WASHINGTON (AP) — The Department of Homeland Security is moving 1 million from FEMA, the Coast Guard and other agencies to fund immigration detention beds and support its policy forcing asylum seekers to wait in Mexico.Homeland Security officials say they will transfer 5 million for temporary hearing spaces along the U.S.-Mexico border to help hear asylum cases faster. They will also transfer 6 million to fund Immigration and Customs Enforcement detention bed space, though Congress specifically did not authorize additional ICE funding.Democratic House lawmakers are objecting. The chair of the Homeland Security Appropriations subcommittee says the change would support "inhumane" programs and take away necessary funding for other agencies. The news comes as hurricane season is ramping up and Tropical Storm Dorian is barreling toward South Florida. 873

WASHINGTON, D.C. — The number of people applying for unemployment aid jumped last week to 853,000, the most since September. The rise in jobless claims serves as evidence that some companies are cutting more jobs as new coronavirus cases spiral higher. The Labor Department said Thursday that the number of applications increased by 137,000, from 716,000 the previous week. The four-week moving average was 776,000, an increase of 35,500 from the previous week’s revised average, according to department. Before the coronavirus paralyzed the economy in March, weekly jobless claims typically numbered only about 225,000.The current rise in unemployment comes as the U.S. continues to break records for single-day coronavirus cases and deaths. Wednesday marked the first time more 3,000 people died from COVID-19 in a day in the U.S. since the pandemic began, according to a tally by Johns Hopkins University. 912

Weld County prosecutors on Monday formally charged 33-year-old Chris Watts with nine felony counts, including first-degree murder, in regards to the deaths of his pregnant wife, Shanann Watts, and their two young daughters.Watts faces three counts of first-degree murder after deliberation, two counts of first-degree murder – victim under 12/position of trust, one count of first-degree unlawful termination of a pregnancy, and three counts of tampering with a deceased human body, according to Colorado court records and documents filed Monday afternoon.READ: Affidavit: Chris Watts was having affair, claimed wife tried to kill daughters before he killed herAt a Monday afternoon news conference, District Attorney Michael Rourke declined to further discuss any details of the case. But Shanann Watts' father, Frank Rzucek, gave a brief statement: "We would like to thank everyone in the Frederick Police Department and all the agencies involved for working so hard to find my daughter, granddaughters and [unborn child] Nico," Rzucek said. "Thank you everyone for coming out to the candlelight vigil and sending all your prayers. They are greatly appreciated. And keep the prayers coming for our family. Thank you very much.”The unlawful termination of a pregnancy charge comes because Shanann Watts was 15 weeks pregnant at the time she was killed. The documents state: "The woman died as a result of the unlawful termination of the pregnancy.". Former Boulder District Attorney Stan Garnett explained the statute in an interview with KMGH Friday. The documents show there are at least 72 witnesses in the case so far – most of whom are law enforcement officers. The affidavit for Chris Watts' arrest was ordered unsealed Monday and was released Monday afternoon. It says that Chris Watts was having an affair that he had previously denied to police, and that he claimed that Shanann had tried to strangle their daughters after he told her he wanted to separate. The affidavit also backs up some of what KMGH has reported so far and what neighbors have said about the case.Watts was arrested late last Wednesday for investigation on first-degree murder and tampering with deceased body charges and has been held without bond ever since.MORE: Everything we know so far about the Watts family murdersHis pregnant wife and daughters, 34-year-old Shanann Watts, 3-year-old Celeste and 4-year-old Bella, were reported missing last Monday by a family friend after Shanann missed a doctor’s appointment.A day after the three were reported missing, Chris Watts gave an interview to KMGH in which he pleaded for the girls to come home and said he and his wife “had an emotional conversation” before he allegedly last saw her. Watts confessed to killing the three of them, two law enforcement sources told KMGH last week.Shanann’s body was discovered in a field on Anadarko Petroleum Company property. Court documents show her body was found in a "shallow grave near an oil tank." Her daughter’s bodies were discovered concealed within oil tanks nearby, sources told KMGH. Court documents filed late last week show experts were advised the bodies were in tanks filled with crude oil "for several days." Chris Watts had been an Anadarko employee but was fired by the company Wednesday. On Friday, the coroner's office announced they had positively identified the bodies as those of Shanann Watts and her two daughters. The manner and cause of death of all three bodies are pending further laboratory results and have not been released at this time.Weld County prosecutors said in court last week they believed the two girls and their mother were killed inside the home but did not elaborate. Frederick police said Friday they still had several days of interviews to complete before Monday's deadline.Watts is scheduled to appear in court at 10 a.m. Tuesday to learn the formal charges he faces in the case. 3953

