SAN DIEGO (CNS) - New health restrictions took effect Monday in San Diego County and the rest of Southern California, shutting down indoor service at restaurants among other closures, due to the rapidly increasing number of coronavirus hospitalizations.A state-mandated "regional stay-at-home" order went into effect at 11:59 p.m. Sunday, triggered when intensive-care unit bed availability remained below 15% after Saturday's daily update, according to the California Department of Public Health.The 11-county Southern California region's available ICU capacity was 12.5% Saturday, a decrease from 13.1% the day before. The ICU capacity Sunday for the region was 10.3%. San Diego County had 20.5% of its ICU beds available as of Saturday.On Sunday, the county reported 35 new hospitalizations, bringing the total to 4,871. Three more patients were placed in intensive care, bringing the total to 1,068.The Southern California region consists of San Diego, Orange, Los Angeles, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara and Ventura counties.The stay-at-home order will be in place for three weeks and prohibits gatherings of people from different households. SAN DIEGO (CNS) - Authorities reached out to the public Wednesday for help identifying a man who entered the women's locker room at a Hillcrest hospital and prevented a woman from leaving the restroom after she rejected his advances.The suspect entered the women's locker room at the UC San Diego Clinical Training Facility at 210 Dickenson St. shortly before 11:15 a.m. on Aug. 20, according to San Diego police.A 30-year-old woman was using the restroom inside the locker room when the man walked inside, prevented her from leaving, then asked her, "Don't you want this?" while gesturing to his body, police said. The man then left the restroom, but held onto the outside doorknob to keep the victim from locking the door.He then walked back inside the restroom and blocked her from leaving four more times before she was able to lock herself inside the locker room and wait until he left.Once the victim heard a co-worker in the hallway, she left the locker room and went outside the building to get help, but she saw the man near another building and she ran away before calling 911.The suspect was described as a 6-foot white man with a thin build, unshaven face and short, dark-colored hair with a gray patch near his right temple. SAN DIEGO (CNS) - A suspected Russian hacker who allegedly ran an online platform where hackers could buy and sell stolen personal information has been arrested and is slated to be extradited to San Diego, the U.S. Attorney's Office said Tuesday.Prosecutors say Kirill Victorovich Firsov, 28, was the administrator for the DEER.IO platform, which provided hackers with access to virtual stores where they could buy or sell hacked and/or compromised financial corporate data, personally identifiable information and compromised user accounts. Hackers also allegedly used DEER.IO to advertise their services.DEER.IO has been operating since at least 2013, and provided users with a storefront for 800 rubles -- or about .50 -- per month, according to prosecutors. The platform was advertised as having more than 24,000 active shops, with sales exceeding million.Prosecutors say law enforcement was unable to find a single legitimate business advertising its services or products on DEER.IO.FBI agents arrested Firsov on March 7 in New York City. He is charged with unauthorized solicitation of access devices and is slated to appear in San Diego federal court on April 16.The DEER.IO platform has since been shut down, the U.S. Attorney's Office said."There is a robust underground market for hacked stolen information, and this was a novel way to try to market it to criminals hoping not to get caught," U.S. Attorney Robert Brewer said. SAN DIEGO (CNS) - A man convicted of sex crimes against children in Northern California who was recommended for conditional release to a Pauma Valley home will no longer be considered for placement in San Diego County, prosecutors said Friday.Joshua Cooley, 40, is classified as a Sexually Violent Predator, a designation for those convicted of sexually violent offenses and diagnosed with a mental disorder that makes them likely to re-offend.According to the San Diego County District Attorney's Office, Cooley was convicted in Humboldt County of sex crimes against underage girls.The Department of State Hospitals recently recommended placing Cooley at 15077 Adams Drive after attempts to find a suitable Humboldt County location were unsuccessful, according to the DA's Office.The address is the same location where another Sexually Violent Predator, Joseph Bocklett, was recently recommended for release. San Diego County Superior Court Judge Howard Shore ultimately decided against the placement, ruling that it would bring the 76-year-old Bocklett too close to areas frequented by families.San Diego County District Attorney Summer Stephan lodged a strong objection to Cooley's proposed placement, citing Shore's ruling and the potential risks to the public."Ignoring and overlooking Judge Shore's thorough, thoughtful and well- reasoned conclusions and continuing to consider this location for placement of an SVP is reckless and irresponsible," Stephan wrote in a letter to Liberty Healthcare and the California Department of State Hospitals, which are tasked with locating suitable post-release housing for sexual predators.Stephan wrote that if the placement was considered inappropriate for Bocklett, a senior citizen, the much younger Cooley represented an even greater risk.According to the DA's Office, Liberty Healthcare has stated that the recommendation was made in error, and the Department of State Hospitals no longer feels the Pauma Valley address is a suitable location for Cooley. "I want to acknowledge that the system worked in that the State Department of Hospitals gave serious consideration to our concerns and spared us from an extended legal battle in court.
