shammas, who taught at SDSU a decade ago, says all his locked windows swung open."The whole house was moving, and then the shock wave hit us. It was very loud. Outside, it was all dusty. I have three kids, who were jittery and scared," said Shammas.Shammas raced downstairs and snapped a photo of a huge smoke plume. Shammas says he can't help but recall Lebanon's bloody civil war."I lived through Lebanon through the war. I'm used to bombings and shellings, and this was like nothing I've seen before," said Shammas.Across the world, in San Diego, news of the blast hitting the Lebanese community hard."Just a shock. When you see it, you can't believe it's happening," said Shammas.Nabi Geha, who owns La Miche Kabobgee in Kearny Mesa, immediately called his niece and a cousin, who both live about four miles from the blast site. SAN DIEGO (KGTV)- While indoor dining at restaurants across San Diego County will be banned for at least three weeks starting Tuesday, outdoor dining can continue.Outdoor dining will be permitted until 10 p.m. and take out, delivery and drive-thru are still allowed.San Diego landed on California’s watchlist as COVID-19 cases continue to rise, prompting the latest restrictions.Museums, movie theaters, cardrooms, and family entertainment centers must also restrict indoor activities.Poway Mayor Steve Vaus hopes to make the situation a little easier to manage for Poway restaurant owners.RELATED: San Diego to close some businesses as COVID-19 cases spike“With the state and the county restricting indoor dining for three weeks, I wanted to make sure to provide a lifeline,” he said. “We could buy some picnic tables, put them in parking lots and adjacent areas as long as they need them, and then we can repurpose them in the parks.”His proposal will head to Poway city council for approval on Tuesday night.“I suspect that the council is going to approve this unanimously,” he said.Vaus said the tables would be paid for through the CARES Act, and business owners would not have to pay a fee to use them.“Absolutely free,” he said. “We’re trying to make life easier. SAN DIEGO, California — With recreational marijuana now legal in California, doctors are warning parents to be extra vigilant when checking their kids' candy on Halloween. They worry that the kids may confuse edibles for candy."There's going to be candy all over the house," says Dr. James Elia from Sharp Grossmont Hospital. "If there are edibles that are in the household and are forgotten to put away, kids may be able to get into them as well."State law allows edibles but has strict guidelines for how much THC can be in them. A package can't contain more than 100 milligrams, and each piece can't have more than 10.Marijuana vendors say new rules also make it harder for the edibles to be confused for candy."You cannot use the word candy and animals cannot be in the shape of certain animals and images that might be attractive to children," says Kyle Dukes from Torrey Holistics. He also noted that state law doesn't allow the edibles to be in any shape the State Bureau of Cannabis Control deems "attractive to children." Specifically, they can't be shaped like fruit, animals or lollipops.Packaging for marijuana-infused food must also be child resistant and clearly labeled.Dr. Elia recommends keeping edibles locked away, similar to the way people treat medicine they don't want kids to get. He says the side effects of THC on children could be devastating."They could experience alteration of mental status, sometimes hallucinations, severe anxiety, severe paranoia," he says. "With children, it's also noted shortness of breath."Elia also says parents should be extra vigilant when checking their kids' trick-or-treat candy, to make sure an edible didn't wind up in their collection."We all have to be concerned about this," he says.
