SAN DIEGO (KGTV) — Every December, for just two nights, Balboa Park twinkles with thousands of lights and just as many visitors to celebrate the holidays.December Nights will cover the park in holiday cheer on Dec. 6, 3 p.m. to 11 p.m., and Dec. 7, 12 p.m. to 11 p.m. The park will be filled with light displays, bands and performances, attractions, shopping, and delicious foods from the park's International Cottages to Spanish Village.The massive celebration is ranked the fifth best holiday festival in the U.S. by USA Today readers and is the largest free event in San Diego, attracting about 360,000 visitors.RELATED: San Diego holiday tree lightings to catch this seasonAnother big draw to the celebration: participating museums offer free admission from 5 p.m. to 9 p.m. each day. SAN DIEGO (KGTV) — Hoteliers across San Diego are seeing a significant loss of business from mass cancellations as efforts continue to stop the spread of the novel coronavirus. The San Diego Convention Center Corp. reports five conferences have either been canceled or postponed, meaning upwards of 43,000 people would not be coming to San Diego and spending money locally. "The hotel industry has seen a significant drop in business, a significant impact on the workforce," said Namara Mercer, who chairs the San Diego Hotel Motel Association. "Anecdotally the shifts are being cut, people aren’t going to work if occupancy is not high."LIST: San Diego events, schools that have changed plans due to the coronavirusAs conferences cancel, large convention hotels downtown are finding themselves with hundreds, if not thousands, of unexpected empty rooms. That can be costly also to other hotels. "What do they do? They reduce their rates - the big convention hotels - and then they start taking away business from all of us who are in outlying areas," said Bob Rauch, CEO of RAR Hospitality, which owns three San Diego County hotels and manages nine others.Rauch said cancellations were up 15 percent last week, and he expects that to increase to 25 percent this week. He says he expects it to peak next week at 35 percent before he expects things to calm down. As of now, he has not cut staff hours, but he said things could change if the loss of business continues to persist. "If this worsens over the next couple of weeks, we will create some kind of shared pain program," said Rauch, adding that it would likely involve cutting hours across the board so no employees are laid off. They include Dan McKinney, Jackie Robinson, Magdalena Ecke, McGrath Family, and the Mission Valley branches.But with ever-changing rules by the State and County, staff and members of the YMCA understand that this reopening may be short-lived.Twice a day, Doug Harrigan would come to the Mission Valley YMCA. But since the COVID-19 quarantine began, he switched to working out at home."It's been rough," Harrigan said.Now he's back."I had a chance to talk to the members that I used to see on a regular basis, and it just felt good to do a real workout in a gym rather than my living room."Starting July 1, 2020, Mission Valley, Dan McKinney (La Jolla), Jackie Robinson (Mt. Hope), Magdalena Ecke (Encinitas), and McGrath Family (Spring Valley) YMCA branches are open, at a modified capacity."Masks required, health check stations, signage everywhere, and we've separated the fitness equipment to the 6-foot social distancing requirements," Assistant Executive Director of the Mission Valley YMCA, Jason Milosh said.At this point, group exercise classes and pools remain closed.Last week, some branches, including Mission Valley, opened up its Kids Day Camps. This year, space is extremely limited due to social distancing rules, and there will not be any field trips. But parents are happy that they are keeping busy."Summer learning loss has been aggravated by the challenges that our school system has had in the last few months of school," Molish said. "So, we have incorporated some more academic components to our summer camps to help kids bridge that summer learning loss."But with the State and County coming out with new rules, seemingly every week, gyms and community centers like the YMCA, must be flexible."Re-closing is a possibility, and we are prepared for that," Milosh said. "We feel good about the precautions that we have taken, but if things worsen and it is determined that we need to close, then we are going to be prepared to do that."But for Harrigan, he hopes it does not come down to that, because with the YMCA, he says he would look and feel much different."It is essential. SAN DIEGO (KGTV) -- Following several years of record-breaking fires around California, the state’s department of insurance is letting residents know they have options if their insurance gets dropped. Under Proposition 103, a law approved by voters in 1988, insurers are required to file rate changes with the California Department of Insurance. Although the department doesn’t set rates, state law requires that insurers’ rates are based on a demonstrated risk of loss. New laws that both took effect in 2019 also offer some protection. One of the laws specifies that homeowners living in a declared wildfire disaster area or adjacent zip codes receive one year of protection from non-renewal. The state also extended protections against non-renewal for people who suffer a total loss during a fire to two automatic renewals or 24 months. If you find yourself in the middle of a non-renewal, the department lists specific rights California residents have: The notice of non-renewal must be sent at least 45 days prior to policy expiration. That notice of non-renewal must contain: (1) the reason or reasons for the non-renewal; (2) the telephone number of the insurer's representatives who handle consumer inquiries or complaints; and (3) a statement indicating that if the consumer has contacted the insurer to discuss the non-renewal and remains unsatisfied, the policyholder may have the matter reviewed by the Department. The insurance company must determine whether to renew or non-renew based upon its underwriting guidelines, which must be objective, have a substantial relationship to the risk of loss, and be applied consistently among insureds in the particular group being non-renewed.For anyone who can’t find insurance, the department has another option. The FAIR plan is available to all homeowners as a last option for coverage. The maximum limit written by the plan on residential property is ,500,000.
