WASHINGTON — During his opening comments at a Congressional hearing on Tuesday, Dr. Anthony Fauci — the nation's top infectious disease expert — reiterated his confidence that a viable vaccine for COVID-19 would be developed by the end of the calendar year.Fauci says he believes that "it will be when, not if" that there will be millions of doses of a viable vaccine available by the end of 2020.Fauci made those comments Tuesday before the House Committee on Energy and Commerce. He is testifying along with Dr. Robert Redfield, the head of the Centers for Disease Control and Prevention, and Dr. Stephen Hahn, the head of the Food and Drug Administration.The hearing comes as coronavirus cases are rising in about half the states and political polarization is competing for attention with public health recommendations.The nation is emerging from weeks of stay-at-home orders and business shutdowns. (KGTV) - Several North County residents want their money back from a failed Tiny Home community.  Vista resident Greg Dutton said he and a handful of others simply want their ,000 investments back from Janet Ashforth, the brains behind Habitats Tiny Homes, which was planned for a plot of land between Escondido and Poway.“Sounded like a great idea,” said Dutton.  “A whole bunch of tiny homes.  Community garden.  Community clubhouse.”His excitement turned to frustration when he didn’t like the property Ashforth secured.“Really hard to get to.  Hardly any access roads,” he said.Dutton said Ashforth promised to refund his money if he didn’t like the property. However, Dutton requested the refund after Ashforth went into escrow for the property. He showed an email apparently from Ashforth saying he was too late to ask for the refund but she’d return the money anyway.Dutton still hasn’t received his refund. He and several other investors have filed claims at the Courthouse in Vista.10News spoke with Ashforth by phone. She said the project failed “when 30 people didn’t follow through and now they’re expecting their money back.”  She explained none of her investors ordered their tiny homes or took the next steps to keep the project alive.She argued, “The receipt clearly says you can get your deposit back until we open escrow on the property.”  Ashforth said Dutton requested after escrow opened.“I apologize,” she continued. “However, you should take responsibility for the receipt. I don’t have the money to give back because it was invested in the 0,000 property we’re now trying to sell.”Ashforth said she’ll gladly appear in court but admits the money is wrapped up in an empty plot of land. 1826

(KGTV) — Firefighters made short work of a fire that tore through a Vista home and set nearby vegetation ablaze Saturday evening.Vista Fire Department responded to reports of a fire in the area of Robelini Drive and El Valle Opulento just before 7 p.m. Firefighters arrived to find a brush fire extending into a home at 110 El Valle Opulento.As firefighters battled back the brush fire, other fire crews tackled flames shooting our of the home. Firefighters say that because of the "rapidly deteriorating conditions inside the home," crews were forced to get out of the home and fire the fire from outside.The fire was fully extinguished within about an hour, VFD said. One person was displaced from the home. No injuries were reported. It's not clear how the fire began. The fire is currently under investigation.Firefighters reminded homeowners to have working smoke alarms in their home and clear vegetation away from any structure. 957

VISTA (CNS) - A 59-year-old motorist was killed Friday in a solo crash on state Route 78 near Shadowridge Golf Club.The man lost control of the Ford F-150 for unknown reasons while driving in the far left-hand westbound lane of the freeway west of Sycamore Avenue in Vista shortly after 12:30 p.m., according to the California Highway Patrol.The vehicle veered to the right, crossing all lanes before leaving the roadway, plunging down an embankment and striking a tree, CHP public-affairs Officer Mark Latulippe said.Paramedics took the motorist, an Oceanside resident, to Palomar Medical Center, where he was pronounced dead. His name was withheld pending family notification.Intoxication was not believed to have been a factor in the crash, Latulippe said. 767

(KGTV) - Kellen Winslow Jr. affirmed his innocence to 10News Thursday as he appeared in court to face a third charge of rape.The son of a Chargers legend, Winslow pleaded not guilty to the alleged rape a 17-year old girl in 2003.  10News was able to capture a few words with Winslow as he walked to his car in the parking lot outside court. When reporter Jim Patton asked about the new rape charge, Winslow responded it would all come out in court. Then asked if he was innocent of the other allegations of raping two women in Encinitas, Winslow said, "I'm advised by my lawyer to not speak on much. But yes, I am innocent." The new charge involves a woman who was 17 years old at the time. Winslow was 19. She claims he raped her while she was unconscious. Winslow Jr.'s attorney has previously said their relationship was consensual.  Thursday, the defense repeated a request for the woman's psychological history.Thursday's court hearing lasted no more than 15 minutes as attorneys debated whether this new case should be tried along with the other two rape allegations. Winslow Jr.'s attorneys argued the new charge could prejudice the other two.The judge allowed the cases to remain joined for now for efficiency but said the trial judge would make the ultimate decision.  Winslow is currently free on a million bond, while required to wear a GPS monitoring bracelet. His trial date was set for March 19th, 2019. 1507
