SAN FRANCISCO (AP) — The vast region of Southern California, much of the San Francisco Bay area and a large swath of the Central Valley are about to be placed under a sweeping new lockdown in an urgent attempt to slow the rapid rise of coronavirus cases. The California Department of Public Health said Saturday the intensive care unit capacity in Southern California and Central Valley hospitals had fallen below a 15% threshold that triggers the new measures, which include strict closures for businesses and a ban on gathering with anyone outside of your own household. The Southern California region includes San Diego, Los Angeles, Orange, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura counties. The San Joaquin Valley region includes Calaveras, Fresno, Kern, Kings, Madera, Mariposa, Merced, San Benito, San Joaquin, Stanislaus, Tulare, and Tuolumne counties.Saturday, CDPH released new ICU capacity numbers:Bay Area: 21.7%Greater Sacramento Region: 21.4%Northern California: 24.1%San Joaquin Valley: 8.6%Southern California: 12.5%The new measures will take effect Sunday evening and remain in place for at least three weeks, meaning the lockdown will cover the Christmas holiday. 1241

Scripps station WPTV in West Palm Beach, Florida first met Broward County art teacher Annika Dean one year ago. She had just survived the January shooting at Fort Lauderdale-Hollywood Airport. Dean hid behind a smart cart, shielded by a stranger, as Esteban Santiago opened fire, killing five people.SPECIAL SECTION: School shooting in Broward CountyAt the time Dean said she was "most grateful for every moment now I have with my kids.”Dean is grateful again, she says, this time that her son survived the Marjory Stoneman Douglas High School shooting. "There's a school shooting drill. It's really scary, they fired a gun. IT'S NOT A DRILL." At 2:42 p.m. Wednesday afternoon, those were the texts Broward County School teacher Annika Dean started receiving from her 14-year-old son Austin. Austin, a freshman at Marjory Stoneman Douglas High School, was hiding in a JROTC classroom, along with 30 other students."He described that people had been running and screaming and he told me he was on lockdown," said Dean. "He said, 'I love you, just in case.'Dean's own experiences flashed back."I definitely had a sense of what he was dealing with and going through and there was nothing I could do. I was just grateful for every text he was sending me," said Dean. "It's different when it happens to your kid." 1371

SCRIPPS RANCH (KGTV): At the top of a trail along Semillon Boulevard and Pomerado Road, right next to a sign that reads, "No Dumping - 00 fine," sits a giant pile of wood chips. It's been there for years, growing and shrinking in size. But right now, people who live nearby say it's as big as they can remember."Yeah, it is a little larger than normal," says Douglas Burns, who lives in a home next to the pile. The wood chips are from trees cut down by maintenance workers in the area. The work is part of the Scripps Ranch Civic Association's maintenance contract with the city. The workers take the leaves to the dump but leave the wood chips behind.Bob Ilko, the President of the SRCA, says it saves money on beautification projects. He says the city doesn't have to pay to haul the wood chips and tree pieces away or buy fresh mulch when they need it for landscaping. The wood chips are used to help with weed control and ground cover across Scripps Ranch."It's natural here, it's generated here, it stays here," says Ilko, adding that there's also an environmental benefit since it keeps all the wood chips out of city landfills.Ilko says the pile is larger than usual right now, but that's because crews have been hard at work clearing away dead and dying trees from the area. And while the wood chips are on city-owned land, that does not mean they're available to the general public."It's city property," says Ilko. "If people take them, it defeats the purpose of keeping the wood chips here to save money."He also says contractors are not allowed to use the area to dump their wood chips. When asked if the pile presents a fire hazard, Ilko told 10News the Fire Department has been out to inspect the area, and they say there is no danger of any spontaneous combustion."It's not mulch, it doesn't heat up and break down like manure or mulch," says Ilko. 1889

Scientists are warning that a domino effect will kick in if global temperatures rise more than 2 degrees Celsius above pre-industrial levels, leading to "hothouse" conditions and higher sea levels, making some areas on Earth uninhabitable. The report, "Trajectories of the Earth System in the Anthropocene," published Monday in the American Proceedings of the National Academy of Sciences, said "hothouse" temperatures could stabilize 4 degrees to 5 degrees Celsius (39 to 41 Fahrenheit) higher than pre-industrial levels."Human emissions of greenhouse gas are not the sole determinant of temperature on Earth. Our study suggests that human-induced global warming of 2 degrees Celsius may trigger other Earth system processes, often called 'feedbacks,' that can drive further warming -- even if we stop emitting greenhouse gases," lead author Will Steffen of the Australian National University said. 911

Scooter company Lime is recalling one of its models from every city after realizing it could break apart while in use. The company says the model occasionally breaks "when subject to repeated abuse."The scooters were manufactured by a Chinese company called Okai, according to a Washington Post interview with Lime representatives. The Washington Post said it could not get in touch with Okai for comment.Lime plans to decommission any Okai scooters in its fleets. Those who experience the breaking scooter are typically leaving them where they break, and it has been difficult for the company to tally how many have broken, the Washington Post reports. This recall follows one issued a couple months ago stating some Lime scooters could catch fire. That recall of 2,000 scooters said some have batteries that smoldered and sometimes caught fire. The recall had a small impact in Lime's west coast markets. 911
