SAN DIEGO (KGTV)-- Holiday shopping season has officially kicked off with Black Friday and Small-Business Saturday. But with Toys R Us no longer in the picture, retailers are finding unique ways to cash in on the billion-dollar industry. Kids will always be drawn to play and make-believe. But for parents, it’s about helping Santa get the deals.“He loves to jump. He loves to run," Chedna Patin said. "So I think this will be a great play station for my baby,” she said while pointing at a piano toy.Patin said this year, she and her husband are buying their son’s holiday toys at a big box store.“Sam’s Club is majorly for groceries, buying bulk. But now as they are increasing their toy collection, I think for parents, it’s a good thing," Patin said. In fact, her one-year-old son Viann’s entire nursery came out of a Toys R Us catalog. But since the toy giant filed for bankruptcy earlier this year, she had to look elsewhere.Since 1948, Toys R Us has dominated the toy market-- last year claiming almost 5% of the .4 billion industry.  Now that they are gone, retailers like Sam's Club saw an opportunity.“We have added about 70 new toys this holiday season," Sam's Club member experience manager, Victor Aguilar said. “We have way more toys than before, that way [parents are] not running around everywhere trying to get their toys. So they can do a one-stop-shop here, buy their food, clothes, toys. They get everything.”Like their “try then buy” food model, Sam's Club is offering toy demonstrations for the first time, ever."We want kids to interact with them, and ask Santa for that gift," Aguilar said. "Or so parents can make sure if the product meets their children's needs."Demonstrations are a strategy to beat out online stores, which now amount to 13% of the holiday retail market.Small, independent toy stores, on the other hand, have another strategy. Chika Sasaki owns Gunnzo, a Japanese toy store in Old Town. Instead of offering the same toys as everyone else, she seeks specialty items.“We always try to have some niche stuff that Toys R Us doesn’t have or a bigger toy store, so it didn’t really affect us," Sasaki said. Whatever the strategy, one thing is for sure. SAN FRANCISCO (AP) — A bill requiring California prosecutors to erase or reduce tens of thousands of marijuana criminal convictions was approved by the state Legislature on Wednesday and now awaits Gov. Jerry Brown's signature.When voters passed Proposition 64 in 2016 to allow adult use of marijuana, they also eliminated several pot-related crimes. The proposition also applied retroactively to pot convictions, but provided no mechanism or guidance on how those eligible could erase their convictions or have felonies reduced to misdemeanors.The Senate passed a bill Wednesday that would make that happen.RELATED: What to know about 2018's new marijuana laws in CaliforniaThe bill orders the state Department of Justice to identify eligible cases between 1975 and 2016 and send the results to the appropriate prosecutor.The state DOJ estimates that almost 220,000 cases are eligible for erasure or reduction. A criminal justice professor explained the protocols taught in the Police Academy, and what is considered appropriate and excessive.La Mesa Police used tear gas against riotous protestors rushing Police Headquarters on May 30, 2020."These are things that are designed to get people's attention, to shock them, to say get back," former El Cajon police officer and now criminal justice professor, Kevin LaChapelle said.If the violent protestors disperse, LaChapelle said these less-lethal weapons are serving their purpose. He said in the Police Academy officers are taught to face threats using the "Force +1" method."If somebody is presenting a particular level of force towards me, I can respond with that force and then one more level to basically control the situation."According to the National Institute of Justice, there are five basic levels of "use-of-force" to diffuse a situation.1. It begins with officer presence, in which there is no use of force.2. Then come verbal commands, such as an officer asking for identification or telling someone to 'Stop!'3. The next level is empty-hand control, where an officer could grab, hold a person.4. Then come the less-lethal methods, including a baton, taser, projectile, sound, or chemical sprays.5. The last resort is lethal force or the use of a firearm.LaChappelle said officers primarily use projectiles to control riots. Pepper bullets are normally deployed onto the ground, and when they skid, they emit an uncomfortable spray. Sound, light, or rubber bullets are aimed at or below a person's torso, which can cause bruises. The same go with beanbags, which can be filled with anything from styrofoam to harder materials."When people say, 'This is too uncomfortable, and I can't handle this. I'm going to stop. (KGTV) - A new group of leaders has the California GOP ready to take on the 2020 elections and rebound from a disastrous 2018 cycle.Over the weekend, the GOP elected Jessica Patterson as their state-wide Chair. She's the first woman and first Latina to ever hold the top spot in the state party.They also elected a Taiwanese immigrant, Peter Kuo, as Vice-Chair. And the new Treasurer, Greg Gandrud, is openly gay.Analysts say that gives them a more diverse group of leaders that can reach out to more voters across the state.But newly elected Secretary Randy Berholtz, who lives in San Diego, says their election within the party had nothing to do with demographics."I think what the delegates did is pick the best person for each of the positions," Berholtz says. "It just so happens that the people were of different ethnicities and sexes and ages and everything else."Berholtz says he saw an energized party at the convention, ready to bounce back from 2018.In that election, Republicans lost 7 seats in the US House of Representatives. Loses in local legislative races also gave democrats a super-majority in the California House and Senate. Republicans only hold 19 or 80 seats in the House and 11 of 40 seats in the Senate.The election also continued a streak of no Republicans winning statewide office since 2006.Berholtz says a strong Republican party is a good thing for the state."California needs to have a good second party," he says. "If not, nobody's watching the party in power. And we want to tell the voters that we're watching."In the last election, Republicans only made up 24% of the registered voters. That put them behind Democrats and people who registered as "No Preference."Political analyst John Dadian says it could take as long as 10 years for the GOP to turn that around."The main strategy has to be to bring some of those, 'prefer not to state' voters back," says Dadian. "It's all in the messaging, because California isn't just a blue state, it's a deep-blue state."Berholtz says his party will use a focus on family, personal initiative and good government to turn the tide. He also says they'll look to a more grass roots campaign to try and elect leaders from the bottom-up."We're energized right now," he says.
