SAN FRANCISCO, Nov. 11 (Xinhua) -- Facebook is close to a settlement with the U.S. Federal Trade Commission (FTC) over the charges that the world's largest social network misled users about its use of their personal information, the U.S. media reported Friday.The proposed settlement would require Facebook to get users' consent before making "material retroactive changes" to its privacy policies, said a report from The Wall Street Journal, citing people familiar with the talks.The agreement with the FTC is also expected to ripple much farther in the tech industry as more companies are developing programs to observe people's online behavior and profiting from the personal information, such as the target advertisements.With a current 800-million-user base worldwide, Facebook changed its user policy in late 2009 to disclose more of users' personal information without adequate notice, leading to a federal investigation along with mounting complaints online.On Thursday, two U.S. representatives asked the Palo Alto, California-based company to explain a February patent application, saying that it raises alarm bells about how the company tracks users on other websites.Outside the U.S., Facebook is also drawing criticism on its privacy policies in countries with strict privacy laws, such as Germany. WASHINGTON, Oct. 6 (Xinhua) -- The U.S. Food and Drug Administration (FDA) and the National Institutes of Health (NIH) announced Thursday a joint, large-scale, national study of tobacco users to monitor and assess the behavioral and health impacts of new government tobacco regulations.The initiative is the first large-scale NIH/FDA collaboration on tobacco regulatory research since the U.S. Congress granted FDA the authority to regulate tobacco products in an act in 2009. Scientists at NIH's National Institute on Drug Abuse and the FDA's Center for Tobacco Products will coordinate the effort."The launch of this study signals a major milestone in addressing one of the most significant public health burdens of the 21st century," said FDA Commissioner Margaret Hamburg in a statement. "The results will strengthen FDA's ability to fulfill our mission to make tobacco-related death and disease part of America's past and will further guide us in targeting the most effective actions to decrease the huge toll of tobacco use on our nation's health."Investigators will follow more than 40,000 users of tobacco- product and those at risk for tobacco use ages 12 and older. BEIJING, Otc. 26 (Xinhuanet) -- The more coffee people consume, the less likely they develop the most common form of skin cancer, a new study suggests, according to media reports Tuesday."Our study indicates that coffee consumption may be an important option to help prevent basal cell carcinoma," stated Fengju Song, lead researcher of the study and a postdoctoral fellow in the department of dermatology at Brigham and Women's Hospital and Harvard Medical School in Boston.Basal cell carcinoma (BCC) is reported to be a slow-growing form of skin cancer that accounts for 75 percent of all skin cancers. It is the most common type of skin cancer, with nearly one million new cases diagnosed each year in the United States.Although BCC is hardly fatal, if ignored, there may be consequences of treatment, including disfigurement, according to a USA Today report.The US researchers found that women who drank over three cups of coffee a day were 20 percent less likely to develop BCC, whereas the risk of having BCC for men who consumed more than three cups per day lowered 9 percent.To get the findings, the researchers analysed data from almost113,000 people between1984-2008 and over 23,000 were diagnosed with BCC.The researchers agreed that caffeinated coffee was associated with BCC risk reduction, but decaffeinated coffee did not have such effect.According to a Fox News report, besides cutting the risk of skin cancer, coffee consumption has also been found to lower the risk of breast cancer and prostate cancer and cancer overall."To the best of our knowledge, coffee consumption is a healthy habit," said Fengju Song, cited by the Fox News.The findings were presented Monday at the American Association for Cancer Research International Conference in Boston and not yet published in a scientific journal.
