DENVER – Coloradans who don’t identify as simply male or female will soon be able to choose a third sex option on their driver’s license or identification card.The Colorado Department of Revenue announced that residents will have three options – M (male), F (female) and X – starting this month.The change in policy is to bring the state into better compliance following two court rulings at the state and federal level, the Division of Motor Vehicles’ Executive Director Michael Hartman told the Denver Post.“This is an important step for the state of Colorado that the state documents reflect our values,” Hartman told the Post. “People are people no matter their sex identification.”Hartman said the change will be a simple one and won’t cost taxpayers any money.In order to choose “X” for their sex on a driver’s license, a person will need to provide either a change of sex designation form signed by a licensed medical or behavioral health care provider or a birth certificate with an “X” sex designation. The change cannot be made online.California, Oregon, Minnesota, Maine and Washington, DC already offer a non-binary sex designation on driver’s licenses and ID cards. Licenses from those states with an “X” designation can be converted directly to a Colorado license with the “X” sex marker.The state said a license or ID card with the "X" designation will be compliant with the federal REAL ID standards.The state also is proposing allowing a third sex option on birth certificates following the settlement of a lawsuit that aimed to declare the state’s birth certificate policy unconstitutional because of its requirement that a person’s sex be surgically changed in order to alter the sex designation on a certificate.The new driver’s license and ID card policy goes into effect under an emergency rule on Nov. 30. The state will then begin the process to make the policy permanent. That process will allow for public comment. 1953

DENVER, Colo. — Voters in Denver, Colorado, overwhelmingly voted to pass Ballot Measure 2J to lift the cities more than 30 years old ban on pit bulls.Ballot Measure 2J passed with 64.5% voting to lift the ban and 35.5% voting to keep the ban in place.Passing the measure will allow the city to grant a provisional permit to pit bull owners as long as the owner microchips the animal and complies with additional requirements set by Denver Animal Protection.Denver Council member Christopher Herndon led the charge, proposing the idea to lift the pit bull ban in January.Denver City Council voted 7-4 to repeal the ban in February, which would have replaced the law with what could be best described as a “probation” for pit bulls. However, Mayor Hancock vetoed the ordinance just days later, saying in a letter he could not support the legislation because it did not, "fully addresses the very real risk to a severe injury that can result from attacks from these particular dog breeds, especially should they happen to a child."The law banning pit bulls was put in place in 1989 after 20 people had been attacked by pit bulls in the previous five years.One was a 3-year old who died from the attack in 1986. Hancock argued in his letter to the council that less than 20% of all pets in Denver are currently licensed, which "raises significant questions about the effectiveness of this proposed new system."Proponents said breed-specific bans do not work and enforcing the ban has cost the City of Denver more than .8 million.Aurora, Lone Tree, Louisville, and Commerce City still have bans on pit bulls, though Castle Rock repealed their ban in 2018. DEL MAR — The coronavirus eliminated the 2020 San Diego County fair, and racing season went on with no fans. Now, the state-owned fairgrounds has laid off more than half of its staff and has asked Sacramento for million in bailout money."They need a new vision for the future and they need it desperately to solve their financial problems," said Del Mar Councilman Dwight Worden.Worden said affordable housing is an ideal solution. The city wants to team up with the fairgrounds to build upwards of 51 affordable homes on the property. On Monday, the council could approve a formal memo to submit to the fairgrounds on its vision.As it stands, Del Mar has no affordable housing and as such faces steep state penalties - including fines, lawsuits, and even loss of development control."In a place like Del Mar, where the ground costs a million dollars an inch, anything where we have to buy land is immediately not affordable," Worden said.The idea to put housing has been talked about for years. Most recently, in June, a Los Angeles-based developer proposed to put modular homes on the property to temporarily shelter the homeless during the outbreak, but pulled the project after community opposition."That was a hornet's nest," Worden said. "We've been telling them 'look, let's work on this long term affordable housing, where we get credit and we know how to help you do that successfully.'"Worden said this would be different, because it would give people such as fairgrounds workers, emergency medical technicians, teachers, and restaurant servers to permanently live close to where they work.Worden says the city has picked out five locations on the fairgrounds, mostly around the perimeter.The cost is still not clear, but Del Mar may ask Solana Beach the city of San Diego to participate, and see if they can get partial credit for their housing requirements.Del Mar must built 163 new housing units by 2029. Of those, 113 must be income restricted.The fairgrounds did not immediately respond to a request for comment. 2040
