SAN DIEGO (KGTV) – The San Diego County jail system is being blamed after a part of a former inmate’s cheek was bitten off by another inmate who was mentally ill.10News was at Thursday afternoon’s press conference where their families accused the jail system of failing to provide adequate mental health resources. “I felt unprotected,” says Miguel Lucas. Lucas now has a scar running across his cheek. It comes after he says part of his face was bitten in an unprovoked attack by inmate Reginald Harmon. It happened in June at the Central Jail.Harmon is still behind bars, but now family members and supporters of both men are coming together to say the jail system that's run by the San Diego County sheriff's Department needs reform. “I was sick to my stomach and I was very upset with the jail,” says Harmon’s mother, Alicia Muhammad. She says that days before he got jailed, she made repeated calls to the Psychiatric Emergency Response Team (PERT) hoping for intervention, but each time he was discharged. After being arrested for suspected DUI, she says she warned the jail. “I spoke with the lady at the front desk and advised her that my son had mental issues and she said, ‘Okay.’ She would let the guards know,” she adds.However, she says her son wasn't placed into a mental health unit. Even after he reportedly attacked a different inmate, the families say he was placed in a lower security unit and neglected by mental health providers for two days, until he attacked Lucas. “It’s just unfortunate that people had to go through what I went through and what people are still going through to this day,” says Lucas. Following the attack, the families of both men connected and found a friendship. Currently, Lucas is living with Harmon’s aunt and attends church with the Harmon’s family. Lucas did not want to press charges, expressing that he knew Harmon was having mental health issues at the time of the attack.The families plan to file a civil lawsuit against the San Diego County Sheriff’s Department in the next few months. The Sheriff’s Department sent 10News the following statement on Thursday:“The San Diego County Sheriff's Department investigated the assault on Miguel Lucas and forwarded the case to the District Attorney's Office. Reginald Harmon was charged with one count of aggravated mayhem. Lucas and Harmon were properly classified and housed at the time of the incident. Inmates are assigned to different facilities or housing units for a variety of reasons, including classification, bed space considerations, medical or mental needs, or issues with other inmates. SAN DIEGO (KGTV) - The pinch of the partial shutdown on federal government agencies and employees approached a squeeze Wednesday as workers prepared for their first pay period without a paycheck. Hundreds of thousands of federal employees who are furloughed or working without pay during the government shutdown are anticipating an end to the political standoff. The partial shutdown, which took effect Dec. 21, forced 420,000 workers to continue their jobs without pay. 380,000 workers were furloughed nationwide. 5,000 of the affected workers are in San Diego County, according to Rep. Scott Peters' office, which cited the Association of Federal Government Workers. Border Patrol agents enforcing the U.S.-Mexico border in San Diego County are among the affected employees. So are TSA agents, including those who kept holiday travelers safe at Lindbergh Field. RELATED: No deal to end shutdown; Trump says 'could be a long time'Many San Diegans only noticed the impact of the shutdown by the closure of national parks including the Cabrillo National Monument in Point Loma, and Joshua Tree National Park. However, more people may soon feel the change. Many departments and agencies are running out of carryover cash, Politico reports. Dozens of national parks and museums, including Smithsonian facilities, closed Wednesday as they ran out of money. Yosemite National Park limited entry due to problems with human waste and public safety. Visitors were told to use restrooms in nearby communities before entering the park. The Coast Guard is scaling back boating safety checks, mariner licensing, and fishing law enforcement, according to Politico. Tax filing season, which usually starts in January, may start later, and many IRS workers may be called to work without pay for filing season. The most recent pay period ended Dec. 22, with paychecks arriving Dec. 28. The next pay period ends Jan. 5, with the check due Jan. 11. There’s a possibility that check may never come. Workers may be paid retroactively but it would take an act of Congress. To make the financial picture even more grim for federal employees, President Trump issued an executive order Friday, freezing their pay for 2019. Their 2.1 percent hike was supposed to take effect this month. SAN DIEGO (KGTV) - The San Diego family of a Los Angeles firefighter who may have been kidnapped in Rosarito, Mexico, is speaking out.It’s been more than two weeks since 20-year veteran LA City firefighter Frank Aguilar was last seen after heading to his second home in Baja, California.“We’re hopeful. We haven't lost hope,” his local cousin Nancy told ABC10 News. She’s only providing a first name, due to safety concerns. “Nobody seems to know anything and it's very frustrating for the family to not know anything."On Wednesday, LA Mayor Eric Garcetti announced that his office learned from Mexican authorities that the 48-year-old firefighter may have been violently kidnapped from his Baja condo. “We will work tirelessly to make sure that Frank is returned safely,” he said in a news conference."[The mayor] did mention that he is going to provide all resources from Los Angeles to help get my dad back,” said daughter Amaris Aguilar.“I had just spoken to my dad the morning that we discovered he was missing. When he left for Rosarito, he was describing how safe or how good he felt in that community. He wanted to retire there,” added daughter Bella Aguilar.The daughters say that his condo was in a guard-gated community.His family has told reporters that his phone is off and they've heard that his condo may have been ransacked, his vehicles are missing and Ring video shows a troubling scene.“We're going to get you back. SAN DIEGO (KGTV) - The U.S. Coast Guard reports sightings of a whale in San Diego Bay.Several pictures were posted online by San Diego Floating Lab, which is located off Shelter Island in America's Cup Harbor.Captain Rick Scott of Ocean Odyssey took the photos.
