SAN DIEGO (KGTV): The San Diego Sheriff's Department has a new tool to help keep deputies safe as they fight the war on drugs.The department just bought 15 TruNarc devices. The hand-held scanners can detect and identify drugs without the deputies having to come into physical contact.Previously, to determine what kind of drug was present at a crime scene, law enforcement would have to scoop a small amount into a kit for testing. The TruNarc uses laser technology to scan through plastic bags.This technology has become increasingly important with the rise of drugs like Fentanyl. Just a microscopic amount can cause an overdose, which has made first responders wary of handling it.The TruNarc can identify more than 200 different drugs and takes less than 2 minutes to complete the scan and give a presumptive result.San Diego Sheriff's Deputies used it earlier this month when they encountered an unconscious man in San Marcos. He was covered in white powder. Deputies called for the scanner and found the powder was Fentanyl. They called for a hazmat team to clean the scene. Officials with the department say the device likely saved the man's life, as he was able to get the medical help he needed. They say it also may have saved the officers, who didn't have to touch the man or the powder until after the scene had been made safe.The devices cost ,400 each. A grant from the Honorary Deputy Sheriff's Association helped pay for them. One has been given to each sub-station around the county. There is also one at every jail and another at the High-Intensity Drug Trafficking Area office. 1617

SAN DIEGO (KGTV)---San Diego Fire Department recruiter Captain Jason Shanley reminds people all the time, "If you don’t see it it’s hard for you to know that you can be it."As the department's only full-time recruiter he spends his days making connections, trying to show not only kids but adults that being a firefighter is possible, no matter who they are or where they come from."The narrative is that tall white guys with mustaches are the ones that become firefighters and that’s just not true," saidShanley.Take Captain Shanley for instance. His path to the fire department was paved by members of an organization called Brothers United, a group of African American firefighters in San Diego."I started taking some classes, met some other firefighters, got a mentor and then here I am 20 years later," Shanely said.His passion for what he does and desire to share it made him a perfect fit when the department created the full time recruiting position four years ago."As a department, we really wanted to focus more specifically on and make an actual effort to recruit more diversity into our fire department," he explained.Captain Shanley says some of the biggest obstacles are simply educating people on what it takes to become a firefighter. And once they do know, then trying to help them get the training they need.EMT schools are spread out all over San Diego County; hard to get to for those in the middle of the city without transportation."So we're working to try to bring some of those classes and resources to be more centrally located so we can solve that equity issue and that’s part of what we’re doing in the department as we speak," said Shanley.While there is still work to do, Captain Shanley says it's important the department has someone like him dedicated to hiring staff representative of the community it serves."I want other people to know this is something you can do, it’s more than just a job, it’s a career." 1950

SAN DIGEO (KGTV) - A former San Diegan who lives 3 miles from the site of a deadly, massive explosion in Beirut, Lebanon, is describing the terrifying moments of the blast. Elie Shammas and his family were inside their 6-story Beirut apartment. It all began just after 6pm, and it felt like an earthquake."In San Diego, feels like a rumble, but this was a jittery," said Shammas.Shammas, who taught at SDSU a decade ago, says all his locked windows swung open."The whole house was moving, and then the shock wave hit us. It was very loud. Outside, it was all dusty. I have three kids, who were jittery and scared," said Shammas.Shammas raced downstairs and snapped a photo of a huge smoke plume. Shammas says he can't help but recall Lebanon's bloody civil war."I lived through Lebanon through the war. I'm used to bombings and shellings, and this was like nothing I've seen before," said Shammas.Across the world, in San Diego, news of the blast hitting the Lebanese community hard."Just a shock. When you see it, you can't believe it's happening," said Shammas.Nabi Geha, who owns La Miche Kabobgee in Kearny Mesa, immediately called his niece and a cousin, who both live about four miles from the blast site. Both are okay but shaken."They woke up to huge impact. Their buildings were shaken. Cars lifted from one side street and thrown to other side," said Geha.Geha's anxiety over his family still lingers. SAN DIEGO (KGTV)- Unlike many of its neighboring communities, San Diego’s Midway District does not have any tall skyscrapers. But the local planning commission is hoping that changes very soon. For the last 11 years, the Midway Pacific Highway community planning group has had a plan to modernize Midway. With the city’s lease of the Valley View Casino Center coming up in 2020, the group is hoping to share some big ideas.“What better way to create more housing than in Midway,” Cathy Kenton, Chair of the Midway Pacific Highway Community planning group, said.The advisory group’s goal is to rezone much of the 1,300-acre district, to encourage new, mixed-use construction. A big part of that would be the 11,000 new dwellings, which could increase the residential population from 3,000 to 23,000 in the next 30 years. Except there is one problem — the city’s 30-foot height limit.In 1972, San Diegans voted on Prop D, which limits all buildings west of I-5 in the area (Coastal Height Limit Overlay Zone), to 30 feet.The commission believes this outdated law is stifling its potential growth, literally.“40 feet would be terrific, 70 feet would be awesome,” Kenton said. “Anything that would help us get a little more vertical would certainly open up the community, and not make it so dense.”The commission’s current redevelopment renderings do not include any high-rises.“So they’re all very flat and pretty boring looking, to be honest,” Kenton said. But they are still presenting these plans to the Smart Growth and land use hearing and to city council next week.Kenton says getting that approved is only the first hurdle. She believes the only way that Midway can reach its highest potential is if Prop D is overturned by the voters.That requires a community petition or a city council vote to put the measure on the ballot. “No one has a crystal ball for whats going to happen,” Kenton said. Kenton says the likelihood of getting the measure on the June or November ballots is slim, but they will keep trying.Those opposed to it say, constructing tall buildings would obstruct ocean views. If residents eventually vote to overturn Prop D, the committee says they will go back to the drawing board, to include mostly middle and some low-income high-rise apartments. 2319

  

San Diego State University's planned Mission Valley campus will generate more than 45,000 daily vehicle trips once its built out, according to a new draft environmental impact report.In November, San Diego voters approved a plan for SDSU to turn the SDCCU Stadium site into a Mission Valley campus. It will allow the university to grow from its current enrollment of 36,000 to more than 50,000. "It's great, it's allowing more students to come in and get their education started," said Tyler Ollison, who just transferred to SDSU. The university is planning more than just a campus in Mission Valley. It also is proposing a 35,000 seat stadium, 4,600 residential units, 400 hotel rooms, and 95,000 square-feet of retail, restaurants, and a grocery story. Plus, the university plans to build 1.4 million square feet of campus office and lab space, and 100 thousand square feet of medical office space.Its new draft environmental impact report says the project will ultimately generate 45,174 new daily trips to and from the campus, in already bustling Mission Valley. "Our project proposes a number of signal re-timings, and expansions of turn lanes, and a number of entrances and exits throughout the site," said Gina Jacobs, SDSU's vice president for the development. Jacobs added the project calls for a new road from Fenton Parkway into the campus. The draft EIR also studies alternate forms of transportation, including how the on-site trolley stop can figure in. The project completion is expected in 2037. Meanwhile, the new stadium is expected to open in 2022. SDSU is now taking feedback on its draft EIR, which can be viewed here.
