SAN DIEGO (KGTV) - Mission Beach residents and tourists could be getting some relief from dockless scooters speeding down the boardwalk as San Diego's summer season approaches.The Mayor's Office is working on an emergency ordinance banning electric scooters, like those used from services such as LimeBike or Bird, from the Mission Beach Boardwalk, from Crystal Pier south to the jetty."Residents have complained about [the] continued reckless use of motorized (electric) scooters along the Mission Beach Boardwalk. SAN DIEGO (KGTV) – Major developments came late Tuesday to create countywide policy changes related to policing reforms. After several hours of testimony and public comments, all three parts of a policy package were voted on and passed by the San Diego County Board of Supervisors during a special meeting.It was introduced by Supervisor Nathan Fletcher who said it was designed to create more transparency and to start to change systemic and structural racism that has caused pain and harm to generations of African American people.The three proposals that passed include launching mobile crisis response teams made of social workers and clinicians instead of law enforcement for some mental health and homeless services and emergency calls, increasing independence and strengthening oversight of the Citizen’s Law Enforcement Review Board and establishing an Office of Equity and Racial Justice.ABC10 News listened in as callers weighed in on both sides of the debate over the creation of an Office of Equity and Racial Justice. Many callers were in favor of its creation. Others argued that the County should consider a bolstered version brought forth by civil rights activist Rev. Shane Harris who recommended that the County increase the number of staffers assigned to the Office and increase its budget to million.The Board of Supervisors decided that the passed proposal for the Office of Equity and Racial Justice will need to be reviewed by an independent consultant and the Human Relations Commission will need to provide guidance on the Office’s mission.Late Tuesday, the Office of Supervisor Nathan Fletcher sent ABC10 News the following statement:“The Board of Supervisors today voted to support the entire Racial Justice and Law Enforcement Realignment Policy Package authored by Supervisor Nathan Fletcher and crafted in partnership with respected leaders from the Black community. The three policies will strengthen the Citizen’s Law Enforcement Review Board Authority and Independence, create an Office of Equity and Racial Justice for the County of San Diego and launch countywide Mobile Crisis Response Teams (MCRT) to allow trained mental health clinicians, not law enforcement, to respond to non-violent service needs. The group released the following statement after the vote:‘The community called for change, and today’s action is a step forward. Tackling deep seeded issues of systemic and structural racism is not going to be easy and at times it will be uncomfortable, but, we will be a better organization and a better people because of the actions we take to support racial justice and realigning law enforcement. We are thankful for the considerable community input we received to shape these policies and tremendous support that helped ensure their passage. SAN DIEGO (KGTV) - In a downtown courtroom on Friday afternoon, attorneys battled over a request to halt the shutdown orders for San Diego bars, restaurants, and gyms.Attorney Bruno Katz is representing a group of local businesses like Cowboy Star restaurant and Bear Republic Crossfit gym, which are seeking an emergency injunction. He told the judge, “What I do want to say, your Honor, is that the temporary restraining order is based on data. It’s based on facts. It’s based on science and it's based on the state not showing why it has targeted these industries when the science and data doesn't support it.”The state argued that the damage to businesses pales in comparison to the damage on human life. “There's nearly a thousand dead San Diegans and the numbers are getting dramatically worse and have been for the last couple of weeks,” said state Deputy Attorney General Jonathan Eisenberg.Restaurants and gyms were open for indoor operations with limited capacities under the red tier. However, last Saturday’s move to the purple tier forced them to shutdown indoor services completely and move outside. They're suing Governor Newsom and San Diego County, arguing that the closures go against their rights and are causing financial devastation.The suit was filed on behalf of all restaurants and gyms.Local owner of The Studio SD fitness studio Rachel Racz spoke to ABC10 News before Friday’s hearing. She told ABC10 News in part, “It's been rough to shut down business again when people were feeling normal and then we see the County of San Diego's Department of Health say that gyms are only point .4% of cases in San Diego and it's really frustrating as a business owner where we have these ebbs and flows- where we can be open and then we can’t.”Superior Court Judge Kenneth J. SAN DIEGO (KGTV) - Many of the 134 cats rescued from a Lakeside apartment are up for adoption in County animal shelters. Sheriff’s deputies who were conducting a welfare check at the apartment Thursday discovered the cats and called animal services.Most of the animals appear to be healthy and well-fed, though stand-offish at the moment.  RELATED: 'Dozens' of cats found inside Lakeside apartment during elderly neglect callThe adoptable animals are at the shelters in Bonita and Carlsbad.  All have been checked out by the veterinary staff and given flea and worm medicines.  Each will be spayed or neutered and chipped before adoption.  The adoption fee is per cat or kitten. 745

  

SAN DIEGO (KGTV) — If you’re thinking about trading in your used car, now might be the time.Used car prices are beginning to cool off but remain near the historic highs caused by the pandemic, according to data from Edmunds.After a peak in September, dealers paid 3.3% less on average for trade-ins in October. The average used vehicle transaction price, however, remained flat at a record-high ,418 in October because of an influx of relatively new off-lease vehicles."If your household has a second vehicle that you are thinking about selling because it's going unused during the pandemic, there's no point in holding onto it in the hopes of its value increasing again,” said Ivan Drury, Edmunds' senior manager of insights. “You won't get a dramatically higher value for your trade-in than you would have just last month, but you should still get a bit more money than usual since values are still inflated."Used vehicles are worth 16.9% than they did last year, according to the Manheim Used Vehicle Value Index.What caused the historic spikeIn some ways, the pandemic was a time machine for used car prices, reversing depreciation and making pre-owned vehicles worth more than they did a year ago.“That’s kind of crazy to see appreciation on a used vehicle,” Drury said.Drury said he sold a car after owning it for a year for the same price. “That’s unheard of.”Industry experts say it’s a matter of supply and demand. During the pandemic, the supply of used cars dropped, while the demand soared. Both caused prices to spike to record levels.On the supply side, the shutdown of new car manufacturing had a cascading effect on the used car market.“We weren’t churning out new cars, which meant there wasn’t much for shoppers to buy. Therefore people weren’t trading in their used cars,” said Michelle Krebs, Autotrader’s executive analyst. “Everything just kind of stopped.”On top of fewer trade-ins, the pandemic brought the car rental industry to a standstill. Normally, companies like Hertz and Enterprise refresh their fleets, selling off about two million used cars a year. Car rental companies kept their fleets parked during the early months of the pandemic.The third reason supply plummeted: a lot of people decided to put off car buying and extended their leases, so those vehicles weren’t available for sale, although that is now beginning to change.At the same time the supply of used cars dropped, demand for used vehicles surged.“The factories were shut down. They weren’t producing. A lot of consumers, even if they wanted to buy new, they suddenly had to look at used,” Drury said. “That jacked up demand. We had consumers fighting for the same units of inventory.”Demand also rose because people in metro areas that typically relied on public transportation decided to get cars for the first time. And in an environment with a lot of financial uncertainty, used cars were a more affordable option, Krebs said.Low interest rates and stimulus checks also fueled demand by giving consumers more buying power, according to Krebs and Drury.With car rental businesses picking back up and lease extensions beginning to end, the supply of used cars has begun to stabilize. That means now may be the time to sell your used car, particularly before the calendar flips to 2021 and vehicles get one model year older, Drury said.You’ll get more for your used car if you trade it in now, but there’s a trade-off: “You’re also going to pay more for a new car,” Krebs said. 3489
