SAN DIEGO (KGTV) -- Like so many businesses throughout San Diego County, businesses along the border in San Ysidro are also preparing to scale back operations because of the state's COVID-19 purple tier.Businesses in the border region have already seen a significant decline in business because of international travel restrictions currently in place. Since March, the border has been closed to all tourist travel, only open for essential needs, like going to work or getting medical care. Tuetano Taqueria is one of the businesses affected. Just blocks from the border, its owners are doing everything it can to stay open. The trendy taco shop is run by Fernando Covarrubias and his wife, Chef Priscilla Curiel. During the initial stay-at-home order, the couple had to lay off their employees and run the business themselves. The taqueria was recently honored, making the Michelin Guide, famous for it's tacos served with the option of bone marrow on the side. Now, the owners are getting ready to scale back to takeout orders because of the purple tier restrictions. According to the San Ysidro Chamber of Commerce, from March to July, roughly 100 businesses closed permanently. Jason Wells, the chamber's executive director, said the border travel restrictions are devastating the region. Wells said all businesses in the area are hurting, but retail has taken the biggest hit. According to Wells, about 95% of customers in the area are from Mexico.Wells explained that most of the businesses along the border make their biggest profits during the holidays, and the state's purple tier isn't helping. If the border travel restrictions continue, Wells thinks more businesses will not survive. Covarrubias and his wife are hoping people will follow the health guidelines so COVID-19 case rates go down and business can get back to full operation. Despite their struggles, the couple is working on opening a second business in National City, called Mujer Divina, a coffee shop that will also serve burritos. SAN DIEGO (KGTV) – Major developments came late Tuesday to create countywide policy changes related to policing reforms. After several hours of testimony and public comments, all three parts of a policy package were voted on and passed by the San Diego County Board of Supervisors during a special meeting.It was introduced by Supervisor Nathan Fletcher who said it was designed to create more transparency and to start to change systemic and structural racism that has caused pain and harm to generations of African American people.The three proposals that passed include launching mobile crisis response teams made of social workers and clinicians instead of law enforcement for some mental health and homeless services and emergency calls, increasing independence and strengthening oversight of the Citizen’s Law Enforcement Review Board and establishing an Office of Equity and Racial Justice.ABC10 News listened in as callers weighed in on both sides of the debate over the creation of an Office of Equity and Racial Justice. Many callers were in favor of its creation. Others argued that the County should consider a bolstered version brought forth by civil rights activist Rev. Timeshares can also be transferred to out-of-town hotels, one year at a time. The county expects many to go at the initial offering price. A timeshare is when a person shares in the ownership of a property with others, so that each gets a week of vacation per year. Many of the timeshares were repossessed after the Great Recession, when owners failed to pay at least five years of property tax. "For one week of family bliss in a vacation once a year, this may be the opportunity for as little as 0," said Dan McAllister, the county treasurer-tax collector. "But it is a buyer beware sale."San Diego attorney Dan Eaton said there are many risks to buying a timeshare, and getting out of one can be very difficult."If you think you're just buying a 0 timeshare and you've got access to the timeshare for life without any further cost, that's a huge mistake," Eaton said. Timeshares include annual fees - including maintenance - that can get very expensive."If you stop paying those fees, they can foreclose," Eaton said. SAN DIEGO (KGTV) - Loved ones are mourning the loss of a young South Bay woman to COVID-19.In mid-September, Elvira Martinez became the first in her family to come down with COVID-19 symptoms. She tested positive and was hospitalized days later. Around the same time, her daughter Cassie, who lived with her mother at a home in Nestor, started feeling sick."Her first symptoms were a cough and then a fever in after that," said Cassie's boyfriend Ricardo Ferreyra.A week later, Ferreyra brought her to the ER."She couldn't hold down food, barely able to stand up," said Ferreyra.She was admitted and diagnosed with COVID-related myocarditis, an inflammation of the heart muscle. Her brother David says in the next 24 hours, she would suffer two heart attacks. On Saturday, Cassie Martinez, who had no underlying conditions, died at the age of 29."I miss her so much. She had the beautiful personality of anyone I've ever known. She walked into a room, and it lit up," said David Martinez."I'm heartbroken, in a million pieces. She was so caring, put everybody else first," said Ferreyra.Ferreyra says it was love at first sight the day he met her at the insurance company they both worked at more than eight years ago."She captivated me and has done so ever since that day," said Ferreyra.He had decided to propose to her, possibly on their eight-year anniversary in mid-October."I wanted to take her out on a sailboat, spend some time together and propose in the middle of the ocean ... She is my soulmate, somebody I wanted to spend the rest of my life with. We had so many plans," said Ferreyra.Family members aren't sure how they contracted the virus. SAN DIEGO (KGTV) - In a downtown courtroom on Friday afternoon, attorneys battled over a request to halt the shutdown orders for San Diego bars, restaurants, and gyms.Attorney Bruno Katz is representing a group of local businesses like Cowboy Star restaurant and Bear Republic Crossfit gym, which are seeking an emergency injunction. He told the judge, “What I do want to say, your Honor, is that the temporary restraining order is based on data. It’s based on facts. It’s based on science and it's based on the state not showing why it has targeted these industries when the science and data doesn't support it.”The state argued that the damage to businesses pales in comparison to the damage on human life. “There's nearly a thousand dead San Diegans and the numbers are getting dramatically worse and have been for the last couple of weeks,” said state Deputy Attorney General Jonathan Eisenberg.Restaurants and gyms were open for indoor operations with limited capacities under the red tier. However, last Saturday’s move to the purple tier forced them to shutdown indoor services completely and move outside. They're suing Governor Newsom and San Diego County, arguing that the closures go against their rights and are causing financial devastation.The suit was filed on behalf of all restaurants and gyms.Local owner of The Studio SD fitness studio Rachel Racz spoke to ABC10 News before Friday’s hearing. She told ABC10 News in part, “It's been rough to shut down business again when people were feeling normal and then we see the County of San Diego's Department of Health say that gyms are only point .4% of cases in San Diego and it's really frustrating as a business owner where we have these ebbs and flows- where we can be open and then we can’t.”Superior Court Judge Kenneth J.
