(AP) — The federal government is warning Americans to brace for a "floodier" future.Government scientists predict 40 places in the U.S. will experience higher than normal rates of so-called sunny day flooding this year because of rising sea levels and an abnormal El Nino weather system.A report released Wednesday by the National Oceanic and Atmospheric Administration predicts that sunny day flooding, also known as tidal flooding, will continue to increase."The future is already here, a floodier future," said William Sweet, a NOAA oceanographer and lead author of the study.RELATED: Devastating 'ARk' storm envisioned for California by U.S. Geological SurveyThe report predicted that annual flood records will be broken again next year and for years and decades to come from sea-level rise."Flooding that decades ago usually happened only during a powerful or localized storm can now happen when a steady breeze or a change in coastal current overlaps with a high tide," it read.The nationwide average frequency of sunny day flooding in 2018 was five days a year, tying a record set in 2015.But the East Coast averaged twice as much flooding.The agency says the level of sunny day flooding in the U.S. has doubled since 2000.Nationwide, the agency predicted, average sunny day flooding could reach 7 to 15 days a year by 2030, and 25 to 75 days a year by 2050.RELATED: How to check if your neighborhood is at risk of flooding"We cannot wait to act," said Nicole LeBoeuf, acting director of NOAA's Ocean Service. "This issue gets more urgent and complicated with every passing day."Global sea levels are rising at a rate of about 3 millimeters a year, or about an inch every eight years, according to Rutgers University researchers, who predict that by 2050, seas off New Jersey will rise by an additional 1.4 feet (0.4 meters).The study noted floods interfering with traffic in northeast states, swamping septic systems in Florida and choking Delaware and Maryland coastal farms with saltwater over the past year.Baltimore experienced 12 days of high-tide flooding from 1902 to 1936. Within the last 12 months, it experienced an additional 12 days.Robert Kopp, a leading climate scientist with Rutgers University, who was not involved in the study, said it confirmed many well-established trends."It's simple arithmetic: If you have higher sea level, you will have tides causing flooding," he said. "We're not talking about disaster flooding. We're talking about repetitive flooding that disrupts people's lives on a daily basis. A 2017 study put the price tag on lost economic activity at as much as 2,000. The water table has risen to ground level and degraded septic systems in the Miami region, and farmlands in the Delmarva Peninsula in Delaware and Maryland have been damaged by salt water encroaching into planted areas.High-tide flooding is causing problems including beach erosion, overwhelmed sewer and drinking water systems, closed roadways, disrupted harbor operations, degraded infrastructure and reduced property values — problems which "are nearly certain to get much worse this century," the report read.The report's statistics cover May 2018 through April 2019.The agency forecasts sunny-day flooding this year in Boston at 12 to 19 days (it had 19 last year). ASHEVILLE, N.C. – A North Carolina city council unanimously approved a reparations resolution for its Black residents Tuesday.The Asheville City Council voted 7-0 to approve the resolution that formally apologizes for the city’s participation and enforcement of slavery. It also offers an apology for carrying out an urban renewal program that destroyed multiple, successful Black communities.While the resolution provides reparations to the city’s Black residents, it does not mandate direct payments. Instead, the legislation calls for investments in areas where Black citizens face disparities.The resolution, obtained by the Asheville Citizen Times and WHNS, calls for “forming policy and programs that will establish the creation of generational wealth and address reparations due in the black community…” It also encourages state and federal leaders to do the same.The resolution says the resulting budgetary and programmatic priorities may include, “increasing minority home ownership and access to other affordable housing, increasing minority business ownership and career opportunities, strategies to grow equity and generational wealth, closing the gaps in health care, education, employment and pay, neighborhood safety and fairness within criminal justice.”Councilman Keith Young, who spearheaded the initiative, told ABC News that the council was looking to “embed systemic resolutions.” As for a timeline, he said the council "will have some steps to report on within six months and every six months after that.” He added that the work does not end, and it will be adaptive.The Black community makes up about 12% of the city of Asheville, while 83% of residents are white, according to census data. 1721

As the gallery guide coordinator at the Hirshhorn Museum in Washington DC, she tries to get people to talk about modern and contemporary art.Consider the look of panic on people's faces when they're urged to express an opinion about a Jackson Pollock painting."It's hard to start a conversation with a stranger," Meadows, 33, said.But these days she has an ally in her efforts: a small humanoid robot named Pepper.The human-shaped robot stands four feet tall on one tapered leg, a shiny white body and big puppy dog-like eyes.Tucked into the curves of the Smithsonian's brutalist modern art temple, Meadows watches Pepper entertain guests. It dips at the waist, plays music and offers to take selfies -- the most popular of Pepper's tricks.This particular Pepper is one of a 25 strong army of robots at The Hirshhorn Museum and three other Smithsonians in the city, including The African Museum of Art, the African American Museum of History and Culture and the Smithsonian Castle.The robots made their debut this week.Pepper was donated by its manufacturer, the Japanese company Softbank Robotics.Pepper, first unveiled in 2014 in Japan, can be programmed for different use cases, whether it's at restaurant chain Pizza Hut, airports or now museums.But Pepper has limited functionality. They're typically positioned in spots where she hopes for increased traffic or for people to linger longer."They're attracted to the robots like a magnet," Golsins said of its success so far.Pepper has already doubled foot traffic to a frequently missed section of the Museum of African American History and Culture -- the second floor educational gallery.But Pepper isn't perfect. Some visitors complained the robot couldn't speak or understand any language besides English. Others repeatedly asked Pepper questions it couldn't answer.Each Pepper robot has bodyguards to make sure the system is properly functioning, its software is updated to protect against hacking and that people don't harm the machines themselves.After entertaining visitors for most of the morning, Meadows powered down Pepper for a rest. Astronauts on board a Soyuz rocket heading to the International Space Station survived an emergency landing following a booster failure, a Russian space official said Thursday."The crew landed," Dmitry Rogozin, director of the Russian space agency Roscosmos, said on Twitter. Authorities have removed 23 passengers from a Carnival Cruise Line ship in Australia after a series of brawls, New South Wales police and Carnival said in statements.Cellphone video from the ship shows passengers tussling with each other, and with security officers, outside a nightclub and by a swimming pool amid shouting and screams from alarmed onlookers.Carnival said police on Friday removed "a large family group who had been involved in disruptive acts aboard Carnival Legend. Our security team responded in several instances to extremely unruly behavior by these guests. One particular altercation in the nightclub began when the group physically attacked other guests."Police said they were told several men fought in the early morning hours Friday while the ship was about 220 kilometers (137 miles) off Jervis Bay.
