SAN DIEGO (KGTV) — Teachers, grocery workers and police officers are among those slated to receive the COVID-19 vaccine in the next phase, but there is still debate about how best to prioritize those industries during the rollout.After the vaccine reaches individuals in Phase 1A, frontline healthcare workers and people in nursing homes, a CDC advisory panel recommended Sunday that Phase 1B consist of people aged 75 and up and certain high-risk essential workers.About 30 million essential workers fall into this category. Ultimately, it will be up to states and local health departments to determine which of those essential workers get first access to the lifesaving vaccines.“I feel like we're on an organ transplant committee deciding who gets the liver and gets to survive. It's a tough decision,” said Dr. Christian Ramers, a member of San Diego County’s vaccine advisory group.There is particular focus on when to vaccinate teachers. Nevada’s preliminary plan is to put teachers and transit workers ahead of food and retail workers. On the other hand, Louisiana’s plan is to vaccinate prison guards and food processing workers before teachers.“I really hate that idea that we are pitted against other essential workers,” said California Teachers Association president Toby Boyd.There are health and economic considerations surrounding the timing of immunizations for teachers. On one hand, there’s broad agreement that in-person learning offers superior educational and emotional outcomes for children, along with significant child care benefits for families.“It’s going to help economically because it will allow parents to go back into the workforce without worrying about their child,” Boyd said.On the other hand, education can happen virtually while jobs like policing, firefighting and food processing cannot. There are also questions about the relative risk of transmission in a classroom compared to other work settings.“[In] a school environment, you can basically control the environment with your policies, with your air conditioning system, with mandatory masking,” said Dr. Ramers. He said other industries, such as food handling, present more risk.“We want to stick really to who has the highest risk of catching the disease because of the constant exposure, and then who has the highest risk of dying of the disease? SAN DIEGO (KGTV) -- The man police say hit and killed a pedestrian on a South Bay road in late July has been arrested.According to police, Carlos Franco, 20, turned himself in to investigators Tuesday and was booked into jail for vehicular manslaughter.San Diego Police on July 30 received a report of a crash on Del Sol Boulevard and Dennery Road at 7:03 a.m.RELATED: Pedestrian hit, killed on south San Diego street  Police say Franco struck a 66-year-old man, who was crossing the street at the time of the crash. SAN DIEGO (KGTV) -- The Navy is trying to find the owner of a boat that washed ashore at the Naval Base Coronado.The boat washed up and came to a rest against the fence that separated Coronado’s dog beach from the base.The Navy is asking the owner to come forward immediately to have the boat removed. The problem can get costly for the Navy.Several boats have already washed ashore this year. If the Navy can’t locate the owner, they have to cover the removal cost.Anyone with information on the boat’s owner is asked to call the Navy legal office at 619-545-8141. 573

SAN DIEGO (KGTV) - Sweetwater Union High School District officials say their revised budget will not have a major impact on students, but some parents are getting notices from schools informing them of cuts to some afterschool programs, tutoring and summer school.The discovery of an accounting miscalculation over the summer led to a million budget shortfall that the district rushed to fix. On Oct. 8, the district’s board unanimously approved a revised and balanced 2018-19 budget. The San Diego County Office of Education has until Nov. 8 to approve it.Changes to the budget include furlough days for numerous district employees, elimination of paid training days for teachers and cuts to the adult education program. SAN DIEGO (KGTV) -- The National Weather Service warned of minor coastal flooding ahead of a King Tide set to hit the San Diego County coastline Monday and Tuesday.The event forced the agency to issue a beach hazards statement from Sunday night through Tuesday evening.Surf will begin to build late Sunday, peaking Monday and Tuesday. By Tuesday night, the surf is expected to diminish, the agency said.High tides Monday will be 6.9 feet at 8 a.m. High tide on Tuesday will be 6.8 feet at 8:40 a.m.The agency warned that the King Tides will create water run-up into some beach parking lots and other low-lying areas.Beaches most prone to flooding include Sunset, Seal, Newport, Oceanside, Cardiff, La Jolla Shores and Imperial Beach.Elevated surf will also create strong rip currents and dangerous swimming conditions, the National Weather Service says. 861
