SAN DIEGO (KGTV) -- New data from WalletHub shows how California ranks on a list of best and worst states for military retirees.Overall, California ranked high when it comes to quality of life and health care, but much lower when it comes to the economy and homelessness.WalletHub ranked states on a number of other factors, with one being best and 25 being average.In the quality of life category, California comes in at 10th on the list of 51 states and the District of Columbia.From there, the data starts looking less attractive. When it comes to the economic environment, California ranked low coming in at 48th.California also ranked 48th for veterans per capita, yet ranked 49th for the percentage of homeless veterans.The area where California ranked best was number of VA health facilities per number of veterans where the state took the 3rd spot.The data also found that red states are more friendly towards military retirees than blue states. SAN DIEGO (KGTV) — One of the most controversial developments in San Diego's recent history is now welcoming its first residents.The One Paseo development has leased about 60 of its planned 608 housing units, most of which are still under construction.The complex aims to put everything within the reach of its residents in a live, work, play environment. The model units are even staged to make the most discriminating apartment shopper feel right at home. The fridge is stocked with sodas, candy, snacks, and even beer. "If you come here, it's like living on a vacation everyday," said Jay Rey-Hiplito, Kilroy's vice president. Rey-Hipolito says with San Diego's supply crunch, renters are willing to live in dense apartment complexes like One Paseo. He says they are increasingly looking at the housing units as places where they rest, spending their leisure time and entertaining at the amenities. The complex includes two pools (one saltwater), a community room, and an expansive gym. In all, that's why he believes the price is right for the units. Studios start at ,350 a month, and the model two-bedroom, at 1,058 square feet, goes for between ,600 and ,800 a month."Instead of looking at price, it's important to focus on value," Rey-Hiploito said. SAN DIEGO (KGTV) - NASA's Mars-bound rocket launch from Southern California could leave San Diego gazers disappointed.Saturday's launch window could be blanketed behind a thick layer of morning fog, according to meteorologists. Vandenberg Air Force Base is forecasted to see partly cloudy skies through the morning hours.The fog, however, may not be enough to scrap the launch. InSight's launch director Tim Dunn said during a briefing Thursday that, "We got 'go's' from all aspects, all organizations that have a vested interest in launching InSight," Space.com reported. RELATED: Mars-bound NASA launch will be seen from San DiegoThe launch is currently scheduled for Vandenberg between 4:05 a.m. and 6:05 a.m. NASA has given a six-month time window to set InSight for Mars.Regardless of fog, officials have given the all-clear for NASA's first interplanetary launch on the west coast.But that shouldn't deter San Diegans from trying to catch a glimpse — even if just a blurry bright light in the distance. SAN DIEGO (KGTV) — Palomar College has placed its president on leave pending an investigation.The college district announced Wednesday that Superintendent and President Joi Lin Blake was placed on paid leave following a report warning of the college district's fiscal instability.“It is my request that we all respect the privacy of all parties at this time. Doing so will allow us to focus on the important work of the District. According to the district in the report, the 2018-19 budget had a ,220,001 deficit.The report stated that the district's salary and benefits costs "continue to increase year after year at a rate greater than revenue growth."The college district "has a high probability of fiscal insolvency in the near future" at its current pace, the report warned. The report adds that in two years the district "will have consumed all reserves and will be forced to borrow .5 million from an external source to remain solvent."The district said placing Blake on leave was not as a disciplinary action but "as a precautionary measure to protect all parties." Just before 2 a.m., a motion-activated light flashes, but these vandals are undeterred. With another man and a person on a bike nearby, someone in a cap and hoodie casually begins spray painting the back wall of a home. For more than 40 seconds, he tags the wall, before he and his cohorts leave.It appears they weren't done. 10News found similar tags on fences, and garage door after garage door. A block away at Euclid Elementary, there was more graffiti. Montano's place was spared, but her home has been hit several times before. She says tagging - including the school - is a weekly occurrence."Tagging leads to other activities that aren't safe. My concern as a parent and resident is the children's safety and them walking to school, feeling safe. It allows other people to treat our neighborhood like crap.
