ST. PETERSBURG, Fla. — A Florida woman was arrested on Sunday after police say she stripped naked and ran around at a public park because she believed a giant spider was on her and she had to get away from it. St. Petersburg Police arrested 40-year-old Danielle Teeples on Sunday at Bartlett Park around 2:15 p.m. Police say that Teeples was completely nude and that there were numerous people in the park at the time of the incident. Police say that traffic on 4th Street South was heavy at the time of the incident and that numerous vehicles were slowing and honking at Teeples as they saw her behavior. According to an arrest report, Teeples was "acting erratically and rubbing her hair and breasts while screaming and running between two trees."St. Pete Police say Teeples initially refused to get dressed after police contacted her. Post Miranda, police say that Teeples admitted to recently using drugs such as crack cocaine, spice and crystal meth. She also said that she believed a giant spider was on her and she had to get away from it.Teeples was arrested and charged with exposure of sexual organs.  1164

SOLANA BEACH, Calif. (KGTV) - The Solana Beach City Council is the latest local government body to take up the gun control debate in the wake of recent mass shootings.On Wednesday night, the council passed Resolution 2018-036, which calls upon California Congressmen and women to pass gun safety regulations.Included in the resolution is official opposition to the Concealed Carry Reciprocity Act of 2017, currently making its way through Congress.That bill would force states to honor Concealed Carry Permits from other states, regardless of how strict or relaxed each state's regulations are.Other parts of the Solana Beach resolution call for:- Raising the minimum age to buy a gun to 21- Banning the sale of military-style semiautomatic and automatic weapons- Banning the sale of high capacity magazines that hold more than 10 cartridges- Universal background checks- Mandatory safety training before buying a gun- A 10-day waiting period before taking possession of a gunYou can read the full text of the resolution here.The resolution makes Solana Beach the second city council in San Diego County to take up the issue. In January, a committee of the San Diego City Council passed a similar resolution.Meanwhile, the Del Mar City Council asked the Fairgrounds to consider ending the Crossroads of the West gun shows that take place there several times each year following protests at the event earlier this March.But gun rights advocates say moves like these are all grandstanding, and make the gun safety debate more divisive."I think the intention is to portray gun owners as dangerous and not law-abiding and it's just not true, it's the exact opposite," says Michael Schwartz, with the San Diego County Gun Owners PAC. He points out that other cities, like Santee, have voted to show support for concealed carry rights."Not welcoming law-abiding citizens from other states? I think that's a bad move," he says.Supporters of the resolution say this about more than gun safety. (KGTV) - A concert at the Belly Up Tavern this Saturday will raise money for a program dedicated to kids with special needs.Banding Together will hold their 7th annual fundraiser from 12-4 pm on February 24th. The concert features three local bands, and one special, surprise guest artist.The bands are Dr. Seahorse, the Grinnell Trio and Jungle Poppins.But the real stars will be the kids and young adults from the program, some of whom will perform with the bands on stage."It's thrilling for them," says Banding Together Co-Founder and Director Angela Meier. "They hear that people like the Rolling Stones have performed a show there and now they get to as well!"The program uses music therapy to help people with special needs come out of their shell. Meier says it's inspiring and amazing to see how they progress."I've had students who have difficulty putting sentences together," says Meier. "And using rhythm and music, all of the sudden they're able to sing whole sentences."In addition to individual and small group classes, Banding Together runs 42 "Jam Sessions" throughout the year, where the students and musicians join together to make music."It's not just that it's making them feel good, but it's giving them self-esteem," says Meier. "It gives them social skills and prepares them to go out into the community and give back."The concert is open to the public and will also feature live auctions, silent auctions and other fundraisers. All the money goes to fund scholarships and to pay for the jam sessions. Since the tragedy at Sandy Hook Elementary School six years ago, the way law enforcement and citizens handle these events has changed.The Federal Bureau of Investigation (FBI) has partnered with a program known as ALERRT, which stands for Advanced Law Enforcement Rapid Response Training.The program was created in order to help standardize the response to active shooters and streamline their response in a crisis. "It was important to make sure everybody received the same training, knowing that if that response occurs, it's going to be a multi-agency response,” said Nathaniel McQueen, with Delaware State Police, in an interview with CNN.But all of this occurs once police get to the scene.What about before?"On an average of three minutes, those cops are gonna show up and they are going to take that shooter's attention from you towards them,” says Gordon B. Johnson, FBI special agent in charge at the Baltimore field office.The other major shift in response is putting the training in the hands of those who could be actually be there."Those three minutes belong to you, they do not belong to the shooter, for an average of three minutes it's up to you to survive," Johnson says.That means teaching teachers and civilians when to run and when running may not be an option.The FBI reports 30 active shooter events in 2017, setting a record.It's why training like this continues today.All of it centering from the horrific day on December 14, 2012 when 20 children and six adults were killed in Newtown. 1523
