SAN DIEGO (KGTV) - The Department of Homeland Security is responding to the caravan of Central American immigrants prepared to enter the United States through the border with Mexico.At least 600 people from Guatemala, Honduras, El Salvador, and Nicaragua are traveling to Tijuana, according to freelance journalist Jorge Nieto. About 100 arrived last night. Eventually the group will enter the U.S. at the San Ysidro port of entry.Homeland Security Secretary Kirstjen Nielsen released a statement on the caravan.“DHS continues to monitor the remnants of the ‘caravan’ of individuals headed to our Southern border with the apparent intention of entering the United States illegally. A sovereign nation that cannot – or worse, chooses not – to defend its borders will soon cease to be a sovereign nation. The Trump Administration is committed to enforcing our immigration laws – whether persons are part of this ‘caravan’ or not.”RELATED: Migrant caravan heads toward US-Mexico borderDHS warned members of the caravan that they may be turned over for prosecution under illegal entry laws. Anyone seeking asylum may be detained while their claims are processed, DHS said.“Again, if you enter the United States illegally, let me be clear: you have broken the law. SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. The project started in 2007 and sparked a rate increase to pay for the work.RELATED: Water main break in Midway District causes flooding, shuts down roadAs older piper are replaced, the city has seen the number of water main breaks decrease. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023. SAN DIEGO (KGTV) - Students from around San Diego are using a modern medium to learn and inspire.The Cesar Chavez Service Clubs, which has chapters at 22 local schools, has launched the "Chavistas Podcast."Once a month, they interview a local leader, learning that person's story. They hope it can inspire other kids to reach for the stars."We feel that, as a community of Chavistas, that we can get a good message of community out there," say Ariana Gallegos, the club supervisor.Gallegos has a background in radio broadcasting and uses that to help the kids craft their interviews."It's a beautiful experience that I get to bring the students to a setting that sometimes is hard to be at," says Galleos. "But it allows them to see that if I can do it, you can do it."Students in the club say it's been a fun experience. They hope other kids will listen and learn."When it turnes out good, it's really nice, just feeling like you accomplished something good," says Wilson Elementary 7th Grader Mecklin Montgomery. SAN DIEGO (KGTV) - The California Attorney General’s office sent a warning to HiCaliber Horse Rescue in Valley Center, days after a Team 10 investigation into the group’s practices.The rescue is delinquent with the Registry of Charitable Trusts for failing, in part, to submit its 2016 taxes, according to the Attorney General’s office.HiCaliber told Team 10 investigator Jennifer Kastner it was honest mistake that’s being addressed.RELATED: Questions of fraud and abuse at prominent horse rescueThe group told 10News it received an extension on its 2016 taxes because of a personal emergency.The rescue recently came under fire for euthanasia and questionable fundraising practices. 692

SAN DIEGO (KGTV) - The census count impacts everyone living in the United States, from determining how much federal money cities and counties receive to how many representatives states get in Congress. Everyone living in the country regardless of age, race, and citizenship status is asked to fill the survey out. But San Diego and Imperial Counties are notoriously difficult to get an accurate count, the second most challenging region in the entire country. For the 2020 census, over 100 community organizations and civic groups in San Diego are working together to reach "hard to count" populations.“Some of the ethnic groups are the ones that are hard to count, such as the African Americans, the Hispanic, Asian Pacific Islanders, as well as immigrant and refugee populations are really hard to count," said Nancy Sasaki, President & CEO of United Way of San Diego County.United Way of San Diego County is leading the Count Me 2020 campaign. Sasaki went on to say veterans, homeless people, and children are often left out too. The county was awarded two major contracts, totaling .22 million, to coordinate Census 2020 outreach for hard to count populations in San Diego and Imperial Counties.The Supreme Court will rule whether the controversial citizenship question will be added to the census, a decision is expected by June. 1349
