OCEANSIDE, Calif. (KGTV) - An Oceanside man says he and his puppy were mauled by an unleashed dog while out for an evening walk. On Monday around 11 p.m. near Albertsons on Mission Avenue, Kevin Humphrey was taking his 7-month-old terrier mix Stitch out for his final walk when he saw a homeless man and his brown-and-white pit bull, loose. Humphrey says the owner managed to catch up to the dog and leash him.Humphrey went on with his walk along the back side of the shopping center, when he says he saw the dog, unleashed again. Humphrey picked his dog up and started running, but didn't get far."It just starts biting at me and biting at me. He tries to bite my dog's throat out," said Humphrey.Humphrey says the dog bit him in the back and arm before latching onto his puppy's throat. His puppy's life on the line, Humphrey jammed his hand into pit bull's jaws."I put my hand in the dog's mouth so he wouldn't bite. I'm crying, 'Don't kill my dog! Don't kill my dog!" said Humphrey.After a tortuous 20 minutes, the dog finally let go. Humphrey raced to get help for his dog and then himself. Stitch suffered more than a dozen bites. For Humphrey, torn tendons and bone fragments in his hand led to two surgeries.The San Diego Humane Society says the homeless man contends Humphrey went into his tent and provoked his 4-year-old dog, which Humphrey denies. The pit bull is under a 10-day quarantine. If he's reclaimed, he'll have to wear a muzzle. 1458

OMAHA, Neb. — A principal at a Nebraska elementary school has been placed on administrative leave after she released a memo discouraging teachers from putting up Christmas-themed decorations in their classrooms.Jennifer Sinclair of Manchester Elementary in Elkhorn, Nebraska, sent the memo teachers encouraging them to put up non-denominational winter decorations in the public school as opposed to Christmas-themed decorations."Red and green items," "candy canes" and "reindeers" were deemed unacceptable holiday decorations were specifically mentioned in the memo.The Elkhorn School District released its own statement saying the principal's memo did not reflect school policy.The principal also sent an apology letter, in which she stated that she was wrong to set such rules about classroom decorations.Manchester Elementary parents now stand divided on the issue."I feel that something was wrong with what she was doing. she was kinda enforcing or making the rest of her school think the way she did," said Vicki Dryden, a grandmother of a Manchester student.A mother of two Manchester students said she thinks the principal being put on administrative leave has blown the situation way out of proportion, especially since the principal has since sent an apology letter."I just don't think we could ask for a better principal," she said. 1355

OCEANSIDE, Calif. (KGTV) - The City of Oceanside is taking control of its water destiny, investing in a facility to purify recycled water from homes.“It’s not being used, it’s really a waste. A lot of that water is going out to the ocean and it’s really a precious resource," said Cari Dale, Water Utilities Director for the city. This Fall they'll break ground on the Pure Water Oceanside facility, which will sit right next to the San Luis Rey Water Reclamation Facility.The process uses state-of-the-art water purification steps that replicate and accelerate nature's natural recycling process. The facility will create between 3 and 5 million gallons per day of high-quality drinking water for the Oceanside community.Currently, the city gets most of its water from outside sources, which is costly and subject to drought and environmental disasters.Pure Water Oceanside will be able to provide 30 percent of the city's water supply.“It’s important because it’s controlling our own destiny, we’re really reusing something that would otherwise would be thrown away, so really it’s being a good environmental steward," said Dale.Orange County has been using a similar system for years.Funding for the million project will come from the city, as well as federal and state grants. Dale says residents will also see small increases in their bills.They hope to have the new facility running by the end of 2021. (CNS) - Oceanside's police chief has called for an internal investigation into an arrest in which one officer used a stun gun to subdue a carjacking suspect, causing him to fall backward onto his head, before two other officers forcefully twisted him to lie facedown.Video of the Tuesday incident was captured on a witness' cellphone and shared on social media, according to Oceanside Police Department Chief Frank McCoy.Police officials Wednesday released an officer's body-worn camera footage of the arrest along with the cellphone video, plus an open letter by McCoy providing more details.Dispatchers received reports around 4 p.m. Tuesday that the man attempted to carjack several people at multiple locations in Oceanside's Mesa Margarita neighborhood while armed with a knife, McCoy wrote in the letter. That victim went back outside a short time later and saw the suspect fighting with another person down the street.The man was still armed with the knife when officers approached him Tuesday afternoon at an undisclosed location in the Mesa Margarita neighborhood, McCoy said.The officers on scene were armed with two types of less-lethal weapons as they approached, according to McCoy.In the videos released by OPD, the man appears to have dropped the knife to the ground and has both hands on his head as one officer approaches from the front and two approach from behind. The man appears to kick something on the ground -- possibly the knife he had dropped -- and then takes a few steps toward it while shouting at the officers.As this was happening, the officer in front of him can be seen taking several steps toward the man before using his stun gun. The man goes stiff and groans as he falls backward, hitting his head on the ground.The two officers behind him then rush in and grab him before forcefully turning him over onto his stomach. In the videos, it appears the man's face hits the ground as officers turn him, and he groans again.Paramedics treated the man at the scene before taking him to Tri-City Medical Center for treatment of undisclosed injuries, McCoy said.The man, identified as 32-year-old David Hernandez Avila, was booked into the Vista Detention Facility around 9:30 p.m. Tuesday on suspicion of felony carjacking, attempted carjacking and assault with a deadly weapon, among other charges, according to jail records.
