SAN DIEGO (KGTV) — A man who neighbors say was acting erratically in the Middletown neighborhood on Sunday was pronounced dead shortly after police arrived and found him lying in the street.San Diego Police officers received numerous calls regarding a man screaming, vandalizing a vehicle, and stripping his clothes off at Columbia Street near Sassafras St. just after 12:30 p.m. Police said officers arrived and were directed to the man, who was lying down in the street. Officers placed the man in handcuffs but noticed he was in medical distress. They took the handcuffs off the man and began CPR, police say. A witness who was a doctor also helped perform CPR until San Diego Fire-Rescue arrived, but the man died at the scene, according to SDPD.The man was not identified by name, but police said he was a black male in his mid-thirties.SDPD homicide detectives are investigating the death out of "an abundance of caution," police said. SAN DIEGO (KGTV) -- A judge has ruled that the government can continue waiving environmental laws to proceed with construction of a U.S.-Mexico border wall.Judge Gonzalo Curiel issued the ruling Tuesday afternoon. The ruling allows 14 miles of border wall to be built southeast of San Diego.The ruling comes one day after the Washington Post reported that President Trump will visit border wall prototypes in mid-March. In early February, ABC News reported that the Center for Biological Diversity filed a lawsuit against the U.S. Department of Homeland Security to protect endangered butterflies. Environmentalists claim the Quino checkerspot butterfly and a number of other species could be in danger if construction of the border wall continues. California Attorney General Xavier Becerra said in a statement Tuesday afternoon that "A medieval wall along the U.S.-Mexico border simply does not belong in the 21st century.”Read the full statement below:“We remain unwavering in our belief that the Trump Administration is ignoring laws it doesn’t like in order to resuscitate a campaign talking point of building a wall on our southern border. SAN DIEGO (KGTV) -- A man and a woman were struck by a trolley while riding scooters in Sherman Heights Tuesday night, according to police. According to authorities, the incident happened at 24th and Commercial Street just before 6:30 p.m. Police say the pair were riding Bird scooters west in between two sets of tracks. When a trolley came up behind they pair, they bumped into the side of one of the trolley cars. Both were taken to the hospital. Emergency crews said the woman only suffered minor injuries while the man had "more severe" injuries.  585

SAN DIEGO (KGTV) -- A homeless man walking through a church parking lot was viciously mauled by two stray pit bulls early Wednesday morning.The victim was discovered by a passerby at around 1 a.m. outside the New Creation Church located at 3115 Altadena Ave. in the Chollas Creek neighborhood, according to San Diego police.The unidentified victim told 10News that he was walking through the parking lot when he was suddenly attacked by two pit bulls.He says the pit bulls repeatedly bit him in the face, head, and entire body until the dog owner pulled them off. The owner of the dogs did not stay with the victim or check on his status, the victim told 10News.The dogs whereabouts are unknown.Police found a dog harness at the scene and have turned the investigation over to county animal control.The victim was transported to an area hospital with multiple lacerations. His condition is unknown at this time.Police are searching the neighborhood for the owner of the two pit bulls. No description of the dogs or the owner have been issued at this time. 1066

SAN DIEGO (KGTV) -- A pillar to the community and a San Diego civic icon Reverend George Walker Smith has died at 91. For six decades, Rev. Smith was a trailblazing leader in the African American community. Smith also led Christ United Presbyterian Church of San Diego for decades. Those who were lucky enough to cross paths with him say he was kind to all. "We kind of thought of Rev. Smith as the black godfather of San Diego, and of this church, because he helped so many people," said Delores McNeely, a church member of 30 years. He was the first African American to be elected in the city when he won the race for the San Diego Board of Education in 1963. Rev. Smith started the Catfish Club, whose weekly lunches were a gathering spot for those interested in civic or political issues. "All the political leaders in the community came, and we had this huge forum, and they listened to him. And if something were going on in the community, the first person that they would call was Rev. Smith," said McNeely.McNeely says the forums started at the church but then moved to Channel 10 when attendance got too large. "His legacy is going to help the community to grow, everything he did, and wanted to do," said McNeely.Members of the congregation spoke to 10News Sunday. "He was a person who would never say no to anyone if you asked him to do. If he couldn't do it, he found someone who could," Jewel Kelley, a member of the church said. Rev.
