MILWAUKEE, Wisconsin — Over the past year, there has been an increase in drivers illegally passing school buses in Kenosha County, Wisconsin.In 2017, the Kenosha County Sheriffs Office issues 57 "failure to stop for school bus" violations. This year, the number of citations is up 70.Steve Bennett has been a bus driver at First Student Inc. in Kenosha for 11 years. It's a school bus company that services 39 schools in that county. He said when he sees a car passing the stop arm, it’s upsetting. “It’s a mix between anger and I’m terrified. What’s going to happen with my kids?” Bennet said.According to a one-day study done by the Wisconsin School Bus Association, out of 1,538 participating drivers, 363 cars were observed passing the stop arms.In Waukesha County, 242 violations were reported in 2017. Michael Comstock, manager of First Student, said his drivers report violations daily. Once a violation is observed, license plate numbers and the description of the vehicle are then handed off to authorities. “It’s a life and death decision every time they decide to drive through the red lights on a school,” said Bennett.Elizabeth Ramirez is a mother of a 4-year-old and said it’s gut-wrenching to see drivers pass through school bus stop arms. “You have to pay attention because that’s why so many things are happening nowadays. Nearly 200 feral horses were found dead in Gray Mountain, an unincorporated town on Navajo land in Coconino County, Arizona.Navajo Nation President Russell Begaye and Vice President Jonathan Nez traveled to Tuba City on Wednesday to address the situation, where 191 horses were found dead in a stock pond.President Begaye said their deaths are due to drought and famine."This tragic incident exemplifies the problem the Navajo Nation faces in an overpopulation of feral horses," Begaye said. Over the years, Gray Mountain has seen an uptick in feral horses. For instance, there's an estimated amount of 50,000 to 70,000 feral horses on the Navajo Nation. Government officials are at the site to keep the area closed off and prevent diseases from being spread, a press release said. The area will be fenced off permanently and the horses will be buried onsite after officials considered multiple factors."The horses are anywhere from thigh to neck deep in the mud," said Nina Chester, a government spokeswoman. MONROE, Ohio -- Authorities in Ohio have charged a 17-year-old driver whose classmate was killed when she crashed on the way to prom last month.The teen — Scripps station WCPO in Cincinnati is not naming her because she is a minor — is facing two counts of vehicular assault and one count of aggravated vehicular homicide, the Butler County Sheriff's Office announced Thursday.Prosecutor Michael Gmoser said he plans to keep the case in juvenile court.The Monroe High School student was driving three classmates to prom on April 27 when she crashed. Police previously said the driver was speeding on her way to prom when she attempted a course-correction and lost control of the 2013 Tesla on Millikin Road in Liberty Township and hit a telephone pole.?Kaylie Jackson, 17, was riding in the back seat and was not wearing a seatbelt, deputies said. She was ejected from the car through the windshield and flown to University of Cincinnati Medical Center for treatment. She died from her injuries three days later. Two other passengers were treated at an area hospital and released. The teen driver's father previously told WCPO she entered counseling at Cincinnati Children's Hospital Medical Center after the crash. The teen driver is scheduled to appear in juvenile court May 24.  1354

NATIONAL CITY — SAN DIEGO (KGTV) - Trash is increasing along San Diego freeways and homelessness appears to one of the driving factors, Caltrans reports.Caltrans officials held a news conference Thursday to raise awareness of the growing problem and encourage people to do the right thing. While Caltrans has no statistics, the agency says its crews are seeing more homeless encampments along local freeways, especially through urban areas, and officials believe that's contributing to the increasing litter. "The encampments in the right of way do generate trash," said Mario Orso, Project Director for Caltrans in District 11, which covers San Diego and Imperial Counties. He stood along an on-ramp to I-805 in National City as it was being cleaned by a contracted litter crew. Orso and other Caltrans officials said along with more homeless encampments producing trash, the problem appears to be on the rise from drivers as well, especially those transporting loads of trash or refuse to landfills without properly tying down their loads. San Diego is not alone, Orso said, as Caltrans officials up and down the state are holding news conferences to increase awareness and encourage people to act responsibly.Orso said trash pickup along freeways puts those who have to clean it up, like Caltrans workers, contractors and corrections inmates, at risk.
