BEIJING, Feb. 1 (Xinhua) -- Senior Chinese official Zhou Yongkang Tuesday called on law enforcement personnel to take more preventive measures against crime and accidents during the Lunar New Year holiday.Zhou, a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, visited community security personnel, a district court, and police patrolling downtown Beijing Tuesday.He also visited a police station that is responsible for keeping public order in the area surrounding the central leadership compound of Zhongnanhai.During his visits, Zhou, who also heads the Commission for Political and Legal Affairs of the CPC Central Committee, said China was seeing the travel peak for the Spring Festival and some regions were suffering icy weather and lingering drought.He asked the police to take effective measures in traffic control and fire-fighting work, and maintain social order during the holiday season.He commended the practice of deploying special police to patrol the surrounding areas of the Tiananmen Square in central Beijing, saying it could deter crime and enable quick responses to emergencies.During his visit to the district court, Zhou warned there were still "many social conflicts."He asked local courts to solve social conflicts more effectively, promote innovative social management and law enforcement in a just and clean manner.The Spring Festival, or Chinese lunar New Year, is the most important festival for Chinese. BEIJING, Feb. 5 (Xinhua) -- China's meteorological authority said Saturday that a cold snap would sweep north China over the next few days, bringing down temperatures and carrying gusty winds.Temperatures in some parts of Xinjiang Uygur Autonomous Region, Inner Mongolia Autonomous Region and northeast China will drop 4 to 6 degrees Celsius over the weekend, the National Meteorological Center (NMC) said in a statement on its website.In most areas north to the Huaihe River, the temperatures will go down 4 to 6 degrees Celsius, or even 8 to 10 degrees Celsius in some parts of the areas between Monday and Tuesday.The cold front would then move southward to affect more areas in the eastern and southern parts of the country.The NMC said some areas in northern and western Xinjiang Uygur Autonomous Region, the eastern part of Inner Mongolia, Sichuan Basin and most of the northeast China, the western parts of the areas south to the Yangtze River will see light to moderate snow or sleet in the forthcoming three days.Fog continued to shroud south China Saturday, reducing visibility to less than 200 meters in parts of Hunan, Hubei, Jiangxi, Sichuan and Fujian provinces, as well as Chongqing City.

BEIJING, Jan. 30 (Xinhua) -- A total of 248 people were arrested in China last year for involvement in food safety cases, food safety authorities said Sunday.The country dealt with 130,000 cases involving food safety last year, including 115 criminal cases, according to a statement of the National Food Safety Regulating Work Office.The cases touched upon such areas as production of edible agricultural produce, food production, food circulation, catering services and food exports and imports,"No major incident occurred last year, and the overall food safety situation maintained stable," said the statement.Last year also saw a nationwide crackdown on "gutter oil", usually made from discarded kitchen waste that has been refined, after media reports that it was commonly used by small restaurants.Since July when the State Council, or Cabinet, ordered the eradication of "gutter oil", 165.7 tons of edible oil has been confirmed to have been disqualified and produced by unknown sources.Chinese authorities since July last year have also cracked down on the use of undisposed tainted milk powder produced before the melamine scandal of 2008.About 2,132 tonnes of melamine-tainted milk powder was seized in the latest crackdown, the statement said.A total of 191 officials were punished for failing to do their duty in food safety enforcement, with 26 of them fired, it said.In July last year, Dongyuan milk powder, produced in west China's Qinghai Province, was found to contain excessive levels of melamine, a toxic chemical normally used in the manufacturing of plastics, which triggered the nationwide crackdown.It is the latest blitz on tainted milk products since 2008 when melamine-tainted milk powder killed at least six infants and sickened 300,000 children across the country.

MOSCOW, Jan. 21 (Xinhua) -- Russian and Chinese companies started construction of an iron ore dressing plant Friday in the Evreyskaya Autonomous Oblast to provide high-grade iron ore to the Asia Pacific region, including China.Yury Makarov, chief executive officer of IRC Ltd., told Xinhua the plant would reach its designed capacity in 2013 at 10 million tons of iron ore and 3.2 million tons of iron ore concentrates, which contain up to 65 percent iron.Makarov said that 20 percent of the iron ore concentrates, which are natural iron ore processed through crushing, grinding and dressing, would be used to meet demands of Russia's far east and the rest would go to the Asia-Pacific market. Currently, China imports large amounts of concentrates from Brazil, Australia and India."We are very open to interaction with various countries of the Asia-Pacific region, especially China. The volume of processed iron ore has been increasing every year. We will be happy to deliver iron ore to your companies as well as any other consumers who are willing to purchase our products," he said.The plant will draw its resources from the Kimkanskoye and Sutarskoye deposits and send its products through the Khabarovsk Krai and the Suifenhe port to China.The plant is only 7 km from the Trans-Siberian Railway. A railway bridge is being planned between Evreyskaya Oblast and Heilongjiang to further shorten the supply route.Total investment in the plant is 400 million U.S. dollars, with 340 million in loans from the ICBC (Industrial and Commercial Bank of China) in China. Interest under the facility will be charged at 2.8 percent above LIBOR per annum. The China National Electric Engineering Co, Ltd is tasked with the construction of the plant.Makarov said he was very optimistic about the future of the plant and the development of relations between the Russia's far east and China's northeastern region.IRC Ltd. is a metal unit of Russian gold miner Petropavlovsk PLC. It became the second Russian company to be listed on the HK stock exchange, when it started trading on Oct. 21.

BEIJING, March 27 (Xinhua) -- China's search giant Baidu has pledged to remove all unauthorized literary works from its free online literary database Wenku within three days.After receiving requests from copyright owners to remove their works, Baidu has sped up its process of checking for unauthorized items. The unauthorized works were uploaded by Internet users to Wenku without prior approval from the authors, a spokesman for the Chinese search engine giant said in a statement.In the statement issued Saturday, Baidu apologized for what has "hurt the feelings of a certain number of writers" during Wenku's previous stage of operation, according to a report published Sunday by daily newspaper The Beijing News.Baidu said it respects copyright laws and will continue to cooperate with publishers and writers to establish a revenue-sharing model that will ensure that copyright owners receive a share of revenues from online versions of their works.Hailing Baidu's move to remove the unauthorized works, Wang Yefei, deputy head of Beijing Municipal Bureau of Copyrights hopes that Baidu and the publishers should work together to find win-win methods of mutual cooperation, according to the newspaper.However, some writers involved in the copyright row are dissatisfied with remedies Baidu has so far taken.Shen Haobo, CEO of Beijing Motie Book Co. It has been in operation since 2009.More than 40 Chinese writers posted an open letter online on March 15, accusing Baidu of stealing their works and infringing on their copyrights.
