SAN DIEGO (KGTV) - Jessica Reilly, a Navy Air Traffic Controller currently based out of San Diego, has a high-stress job, but turns to her artistic side as an outlet. She combines her passion for the Navy with creating comics, adding a little bit of Dungeons and Dragons (which she learned from her husband) to create Gobbo the Goblin, a Navy sailor.“I have managed to breed a comic series for the Navy that is also targeted toward Dungeons and Dragons players,” she said, laughing.She said she’s loved art since she was a child, and started drawing her first comics on whiteboards while aboard Navy ships. It’s grown from there. She has a cartoon version of herself that goes on adventures with Gobbo. She said her real-life experiences combined with stories from other sailors motivate the storylines, frequently making fun of the daily woes of Navy life.“There is an outlet and a want for people to see comics kind of tongue and cheek of their own culture,” she said.She said this comedic relief is a good mental break from a tense job.“My job, even though it’s stressful, especially as an Air Traffic Controller, I can take a break, and I can remind everybody else that it’s not so stressful,” she said.Her art has turned into a family business. Her husband, who is a Navy veteran and currently in the Army reserves, writes comic books and she illustrates them. She said the first time they teamed up, they brought the comic books to a show and they sold out on the spot. Their company, Five Realms, was supposed to have a table at Comic-Con, which was canceled this year. To win a spot at the show, they had to submit their comic book, which was reviewed by judges. “It’s a huge accomplishment for me and my husband and unfortunately it didn’t happen,” she said, adding that they hope to be there next year.Jessica’s work has been noticed by the Navy. She’s been selected to do an Instagram takeover of the Navy’s “At the Helm” page during the week of October 25. SAN DIEGO (KGTV) — It’s been a historic wildfire season in California, made even more complicated by the pandemic.Emergency officials in San Diego County continue to shore up evacuation plans and brace for the worst, as more than a dozen wildfires in Northern California reveal the challenges of responding to two crises at once.As tens of thousands of Californians fled the wildfires last month, some turned to a shelter at the Santa Cruz Civic Auditorium. But with new rules in place to mitigate the spread of COVID-19, the shelter quickly filled up.The Civic Auditorium reached capacity August 21 and had to turn some evacuees away. The shelter remains at capacity, according to Cal Fire.About 27,000 people remained under evacuation orders as of Tuesday, according to Cal Fire. The Red Cross and partner organizations were sheltering more than 4,500 Californians in various settings as of Monday night.The Red Cross has put some displaced residents in hotels, a strategy that emergency workers in San Diego County are planning to emulate.“The county, since the beginning of the pandemic, has been working really proactively to identify and contract with hotels and motels to meet the unique housing and lodging needs of our community members,” said Senior Emergency Services Coordinator Julie Jeakle.With help from the Red Cross, the county has amassed a list of nearly 100 hotels and motels in San Diego County that could be called upon as emergency shelters. Some of these hotels were previously tapped as quarantine sites for individuals exposed to COVID-19.Traditional shelters in gyms or at schools won’t go away, but they’ll look different. Red Cross volunteers will conduct temperature checks and health screenings. People who show symptoms will be taken to another location to isolate, Jeakle said.“Individuals can also expect to see individually packaged meals, instead of the cafeteria style-meal service we’ve traditionally provided in the past,” she said. “They may also see some health and behavioral health services provided virtually.”But what if there’s a widespread event, with tens of thousands of evacuations like in Northern California?In the early days of the fire in Santa Cruz County, several hotels filled up. The county had to urge tourists to leave so evacuees could get access to rooms.San Diego County has turned to the Mission Valley stadium site for mass evacuations, including during the 2007 Witch Fire. But that site is currently under construction, and emergency responders would need permission from the stadium’s new owner, San Diego State.Another option: the Del Mar Fairgrounds.The fairgrounds was used as a large animal shelter four times in recent history: 2003, 2007, 2014 and 2017. But in 2007 it also hosted people, and Jeakle said the county had been in recent talks with the venue.Determining which site -- or sites -- will serve as an evacuation shelter will be based on several factors, including the size and severity of the emergency, Jeakle said.“We’re certainly here to serve if and when we’re needed,” said Del Mar Fairgrounds marketing director Jennifer Hellman.Hellman said the fairgrounds would have procedures in place requiring mask-wearing, social distancing and increased cleaning, and there would be hand sanitizer stations deployed throughout the site. 3325

City crews completed a retaining wall and reopened Jimmy Durante Boulevard Wednesday afternoon. The road wasn't originally expected to reopen until June 4, several days after the fair opens on May 31. SAN DIEGO (KGTV) — It’s something that has never happened before and could have long-lasting political impacts.Experts are projecting California will lose at least one congressional seat, and possibly two, once the 2020 Census numbers are finalized. The Census officially ended last week.If the outside projections are correct, it would be the first time ever that California’s political voice will shrink, and San Diego County is one of the most likely regions to have its representation diminish, according to Douglas Johnson, a researcher at the Rose Institute at Claremont McKenna College.Fewer House seats will affect all Californians, Johnson said, when big issues go before Congress.“That would mean we have two less votes in D.C. when there are votes on which state should get transportation dollars or what should be water policy or anything like that,” Johnson said.It also means California could drop from 55 votes to 53 in the Electoral College, giving the Golden State less influence in future presidential elections.When the squiggly congressional maps get redrawn, Johnson says it’s easy to predict which region will lose the first House seat: eastern Los Angeles County.“We can see that area is way short of the population for where it should be to justify the number of seats it has,” he said.Predicting the second seat on the hypothetical chopping block is trickier, he said.It could get carved out of the agriculture-rich Central Valley. But Johnson thinks the more likely scenario is that a seat in Northern San Diego County could be absorbed, in an area covering Solana Beach, Vista, Carlsbad, Oceanside and into southern Orange County.“The district in the middle is the 49th, and so it's the most likely to get squeezed,” he said.Ultimately, it will be up to the California Citizens Redistricting Commission to redraw the lines, a group created in 2010.They come up with crazy shapes because each district must have an equal population -- within one person -- based on interpretation from the Supreme Court. There are also federal requirements under the Voting Rights Act to group minorities together to ensure they have representation.Congressman Mike Levin (D-San Juan Capistrano) represents the 49th District.“It's far too early to discuss any changes to the District,” Levin said in a statement.There are still many unknowns. The latest data, from a company called ESRI, came from before the pandemic and showed California holding on to the second seat by a margin of less than 3,300 people.“Keep in mind, talking about 3,000 people in the context of a 40-million population estimate is a tiny, tiny fraction,” Johnson said. “The slightest undercount from the Census could trip us into losing that second seat.”The two states in line to take the seat are Arizona and Minnesota.Johnson said it’s hard to gauge how the pandemic could affect the count because the Census is a zero-sum game: it only matters if states are affected disproportionately.Both California and Arizona have similar “hard to reach” demographic groups, but Minnesota does not.“That's actually why I think Minnesota is a bigger threat to take our seat,” Johnson said.Minnesota had the highest self-response rate in the country, meaning Census workers had fewer people to find through follow-up efforts.California’s new Congressional districts will be in place for the elections in 2022. 3389
