SAN DIEGO - Controversial Heisman Trophy winner Johnny Manziel made an unexpected appearance in San Diego Thursday.Manziel threw passes during the "Pro Day" at the University of San Diego, where NFL scouts gathered to evaluate some Toreros seniors. SAN DIEGO, Calif. (KGTV) - California Gov. Gavin Newsom said indoor operations must close in the state, so some businesses like gyms and restaurants are moving outside. For the beauty industry, there’s a divide. While Newsom and San Diego County officials said businesses can move outside, the California Board of Barbering and Cosmetology won’t allow it.Bahar Radman is a stylist at Del Beauty Box and said she already started cutting hair in her salon’s parking lot. She said it works because there is more space to spread out, there is better airflow, she already has the cosmetology training on best hygiene practices, and she’s also taking coronavirus safety precautions, like keeping a mask on the whole time. She said of her first three outdoor clients, all were happy with the setup and already booked return appointments.This goes against the California Board of Barbering and Cosmetology rules, though. In a statement, a spokesperson from the Department of Consumer Affairs said, “The Board of Barbering and Cosmetology understands the effect shutdowns have on businesses and is sensitive to that. As it stands at this moment, under current laws and regulations, the services cannot be performed outside. SAN DIEGO COUNTY (KGTV)-- County supervisors announced that we are just days away until San Diegans can finally relax on the beach.But some are jumping the gun.It was the announcement San Diegans were waiting for."On Tuesday, June 2, passive activities will be allowed on beaches, so long as groups stay within their household units, social distance from other non-family members, and facial coverings," San Diego County Supervisor, Greg Cox announced on Thursday.Supervisors said sitting on the sand, towels, and chairs will be allowed. But sports such as football and volleyball will continue to be prohibited. Parking lots and piers will also remain closed. However, many people seemed to forget about the start date: Tuesday, June 2.On the evening of the County announcement, a 10News viewer witnessed a graduation party in Oceanside. The photos showed a mass gathering with many people sitting on the sand, with almost no one practicing social distancing or wearing masks. "I'm sure everybody is anxious to get out with their family, sit on the beach and enjoy the nice weather," Solana Beach visitor, Labib Samarrai said. But on Saturday, most people seemed to be following the rules at Solana Beach."I think everybody is now maybe over-educated, but it's all good," Samarrai said. Lifeguards at Solana Beach and Pacific Beach say they are still focused on educating the public, instead of actively ticketing visitors who disregard the County Public Health order. "They're only telling people that are not where they want them," Pacific Beach surfer Jake Curran said. For Curran, the passive activity phase does not make much of a difference in his usual routine. But for his girlfriend, June 2 can't come soon enough. "She has been visiting for the past month, trying to find activities for her and I to do while she is in town," Curran said. SAN DIEGO (KGTV): A program in San Diego is making it easier for military families and veterans to get the help they need to fight food insecurity.Courage 2 Call offers food giveaways twice a month to anyone with a military ID or any veteran."We don’t have any criteria for them to go through the line," says program coordinator Angela Nagel. "They just have had to serve. We don’t look at status. We don’t look at discharge status. We don’t look at income. If you have a VA card, if you have a military id, come to courage to call we will get you set up with the resources in San Diego."The program focuses on giving out fresh fruits and vegetables, as well as other pantry staples. Nagel says, at any given event, they'll serve up to 200 people."It breaks my heart to know that these military families have to go through our lines to get food," says Nagel. "I know for active duty it is a struggle to live in San Diego because of how expensive it is here. For active duty, they should not have to be going through these lines, but they do."Food insecurity has been called a "hidden epidemic" in the military. The San Diego Hunger Coalition says that 1 in 10 people who go to food banks have a military member in their family. The Coalition says low wages for enlisted members make it difficult to keep food on the table.Courage 2 Call is one of several military-focused programs that receive food from Feeding San Diego. (KGTV) - For 250,000 San Diego County students, school is not just access to education, it is access to food.“We know that for many many of our students, the stable meal they can rely on each day is that breakfast and lunch they can normally get at school,” said SDUSD Trustee Richard Barrera.There are food distribution sites across the county where families can pick up meals for kids while school is not in session. These services will continue through the summer. While thousands are taking advantage of the food distribution sites, not everyone can physically get to the locations, so there is a new state resource to combat that.Pandemic EBT, or P-EBT, is available to students who are eligible for free or reduced price meals at school. Families can apply and get 5 per child on a card that can be used like a debit card at grocery stores or online. The money stays on the card for a year. That number was chosen based on an estimate of how much it would cost to feed a child through the summer.With about a million households applying in the first week, Anahid Brakke with the San Diego Hunger Coalition said there has been a delay with signing up, so anyone interested needs to have patience during the application process. She said it's currently taking about three weeks to process and warned that phone lines are currently backed up, adding that it could take until the end of July to process everyone.“If you apply, if you leave a voicemail, if you send an email, they are making their way through all of that. They’re hiring new staff at the state, they’re extremely committed to making sure everybody who is eligible get their card,” said Brakke.Families need to apply by June 30. If there is more than one child in a family, all of the money will come on one card and the oldest child’s name will be on the card.Barrera mentioned some of the feedback so far has been caution from families who are worried about sharing their information.“Some of our families have called us and said is this some sort of scam? Is somebody trying to get my information? No. Take advantage of this program. It’s meant to support you and your kids,” said Barrera.He said SDUSD is communicating this information through robocalls, so families should not be surprised if they get a voicemail with this information.Leaders also encouraged everyone to apply because families could be eligible if a parent recently lost a job or took a pay cut.According to a release, P-EBT was authorized under the Families First Coronavirus Response Act of 2020 which allows for states to apply to the USDA to run a P-EBT program to meet children’s nutritional needs.