WASHINGTON (AP) — President Donald Trump on Wednesday named Robert O'Brien, his chief hostage negotiator and an established figure in Republican policy circles, as his new national security adviser.O'Brien, the fourth person in two years to hold the job, becomes the administration's point person on national security amid rising tensions with Iran following the weekend attack on Saudi oil installations and fresh uncertainty in Afghanistan after the halt in peace talks with the Taliban. The announcement of O'Brien's selection comes a week after Trump ousted John Bolton from the post, citing policy disagreements. O'Brien, who made headlines in July when he was dispatched to Sweden to monitor the assault trial of American rapper A$AP Rocky, was among five candidates Trump said Tuesday were under consideration."He's worked with me for quite awhile now on hostages and we have a tremendous track record on hostages," Trump said Wednesday on a tarmac in Los Angeles, hours after revealing the pick on Twitter. "Robert has been fantastic. We know each other well.O'Brien, standing alongside Trump, said it was a "privilege" to be picked."We've had tremendous foreign policy successes under President Trump's leadership. I expect those to continue. We've got a number of challenges," he added. O'Brien said the administration's focus will continue to be on keeping the U.S. safe and rebuilding the military. He said he would advise Trump privately on the situation in Saudi Arabia.Trump abruptly forced out Bolton on Sept. 10, after he and his hawkish national security adviser found themselves in strong disagreement over the administration's approach to Iran, Afghanistan and a host of other global challenges. The sudden exit marked the latest departure of a prominent voice of dissent from Trump's inner circle as the president has grown more comfortable following his gut instinct over the studious guidance offered by his advisers. As the special presidential envoy for hostage affairs at the State Department, O'Brien worked closely with the families of American hostages and advised administration officials on hostage issues. He helped secure the release in February of American citizen Danny Burch, who was freed after 18 months in captivity in Yemen. He has also worked on the case of missing U.S. journalist Austin Tice, who was captured in Syria in 2012. O'Brien has said the U.S. is confident Tice is still alive. The White House sent O'Brien to Sweden to monitor the case of A$AP Rocky, who was charged with assault. The rapper, whose real name is Rakim Mayers, was permitted to return to Los Angeles to await the verdict of a Swedish court, which found him guilty in a street brawl.Last month, Hua Qu, the wife of a Princeton University graduate student detained in Iran, told reporters that she would like to see the same level of personal attention from the government as A$AP Rocky received. On Wednesday, a Twitter account that advocates for the release of the student, Xiyue Wang, congratulated O'Brien on the appointment but also said: "We watched with frustration as this administration put all its energies into releasing celebrity A$AP Rocky from Sweden; meanwhile, (asterisk)multiple(asterisk) Americans suffer under terrible conditions in #Iran. Let's put all Americans first, not just famous ones. #AmericansFirst."O'Brien previously helped lead the department's public-private partnership for justice reform in Afghanistan during the Bush and Obama administrations. He began to emerge as a front-runner to replace Bolton last week when it became clear that an early favorite, Iran envoy Brian Hook, would face opposition from hawks who think he has not been tough enough on Iran, according to Republicans familiar with the matter.Another short-listed candidate, the North Korea envoy, Stephen Biegun, was taken out of the mix when Secretary of State Mike Pompeo suggested he might be better placed as deputy secretary of state to replace John Sullivan, who is widely expected to be nominated to be the next U.S. ambassador to Russia, officials said. From 2008 through 2011, O'Brien was a presidentially appointed member of a government committee that advises on issues related to the trafficking of antiquities and other cultural items. In 2005, President George W. Bush nominated O'Brien to be U.S. representative to the U.N. General Assembly, where he worked with Bolton. O'Brien was confirmed by the Senate. He also was an adviser on the Republican presidential campaigns of former Gov. Scott Walker of Wisconsin, former Gov. Mitt Romney of Massachusetts and Sen. Ted Cruz of Texas.Earlier in his career, O'Brien was a senior legal officer for the U.N. Security Council commission that decided claims against Iraq that arose from the Gulf War. He was a major in the U.S. Army Reserve.O'Brien has a law degree from the University of California, Berkeley, and co-founded a law firm in Los Angeles focused on litigation and international arbitration issues. O'Brien is the author of "While America Slept," a collection of essays on U.S. national security and foreign policy billed as a "wake-up call to the American people."The book warned that the world had become more dangerous "under President Obama's lead-from-behind foreign policy."____Associated Press writer Matthew Lee contributed to this report. 5338
