(KGTV) - Solana Beach is one of San Diego County's most expensive places to live, but it has no affordable housing.Now, the City Council may pursue turning a part of the City Hall parking lot into a 19-unit mixed-use affordable housing complex. The council could vote Wednesday to issue a request for proposals for development of the site, with the hopes of selecting a company to build it by September. City Hall, by the way, is across the street from steps that lead to its famous beaches. "It'd be like winning the lottery," said Christian McDonough, one of the hundreds of people who work in Solana Beach's tourist-facing businesses, but can't afford to live there. "If you're in the service industry, you're most likely not living in Solana Beach."This would be the city's second attempt to add affordable housing. In 2014, the council approved a 10-unit complex called The Pearl, down the block from City Hall. SPRING VALLEY, Calif. (KGTV) - Seventeen homes in Spring Valley were without water Friday night, after a water main break.The homes were mostly along Rothgard Road, according to officials with the Helix Water District.An 8-inch water main broke near Harmony Lane and Cristobal Drive around 3:30 p.m. Crews turned off the water before 4 p.m. to begin repairs.There was a water truck brought out for families impacted by the water shut off.Crews expect to have repairs completed, and the water turned on again by the Saturday morning. 540

SPRING VALLEY (KGTV) -- An hours-long SWAT standoff came to an end Thursday evening in Spring Valley. According to the San Diego County Sheriff’s Department, the incident began around 1:30 on the 10700 block of Jamacha Boulevard. Deputies tried to serve the man with a warrant when he barricaded himself inside his home. The man was taken into custody around 6:30 p.m., the department says. Several nearby mobile homes were evacuated during the standoff. It's unclear at this time what the suspect was wanted for. 522
