SAN DIEGO (KGTV) - UC San Diego began welcoming some students back to campus housing, with a host of COVID-19 safety precautions.As with all things during this pandemic, move-in weekend at UCSD didn’t look quite the same."Kinda nervous, but excited," said freshman Alexis Estrada.Along with the normal nervous excitement, there was the new normal. Each student given a mask and hand sanitizer, along with a coronavirus test - results within 48 hours.The move-in for some 7,500 students - staggered throughout a 10-day span.Residential adviser Summer Thai says the actual moving in is taking longer."Definitely different. More difficult to get more stuff into the room ... in elevators, we practice social distancing. One family unit at a time," said Thai.While a vast majority of classes will be remote learning, any student going to a UCSD location will have to a complete a daily health self-screening. Students living and going to class on campus will be tested twice a month.Freshman Nicole Rodriguez says while the pandemic life is challenging."I can’t really hang out with suitemates. It's kind of isolating ... But these precautions are the right thing to do," said Rodriguez.UCSD officials are hoping to avoid the outbreak situation unfolding at San Diego State University, with more than 700 positive cases. UCSD is going high tech to ease those worries. Ongoing wastewater testing is serving as a warning system. Also, a voluntary pilot program will utilize smartphone technology to notify students if they may have been exposed.Classes begin September 28. Nearly 90% of classes will be online. 1612

SAN DIEGO (KGTV) — Twin brothers were arrested in Mexico this week and turned over to U.S. border authorities in connection with a 2013 murder in East San Diego.Anibal and Edward Avila, both 27, were arrested on Friday and charged with the murder of Rafal Robles, 34, five years ago, according to San Diego Police.Police say Robles and another man were found suffering from gunshot wounds in an alley near the 4000 block of 39th Street in the Cooridor neighborhood just before 3 p.m. on April 11, 2013. Both men were taken to a nearby hospital, where Robles died shortly after arriving.MAP: Track crime happening in your neighborhoodDetectives identified the Avila brothers as the suspects behind the fatal shooting, though they remained at large and were believed to have fled to Mexico.Police did not offer a motive for the shooting.The twins are due in court Nov. 6. 882

SAN DIEGO (KGTV) – With just hours until Election Day, several local law enforcement agencies are already on high-alert in the event that large demonstrations arise."We are comfortable with the staffing level we have for [Tuesday] and into the weekend,” SDPD Lieutenant Shawn Takeuchi told ABC10 News on Monday and added, “We're monitoring social media and any information available to the public about any groups that are planning to protest or celebrate.” He said San Diego Police Department is well prepared for any potential unrest although officers have no credible knowledge of plans for it. On Tuesday, SDPD will open its Department Operations Center (DOC) which is only activated during major events as a hub to filter and disseminate intelligence. “We are not fully staffing the DOC. We are putting it on a monitoring status [and] we feel that's prudent given the climate that we're in,” he added.“I think anxieties are very high all over the country,” San Diego County Sheriff Bill Gore told ABC10 News on Monday. He said that his Department will be adequately staffed. “We fully respect everyone's right to peacefully demonstrate [and] to express their first amendment rights. However, when those peaceful demonstrations cross that line into criminal activity, deputy sheriffs and local law enforcement will be ready to act to keep everybody in the crowd safe so that they can express their legitimate first amendment rights,” he added.On Monday, California Highway Patrol told ABC10 News that its officers are being moved to 12 hour shifts. A statement reads, “The protection of state of California properties, including state buildings and state highways, is the primary responsibility and jurisdiction of the CHP. As a statewide law enforcement agency, the CHP has officers available to respond to any incident or a request for assistance by an allied agency through the mutual aid process anywhere in California. We will continue to monitor the situation and plan our resources accordingly.”Carlsbad Police Department states, “As with any significant event in Carlsbad, we have created an operational plan to ensure safety for those who choose to visit a polling site. If a community member sees a problem at a polling site, they are encouraged to give us a call – dial 911 for an emergency and 760-931-2197 for other activity. We are ready to respond should there be a problem that needs our assistance. As for the days leading up to election day, if a community member receives threats or intimidation intended to affect their vote, they are encouraged to give us a call. Threats of this nature will be investigated and be shared with the FBI who has been working on such issues nationwide.”The La Mesa Police Department states, “The La Mesa Police Department would like to assure the public that we are committed to the goal of facilitating a safe, peaceful and legal Election Day tomorrow. In the weeks leading up to Election Day, the FBI is particularly engaged in extensive preparations. As always, we are working closely with our federal, state, and local partners so everyone involved with safe-guarding the election has the information and resources necessary to respond in a timely manner to any violations that may arise. Of course our preparations for 2020 take into account the current climate of the country. The FBI has a responsibility to plan for a host of potential scenarios. We are committed to protecting the American public’s right to a fair and safe election by securing it.”“The FBI works closely with our federal, state, and local partners to identify and stop any potential threats to public safety. SAN DIEGO (KGTV) - San Diego County residents can now watch for wildfires without ever going outside.  San Diego Gas and Electric introduced “Alert SDG&E Cameras” Tuesday.  The public website allows anyone to watch live video streamed from any of 15 cameras placed on top of the county’s highest peaks.“This is a game changer for San Diego and the communities that we serve,” said SDG&E COO Caroline Winn.“Alert SDG&E Cameras” is a collaboration with UC San Diego and the Seismology Lab at the University of Nevada, Reno.“We’re about getting the information out to those who want it,” said Winn. “It’s important that these are shared assets.”SDG&E meteorologists monitor the cameras, which can spin 360-degrees, zoom in to a fire, and can alert fire officials when there’s smoke. 814

  

SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215
