Some San Diego voters are making a surprising - and alarming - discovery in their mailboxes.They are receiving duplicate mail-in ballots for the November midterm. "Obviously with such a contested election and everything in the news right now, was this actually something bigger?" said April Segal, a Hillcrest resident who received two ballots.Nearly 70 percent of voters in the county say they will vote via the postal service this November. People from Hillcrest to Tierrasanta to Escondido have reported receiving the extra ballots. San Diego Registrar of Voters Michael Vu said there are protections in place to make sure everyone gets one only one vote. He said duplicates are not uncommon and this year is a bit worse than others because of issues with the new voter registration system at the DMV. "Our office and the statewide system runs duplicate checks to determine matches or potential matches," Vu said. "When a duplicate record is identified, the record is merged, with the most recent registration becoming the official record."Vu said no matter which ballot a person submits, it will ultimately be counted. He said anyone who knowingly submits two ballots would be referred to the district attorney for an investigation of voter fraud. Segal said she recently got married, changed her name and registered to vote. A few months later, when applying for a Real-ID at the DMV, she checked the 'yes' box when it asked if she would like to register to vote. That likely led to the duplicate ballot. "I knew I already was registered, but I thought I should just err on yes so that nothing got messed up by saying no," she said. Segal said she would continue to vote by mail, despite the mix-up.  1758

SILVERADO (CNS) - Southern California Edison told California officials this evening that a lashing wire may have contacted its overhead primary conductor and sparked the 7,200-acre Silverado Fire, which critically injured two firefighters.The blaze erupted for unknown reasons at 6:47 a.m. in the area of Santiago Canyon and Silverado Canyon roads, and by late Monday afternoon had blackened 7,200 acres, Orange County Fire Authority Chief Brian Fennessy said.It forced evacuations of 90,800 residents in the Irvine and Lake Forest areas, threatened structures and blocked key roadways. Southern California Edison sent a letter to the California Public Utilities Commission Monday night acknowledging it had overhead electrical facilities in the area that the blaze broke out.``We have no indication of any circuit activity prior to the report time of the fire, nor downed overhead primary conductors in the origin area,'' SCE said in the letter. ``However, it appears that a lashing wire that was attached to an underbuilt telecommunication line may have contact SCE's overhead primary conductor which may have resulted in the ignition of the fire.''Irvine Mayor Christina Shea said the city opened eight facilities to shelter evacuated residents and several quickly filled up. Irvine Police Department Chief Mike Hamel said city officials were working with the American Red Cross to provide overnight shelter for residents with no place to go. The city's animal shelter was open to house pets.``We've been fortunate to not lose any structures yet,'' Fennessy said early this evening. The injured firefighters are 26 and 31 years old. Both sustained second- and third-degree burns about 12:15 p.m., one over 65% of the body and the other over half the body, according to Fennessy said. We're giving them all the support we can.''High winds compromised the aerial firefighting effort, with all aircraft grounded by mid-morning due to gusts that rendered water dropsineffective, while also making flying treacherous for pilots. Winds of 20 mph-40 mph were reported, with gusts up to 60 mph.``This is a tough fire,'' Fennessy said. ``We're experiencing very high winds, very low humidity... Any time winds are that bad you can't fly, and that certainly has an impact on both hand crews and bulldozers and firefighters at the end of those hose lines.``Air attack is very important, but still it's the firefighters on the ground that put out that fire.'' Fire officials were hopeful they will be able to make air drops tonight when wind velocities are expected to lessen, Fennessy said. Starbucks announced changes to their loyalty program giving customers more ways to pay for their drinks while earning stars.Customers have complained for years about the need to reload their Starbucks card in order to spend money at the coffee giant and earn loyalty stars.In order for customers to earn stars in the Starbucks Rewards loyalty program, customers had to use a Starbucks card or gift card to pay. This forced regular customers to constantly reload their card to ensure there was enough money for their purchases.Starbucks announced Tuesday they will allow alternative payments in a few months, and still allow members to earn stars or purchases. Alternative methods include debit/credit cards, cash, and select mobile wallets.However, there’s a catch.When the changes take place, customers paying with their Starbucks card or gift card will earn two loyalty stars per spent, and those paying with alternative methods will earn one star per spent. SHASTA COUNTY, Calif. (KGTV) -- The search for a woman who owns a flower shop in Rancho Santa Fe has ended Monday night after authorities say Penelope Elizabeth Bax was found alive.Bax’s sister said she was spotted in Hirz Bay, a campground off of Lake Shasta, which has 6,200 miles of rivers and streams.Her sister says she thinks Bax ran out of gas in her Mercedes RV and her cell phone was dead.Bax was found dehydrated but stable and was airlifted to a local hospital. Her dog Walter is also being treated.The search for the 63-year-old began on March 31 after deputies with the Shasta County Sheriff’s Office learned that Bax was traveling to a family member’s home in Washington but hadn’t arrived yet.According to deputies, Bax left Vista on March 26. She was expected to arrive in Washington on March 29 but never showed up. 845
