CHULA VISTA, Calif. (KGTV) - Chula Vista parents who once felt hopeless now feel empowered to care for their children with behavioral challenges. Through the Parent Intervention Program (PIP), parents learn new strategies while their children develop their social-emotional skills and new ways of expressing themselves. PIP is offered free to Chula Vista families through the Chula Vista Elementary School District (CVESD)."We want to do what we can for our families and children when it comes to the whole child, not only cognitively but socially and emotionally," said Rita Palet, the Director of Early Childhood Education Programs for CVESD.Palet says this is now a priority for the district, which is why they're offering the PIP program to families for free."Behaviors take a while to develop, so they do take a while to diminish," said Palet.Through the program, parents meet others dealing with similar struggles. "When you come here it makes you feel safe, I feel safe coming here, even when we had a rough morning getting here, they're so welcoming," said Mina Fagen, who brings her son to the program.Fagen says her son started acting out after changes happened in the family; his sister went to kindergarten and they also had a new baby in the family."I felt overwhelmed, and still at times feel overwhelmed, but this program gives me a safe place to go to," said Fagen.Parents ultimately give back to the program by volunteering their time later as a "payback parent." This means staff members have completed the program with their own child and can support others going through the program. (KGTV) -- A high school Senior from Chula Vista was charged in Federal Court Monday for reportedly trying to recruit other students to smuggle drugs into the U.S.Court documents show that Phillip Junior Webb, who was a senior at Castle Park High School in 2017, recruited other high school students to smuggle methamphetamine and fentanyl into the U.S.According to the documents, starting in July of 2017, juveniles were caught trying to smuggle drugs by strapping the drugs to their bodies as they tried to enter the United States.RELATED: Teens targeted to smuggle Fentanyl across US-Mexico?On May 4, Web was reportedly caught trying to bring a Chinese national and Mexican national into the U.S. in the trunk of his vehicle.“We are seeing a very troubling trend and we want to warn parents and high schoolers,” said U.S. Attorney Adam L. Braverman. “Our youth are being recruited by drug cartels to smuggle dangerous drugs across the border. We are going after the recruiters who exploit these kids, but the kids also need to know that they are gambling with their lives when they do this. (KGTV) - A woman was found unconscious and bloody outside a Chula Vista laundromat Friday night.Paramedics responded to reports of an unconscious woman at the Coin-Op laundromat near Broadway and F Street just after 9 p.m.The woman had apparently been beaten and left on the sidewalk on the side of the strip mall.Ivonne Campos, who works at a nearby Mexican restaurant said her bosses saw the woman as they were leaving for the night.Campos came over to help the woman, who she believes is homeless. Chick-Fil-A is testing a new menu item in Arizona, and depending on how it goes, it could be rolled out to menus nationwide.Starting Monday, spicy chicken strips will be available at Chick-Fil-A restaurants in Phoenix, Tucson and Yuma, the fast-food chain said.They've been under test in Philadelphia and Texas since last year.The strips come in orders of three or four, and a choice of dipping sauce.The company said it combined their original chicken strips and spicy chicken strip sandwich to create the new menu item.The strips are seasoned with a spicy blend of peppers, hand-breaded, and cooked in refined peanut oil. CINCINNATI – Charles Adams went on a rampage before he died in police custody Wednesday, acting wildly and damaging residents’ property at a Westwood apartment complex, according to a resident and 911 callers."It was bizarre, so bizarre," India Lavender told Scripps station WCPO in Cincinnati.Lavender said the 36-year-old Adams jumped on her car and then jumped into her neighbor’s window."(Somebody) came and knocked on my door and told me there was a man standing on top of my car," Lavender said.  “I came out. He yelled at me and told me to call the police, somebody was chasing him,  and he literally jumped off my car into my neighbor's window."Adams damaged at least five others cars while calling out for help as he went along, residents said.“It definitely seemed as if he was hallucinating,” Lavender said. “In his mind, someone really was chasing him, 'cause he was trying to get everyone else in the building to see the other people that weren’t there."Body camera video of Adams' arrest shows him becoming increasingly lethargic and unresponsive after officers put him in handcuffs. At one point, while standing, he slumps forward until he is nearly bent double.When officers escort him outside and allow him to sit down against a railing, he begins to drool and twitch before losing consciousness. "Jeez," one officer says in the recording. "He's foaming at the mouth."His breathing stopped shortly after his eyes closed.The fire department gave Adams first aid, including CPR, but he died on the scene.It’s unclear what brought Adams to the apartment complex. Neighbors said they had never seen him."Officers did not use any type of force to subdue Mr. Adams during the arrest activity," Lt. Stephen Saunders, Cincinnati police public information officer, said in the statement. The body camera footage reflects this assertion.READ the police statement here or below.Police documents released Thursday said District 3 officers responded to 911 calls about a man “exhibiting bizarre behaviors.”Adams responded to officer's verbal commands and he was placed in custody after they encountered him outside the Western Glen Apartments at 2627 Montana Ave., about 7:36 p.m., according to the police statement.Officers observed a small amount of blood from lacerations on Adams’ hands that occurred prior to their contact and immediately requested assistance from the fire department for medical aid, Saunders said.This remains an active investigation and more details will be release when available, Saunders said.  2589
