SAN DIEGO (KGTV) — MiraCosta College is expanding upon a state promise to help make community college more affordable.MiraCosta College announced Tuesday plans to offer free tuition for all first-time college students for the first two years of classes at the campus. Part of the MiraCosta Promise, the plan would be available for all first-time students starting in fall 2019 who are enrolled in at least 12 units per semester.Students must also file a free application for Federal Student Aid (FAFSA) or a California Dream Act (CADAA) application.RELATED: Cost of college: What parents and students can expect to pay for admissionThe waiver is dependent upon the passage of Assembly Bill 2, which expands the California College Promise program. Former Gov. Jerry Brown signed the promise program into law in 2017, which covers the first year of tuition at the state's 115 community colleges."This program removes a significant hurdle for college-bound students; tuition and mandatory fees," Sunita Cooke, Superintendent/President of MiraCosta College, said in a release. SAN DIEGO (KGTV) – Many restaurants around San Diego are making preparations to reopen Thursday nearly 24 hours after a judge ruled the state of California, and San Diego County, can’t enforce a stay-at-home order regarding restaurants and strip clubs.San Diego Superior Court Judge Joel R. Wohlfeil on Wednesday ruled strip clubs and "San Diego County businesses with restaurant service” cannot get a cease-and-desist order. At a Thursday hearing, the judge reinforced that his ruling encompasses all restaurants, not just strip clubs. The ruling had local restaurant owners such as Rudford’s owner Jeff Kasha clamoring to open their doors again."As soon as we’re asked to close in five minutes, we’ll open in five minutes,” Kasha told ABC 10News.Kasha said his eatery on El Cajon Boulevard in North Park went from 45 to 17 employees due to the constantly changing rules. SAN DIEGO (KGTV) — If you're trying to find a precious ticket to San Diego Comic-Con this summer, watch out for villainous scammers scalping fake badges.The Better Business Bureau has issued a warning that third-party sellers may sell fake badges."For consecutive years now, Comic-Con International has sold out in record time and obtaining a badge has become strenuous," the BBB writes. "One of the most pervasive scams BBB has found over the years is the reselling scam in which a scammer claims they bought a badge but can no longer attend the convention."MAP: Where to find you favorite Comic-Con exhibitsScammers may offer their fake badge, tricking customers into thinking they can change the name on their badge to theirs. But they can't and Comic-Con doesn't allow legitimate badge holders to do so."A key factor for consumers to remember is Comic-Con provides a refund at the buyer’s request, making it unnecessary to resell a ticket," BBB adds.The BBB says another common scam with SDCC badges is scammers sell "extra tickets." Comic-Con badgeholders are limited to one ticket each, so third-party sellers can't have extra badges to sell. SAN DIEGO (KGTV) -- King tides are expected to continue in San Diego on Sunday following a day of flooding in parts of the county Saturday. High tide is set to happen at 9 a.m. with low tide set to take place around 4:10 p.m., according to tide charts. King tides occur when there is an alignment of the gravitational pull of the sun and the moon. RELATED: Sandbags available in San Diego CountySome parts of Imperial Beach already experienced tidal flooding Friday morning as several homeowners reported water entered their homes.The City of San Diego built a three-foot temporary berm along parts of the bay in Mission Beach to help mitigate the risk of coastal flooding.
