SAN DIEGO (KGTV)- A plan to permanently remove the traffic along Normal Street in Hillcrest and replace it with a promenade will be voted on Tuesday. If approved, the westside traffic lanes would become a pedestrian walkway with dedicated bike lanes. It would also make room for the weekly Hillcrest farmers market and other events. “They call it a promenade but where are people promenading to,” says Linda Hanna, owner of Salon Antoine. Hanna has owned the business near the corner of Normal Street and University Avenue for almost 20 years. “We are in favor of something like this, but we need to think it through.”Other business owners are worried because the project would eliminate a driveway to a nearby shopping center.“If you don’t close that driveway, you have a driveway going right to the park, and that’s a real problem,” says Benjamin Nicholls, Executive Director of the Hillcrest Business Association. To add space to the east side lanes, some parking spaces will be moved. The Hillcrest Business Association says there are plans to add dozens of parking spaces near Lincoln Avenue. The Uptown Planners will vote on the project Tuesday at 6 p.m. The Hillcrest Business Association will be holding an event before the vote to update members of the community on the project. 1296

SAN DIEGO (KGTV) - When President Trump visited San Diego in September, he made a special trip down to the border to tout the wall and its technological advances. The president has made border security a major part of his term, even calling for the addition of 5,000 border patrol agents.A new study from San Diego State University says the increased emphasis on stopping illegal crossings and drug smuggling could make those very agents the targets of corruption and bribe offers. "When one door is closed, they try to find another one which is open," said David Janscisc, the public affairs professor at SDSU who authored the study. Janscisc says the harder it gets for smugglers to get people or drugs into the U.S., the more likely they are to seek help from agents at ports of entry. "You can clear a car full of drugs just by not inspecting it," he said. Janscisc isn't saying Customs and Border Protection is corrupt, but wanted to study how corruption occurs. He based his study off of 160 cases of CBP corruption over 10 years, noting the agency has 60,000 employees. Janscisc found the employees with less than five years of experience were more likely to be involved in drug-related corruption. However, those who were there longer were more likely to commit immigration-related offenses, such as falsifying paperwork to help get someone into the country. In a statement, Customs and Border Protection said applicants go through a strict hiring process that could include polygraph tests. "After the hiring process, CBP applies proactive measures in the form of training, rules geared to ensure workplace integrity and oversight and management of frontline officers and agents by CBP leadership at every level," the statement said. Janscisc said it took two years to complete his study, relying largely on court documents and investigative news reports. 1873

  

SAN DIEGO (KGTV) — TwitchCon has announced it will cancel this year's convention in San Diego originally scheduled in September.The convention — which brings together popular video streamers and the community for panels, parties, and more — was set to arrive in San Diego from Sept. 25-27 before organizers called off the event."Due to restrictions on large gatherings and ongoing concerns for the health and safety of our community, the Twitch team and the local San Diego community, we have decided to cancel TwitchCon San Diego this fall," organizers stated online. The convention is now exploring ways to potentially hold the event virtually."While we can’t gather in person, we’re exploring ways that we could join forces in an alternate dimension later this year. We’ll keep you posted," organizers wrote.Those who have already booked a hotel room through Twitch’s hotel block will not be charged.
