SAN DIEGO (KGTV) -- Homeless hospital patients in San Diego are sometimes dumped back on the streets after receiving treatment. Some of them - then turned away from shelters who don't have enough room. California lawmakers are trying to change that.It breaks Kim Peterson's heart to see her friend, Heather, living on this Chula Vista sidewalk."This is a picture of us together," said Peterson. "We've become more like sisters."Heather is constantly in and out of hospitals."She's had multiple strokes," Peterson said. "She needs to use a wheelchair to get around."But, the care stops once the hospitals let her go."She was released back to the street with a bus pass," Peterson told 10News. "It was raining, with no place to go, just a blanket."Another time, Heather was taken to a shelter - but turned away.  "They dropped her off far from where she felt safe," Peterson said. "They took her downtown where there wasn't a bed for her."One hospital told 10News they give patients a list of resources, but the patient has to coordinate them on their own.  Senate Bill 1152 would require hospitals to confirm the shelters have room before they're discharged."What does she need to do?" said Peterson. "I will help her do whatever she needs to do to get housed, to be safe, instead, she's laying on the sidewalk."The current problem leaves the homeless in their most vulnerable state and back on the streets. "It's very discouraging to think that we can't do better than that," Peterson said. Today, Heather got news that a nursing facility has extra room. "She will never get better," Peterson said. "She's gonna be in this permanent state of disability."Heather will be celebrating her 60th birthday next month, with a roof over her head. Many others won't be as lucky. "We can find a solution," said Peterson. "I know we can."   1957

SAN DIEGO (KGTV) — When faced with a hopeless medical diagnosis, a second opinion could save a person's life. Doctors at UC San Diego Health hope to make getting a second opinion easier and more affordable through their new Neurosurgery Second-Opinion Program. "They either feel affirmed in the clinical opinion they've already received or maybe have access to a surgical treatment that might not otherwise be offered to them," said Dr. Alex Khalessi, Professor and Chair of Neurological Surgery at UC San Diego Health. Through a secure online platform, UC San Diego Health offers easy access to world-renowned neurosurgeons through the program.The service costs patients 0, which Dr. Khalessi says is a few hundred dollars less than other programs nationwide. He says their goal is to make the program accessible to those who need it, even those thousands of miles away. "This is really an opportunity I think to give patients who are dealing with a problem they've never had to think of before a day in their lives, access to a person who spends every day thinking about that problem," said Dr. Khalessi.San Diego resident Glenn Callan credits a second opinion from Dr. Khalessi's team for saving his wife Patricia's life.While in remission for breast cancer doctors at their original San Diego hospital discovered a large tumor in Patricia's brain, but said the tumor was inoperable. "Devastating. You just think you escape this and then have this metastatic cancer go to the brain, it's unbelievable, surreal," said Glenn.Rather than accepting the original diagnosis, the Callan's went to UC San Diego Health, where doctors successfully removed the tumor."Things that would have been a death sentence or permanently disabling even five years ago, now we have a lot of very effective options to treat those problems," said Dr. Khalessi. SAN DIEGO (KGTV) - Westview High School officials Wednesday scrambled to cover up offensive graffiti painted prominently on campus overnight.A custodian discovered the graffiti over a "W" in the center of campus "defaced with graffiti containing offensive symbols and language," according to Westview Principal Tina Ziegler.The graffiti was described to 10News reporter Steve Fiorina as depicting several swastikas, sexual and crude language, profanities, and obscene drawings.In a letter to parents, Ziegler said campus security and custodians worked quickly to prevent students' exposure to the graffiti: 639
