SAN DIEGO (KGTV) — The California Center for the Arts, Escondido will host drive-in live concerts and a movie series this month.The concerts and movie screenings will be held at the former Nordstrom parking lot at Westfield North County at 8 p.m. Spaces for more than 250 vehicles will be made available and spaced apart to keep listeners distanced.The scheduled shows start on Aug. 14 with a showing of the classic musical Grease and continue on Aug. 15 and 16 with a performance by Jersey Boys stars Christian Hoff and Travis Cloer. SAN DIEGO (KGTV) - The County of San Diego filed a lawsuit Wednesday against the heads of Homeland Security, Border Patrol, Customs and Border Protection, and Immigration and Customs Enforcement, calling for the reinstatement of the “Safe Release” program and reimbursement for the cost of treating a recent influx of asylum seekers. Homeland Security Secretary Kirstjen Nielsen, Acting Immigration and Customs Enforcement Director Ronald D. Vitiello, Immigrant and Customs Enforcement Executive Associate Director Matthew T. Albence, Commissioner of Customs and Border Protection Kevin K. McAleenan, and Chief of Border Patrol Carla L. Provost are named in the lawsuit. The lawsuit claims the county has been harmed as a result of what it describes as a “sudden and unlawful change” in policy, releasing asylum-seeking migrants from federal detention into the county while “denying them previously-provided assistance in reaching their final destination(s) outside the County.” RELATED: Reaction: County of San Diego sues federal agency chiefs over asylum seeker careFrom 2009 to October 2018, ICE implemented a policy described in the lawsuit as “Safe Release”, which provided asylum seekers assistance in reaching final destinations outside San Diego, attorneys say. The lawsuit claims some 40 asylum seekers and family members were dropped off at a San Diego bus station within 24 hours after the end of Safe Release. County attorneys say since then, as many as 80 parents and young children have been released into San Diego County each day. County attorneys wrote the vast majority of asylum seekers and family members must remain in the area without sufficient means to support themselves. SAN DIEGO (KGTV) -- The majority of residents at Reo Vista Healthcare Center in Paradise Hills have COVID-19, according to officials with the facility.A total of 112 residents have tested positive, according to the facility’s administrator Curtis White. 40 staff members also tested positive for COVID-19. White confirmed 14 residents have passed away. Of that number, five died in local hospitals.The facility holds 135 residents.Juanita Gomez was one of the residents who tested positive. Her son told Team 10 she passed away July 1st.The state strike team assisted in expediting testing for residents and staff, White said. They have visited the facility three times.Cesar Noriega’s 90-year-old mother also tested positive. She is currently in the hospital dealing with COVID-19 and other health related issues. “She’s not doing well. She’s in a lot of pain,” Noriega said. Noriega said he urged early testing at the facility, but his pleas for help went ignored. He is now trying to figure out where his mother can get care after she is released from the hospital.“I’ve gone through elation, through depression, to anger… this is almost on a daily basis,” Noriega said.White said “most of the individuals with COVID are experiencing mild or no symptoms.” 13 residents and 23 staff members have recovered.“Our top priority remains the health and well-being of everyone in our facility,” White said. 1409
SAN DIEGO (KGTV) — The City of Poway Friday honored the memory of Lori Lynn Gilbert-Kaye, who was killed last April in a shooting at a local synagogue, by renaming a street after her.Many gathered Friday for the unveiling of Lori Lynn Lane (formerly Eva Drive). It's located in the Green Valley Neighborhood, off Stone Canyon Drive. Lori Kaye lived at that intersection. “To be able to dedicate this street to her memory means a lot to us in Poway,” says Poway Mayor Steve Vaus.RELATED: Family discovers synagogue shooting victim's random act of kindnessNeighbors and friends came together and petitioned for the change. Vaus says it's rare for the city to rename a street after someone. The last one dates back to the 1980s. But Vaus says the city had no hesitation with this renaming. SAN DIEGO (KGTV) - The City of San Diego has more than 2,300 jobs vacant but is struggling to fill them.The jobs run the gamut from 9-1-1 dispatchers to water utility workers to swimming pool managers to civil engineers. The list of vacant positions came to light after the city Audit Committee discussed struggles with worker retention and recruitment at its meeting this week. "We need to do something about that," Councilman Scott Sherman said. "Change the culture and get it to where employees are really looking forward to going to work and like being where they are."Michael Zucchet, who heads the Municipal Employees Association, says the city is losing workers to other agencies in this county and others because they offer better pay and retirement benefits, such as a pension. He says the problem has gotten worse since the unemployment rate has dropped to a near-historic low 3.5 percent. The city in 2012 switched most new employees to a 401(k) style retirement plan after voters passed Proposition B. That proposition is now in legal limbo after the California Supreme Court said the city skipped a key step in the approval process. "The City of San Diego is hemorrhaging employees to other jurisdictions," Zucchet said. "We have documented people who have been city employees for a long time, have no interest in leaving, but they can't pass up a 20-30 percent pay raise in Chula Vista, Carlsbad, National City and these other places."Zucchet gave examples of current job advertisements showing accountants in Chula Vista making 20 percent more than those in the city of San Diego, senior management analysts in Encinitas earning 38 percent more, associate planners in Poway making 21 percent more, and a police service officer in Coronado makes 27 percent more. A search on the city's hiring website shows 53 jobs, but Zucchet said those positions reflect multiple openings. As of March 1, the city had 2,373 vacant positions, up about 8 percent from a year earlier. The city auditor is now investigating how the city can improve worker retention and recruitment. A July study found the city had an overall 10 percent turnover rate, but that it was 15 percent with millennials, who may be gaining experience at the city before moving on to higher paying positions. 2289
