White House lawyer Ty Cobb is leaving his position, the White House said Wednesday."For several weeks Ty Cobb has been discussing his retirement and last week he let chief of staff (John) Kelly know he would retire at the end of this month," White House press secretary Sarah Sanders said in a statement.The New York Times first reported the news."It has been an honor to serve the country in this capacity at the White House," Cobb told the Times. "I wish everybody well moving forward."The Times, citing two people briefed on the matter, said attorney Emmet Flood would replace Cobb as the President continues to grapple with the special counsel investigation led by former FBI Director Robert Mueller. With Halloween less than two weeks away, many parents are trying to make plans to celebrate now. But with COVID-19 still a concern, families all over the United States are wondering if it's safe to go trick-or-treating this year.WFTS took those concerns to medical experts with Baycare Health, who say with some added safety precautions, your family can still take part in trick-or-treating, handing out candy and other Halloween festivities.If you plan to welcome trick-or-treaters to your home, instead of handing out candy at your door, consider arranging individual treat bags on a table in your driveway or near the front door for a contact-less hand-off."Instead of having it all in a bucket, where everyone is putting their hands in, lay out a row so that when they come up, they can just grab one and go," said Michelle Sterling, the children's wellness and safety specialist with St. Joseph’s Children’s Hospital. "Then, you can refill that row after the little trick-or-treaters leave your house."When it comes to going home-to-home for trick-or-treating, Sterling said be sure to wear a mask when around people who are not part of your household.Also, doctors say Halloween costume masks are not a substitute for a cloth mask unless it is made of two or more layers of fabric and fits snugly around your mouth and nose.Additionally, medical experts say wearing a costume mask over a protective cloth mask can make it difficult to breathe. Instead, they say to consider using a Halloween-themed cloth mask.Doctors also recommend keeping a physical distance of at least six feet from people who are not in your immediate household, using hand sanitizer often, and waiting to eat candy until you are at home and can wash your hands with soap and water.Keep in mind though, updated safety guidelines from the Centers for Disease Control and Prevention discourages families from taking part in traditional trick-or-treating.Sterling is also offering the following tricks for keeping Halloween a treat for your family during the pandemic:Go all out with the Halloween decorations. Keep it budget-friendly by having your kids help create decorations to hang from windows, trees, mailbox, etc. You could even turn one of your bedrooms into a kid-friendly haunted house.Decorate doors inside your house and let your little ones go trick-or-treating indoors. Get the whole family involved with mom or dad behind one door, an older sibling behind another and grandparents behind yet another door.Set up a Halloween-themed scavenger hunt in and around your house. Provide clues and leave treats along the route.Turn up your spooky Halloween music and have a dance party with your children. Wisconsin Republicans moved overnight to strip power from newly elected Democratic leaders, advancing legislation that would limit early voting, enact Medicaid work requirements and potentially block the incoming attorney general from withdrawing the state from a lawsuit over Obamacare.The measures are all expected to be signed by lame-duck Republican Gov. Scott Walker, effectively preventing his successor, Gov.-elect Tony Evers, and Attorney General-elect Josh Kaul from delivering on the promises that lifted them to victory in November.Nearly a day after the legislature's "extraordinary session" began, the state Senate and Assembly concluded their work, passing a raft of legislation designed to curtail authorities enjoyed by Walker and outgoing Republican Attorney General Brad Schimel. Democrats are expected to challenge a number of the measures in court.There is no indication when Walker will take up the legislation, but pending his approval, Wisconsin is now expected to reduce its number of early voting days, restrict gubernatorial influence over a powerful economic agency Evers sought to disband, and require legislative backing for certain decisions traditionally made by the attorney general and governor -- a move that would likely block Kaul from pulling the state out of a federal lawsuit against Obamacare.The legislature will also be able to hire its own lawyers to defend state law in court, diminishing the attorney general's power.During the campaign, both Evers and Kaul took their Republican opponents to task over healthcare issues, in particular the state's participation in the legal challenge which would end coverage protections for people with pre-existing medical conditions. While many hair salon and gym owners across the country understood why they had to shut down during the pandemic, those closures created a financial hardship. A hardship that some are finding difficult to overcome."Economically, it's been devastating to us. We opened up our gym three years ago and sort of like a little miracle. We took over an existing gym that was probably not fitting the community. We came in there with our life savings, we opened up this beautiful gym and we were becoming very successful," said John Pena, the owner of GYM NYC in New York City.Pena says their business was shut down for nearly six months. Now, he's finally excited to reopen. Pena applied for and received money from the Paycheck Protection Program but it only did so much. "There is no income coming in from the business, obviously. The extra 0 on the unemployment has really been a big help but that’s going away. I’ve been able to pay my bills and that's it," said Pena. Pena and other gym owners in New York are hoping for more government help for small businesses to help them get back on their feet."In general, I think there is a set of overhead expenses that I’m sure owners in any industry would tell you play a huge factor. Rent, utilities, payroll, insurance etc., and those are fixed costs that you sort of wonder whether they’ll be any concessions made," said Elvira Yambot, COO of Tone House.In Tennessee, the Shelby County Commission is offering small brick and mortar businesses ,000 each as part of the Beautiful Comeback Grant. "It applies to any business that is in the personal care contact industry. So right off the bat you'd think of barber shops, beauty salons, nail salons but you also think about people who work in the massage industry, as well," said Shelby County Commissioner Mickell Lowery.Gyms also qualify, along with any other business where close physical contact with clients is required."Even when they’re allowed to open they still have to incur additional costs because now they have to open under certain stipulations. Commissioner Lowery hopes other local governments across the country are also able to give something back to small businesses."If you're going to tell businesses to shut down, you have to give me something back so I don't starve," says Pena. For Pena, he's concerned that not helping businesses reopen could have a devastating economic impact.
