QINGDAO, Aug.19 (Xinhua) - China's largest marine patrol departed Thursday from Qingdao to Vladivostok, a coastal city in east Russia, participating in a multilateral joint drill.The joint drill is to be held from Aug.22 to 27, with the theme of "enforcing emergency responses to illegal actions threatening joint marine security".The North Pacific Coast Guard Agencies Forum (NPCGF) promoted the multilateral joint drill in 2009.Current members of NPCGF, Canada, China, Japan, South Korea, Russia and the United States, participate in the drill."The joint drill mainly focuses on arms trafficking and illegal migration, including searching, boarding and examining suspicious ships," said Wu Shaojun, captain of Marine Patrol 11.Chinese Marine Patrol 11, Marine Surveillance 83 and helicopters and ships from other countries will participate in the joint drill, said Wu.Chinese Marine Surveillance 83 left for Russia on Aug.13 from Guangzhou, capital city of south China's Guangdong Province.NPCGF, initiated by the Japan Coast Guard in 2000, is an organization devoted to fostering multilateral cooperation on illegal drug trafficking, maritime security, fisheries enforcement, illegal migration and heightened maritime awareness.Member states take turns hosting the annual forum. China joined the forum in 2004.The 3000-tonne Marine Patrol 11, China's largest patrol ship, is 114 meters long and equipped with high-speed rescue boats and a helicopter hangar. The helicopters can take off and land on Marine Patrol 11 even when waves reach 6 meters and wind speeds are as high as 11 to 14 meters per second.

MOSCOW, June 21 (Xinhua) -- China has played a role of great importance during the founding and development of G20, Russian presidential aide Arkady Dvorkovich said on Monday."Without China's participation, it would be much more difficult for the group to discuss or solve the developmental problems of world economy. Therefore, the participation of China, as well as some other emerging economies like Brazil and India, has become prominently significant," Dvorkovich commented after a news conference ahead of the upcoming G8 and G20 summit in Toronto, Canada.The presidential aide said the Chinese leaders' stance and viewpoints, proposed in the previous three G20 financial summit since November 2008, have helped stabilize the world economy as a whole.Dvorkovich noted that China's decision on further exchange rate reform was not outcome of external pressure.He said that any country, including Russia, China and the United States, could not allow their domestic policies to be ruled by external factors. BEIJING/YICHUN Aug. 25 (Xinhua) -- China on Wednesday started the official probe into the Yichun plane crash which killed 42 people and injured 54 others while domestic airlines were ordered to overhaul safety measures.The State Council, or China's Cabinet, has set up a special work group to probe the cause of the crash. Chinese President Hu Jintao and Premier Wen Jiabao ordered a thorough investigation and beefed-up efforts to ensure air travel safety.Chinese Vice Premier Zhang Dejiang, who led an investigation team to the lush forested city of Yichun overnight after the crash, headed the work group.Zhang called upon the work-group's first meeting Wednesday but details of the meeting were not made public.Li Jian, vice director of the Civil Aviation Administration of China (CAAC), told Xinhua that the work group has started to gather evidence for the probe, but the process would take some time.A Brazil-made ERJ-190 turbine jet of Henan Airlines crashed during the landing at the forests-surrounded Lindu Airport of Yichun City late Tuesday night, killing 42 and injuring 54 passengers and the crew on board.Fifteen severely injured, including children and a vice minister, were transferred to four key hospitals in Harbin, the provincial capital on Wednesday night.Initial probes and survivors' accounts indicate the plane missed the runway and crashed on the ground, cracking the cabin and triggering a mild explosion.No signs of sabotage have been found so far, investigators said.The black boxes of the jet have been retrieved.The Lindu airport of Yichun was closed down shortly while operations of the Henan Airlines were suspended.The board of directors of Henan Airlines on Wednesday sacked the airline's general manager Li Qiang and appointed an acting manager to replace him.Cao Bo, Li's replacement, served as the chief pilot of Shenzhen Airlines, the parent company of Henan Airliens.Major Chinese carriers, including the China Eastern and China Southern, on Wednesday called upon emergency meetings to review the companies' safety measures.

BEIJING, Aug. 3 (Xinhua) -- China kicked off a five-day military exercise in two provinces on Tuesday in which 12,000 military personnel and seven types of military aircraft are taking part.The military exercise, code-named "Vanguard-2010", was carried out simultaneously in seven cities across the provinces of Henan and Shandong at 8:21 a.m. Tuesday and featured simulated emergency evacuations and planning for combat.The drill, consisting of two phases from Tuesday to Saturday, will feature emergency evacuations, war planning, reconnaissance, early warning activities, ground-to-air attacks and evacuations of command posts during its first phase ending Thursday.Its second phase consists of testing Chinese air defense troops' ability in fighting air units in a "complicated electromagnetic environment."At 8:21 a.m. on Tuesday, air defense forces from the People's Liberation Army (PLA) and paramilitary forces in the seven cities including Qingdao, Jinan, Zhengzhou and Kaifeng began evacuation plans and successfully moved to designated areas, screens at the drill's commanding headquarter showed.By about 10:10, an air defense brigade from the PLA Jinan Military Command led by its commander, Zhao Geng, had already traveled 100 km and begun to formulate war plans.
