SAN DIEGO (KGTV) — The Filipino community in San Diego numbers around 200,000, second only to Latinos.This election the effort to get out the vote among that group has stepped up.Jo Ann Fields is among those getting out the word. She's been manning a phone bank nearly every day for the past few weeks. "It's important for us to get out the vote so we can grab the attention of our decision-makers and get things done," Fields said.Fields is the Government and Public Relations Director for the Asian Pacific Islander Initiative. The group does many things to support and advance its community, including civic engagement."We are the second largest ethnic group after Latinos we are the largest segment among Asian Pacific Islanders," says Fields.According to the San Diego County Registrar of Voters, more than 46,000 special language ballots have been requested in Filipino this year.Fields says there are several factors she thinks will encourage people to vote in record numbers, including having a Filipino candidate on the ballot, such as Todd Gloria, who is running for San Diego mayor."This is the first time someone from our community would be the leader of a city with 1 million-plus residents so that's really exciting," Fields said.The effort to get out the vote has been impacted by COVID-19, but the outreach is all done virtually this year."Phone banking is one way, text banking is another, virtual town hall like we will have Friday," Fields recalls.That town hall is designed to answer questions about how and when to vote. SAN DIEGO (KGTV) - The government is sweetening the deal for investors who put their money into San Diego's most under-served neighborhoods, but the offer could be having a negative effect on the people who live in them.A new study from Zillow says prices in so-called opportunity zones grew 20 percent in a year after they received the government designation. That designation, part of 2017 tax reform, offered investors capital gains tax breaks for investing in the areas, which the IRS deems "economically distressed."San Diego County has about 30 of these zones, most of them concentrated in the city of San Diego's inner core. Zillow says the Colina del Sol neighborhood near City Heights, parts of Golden Hill and University Heights are the areas that could see the most investment. "It's starting at ,200 or ,300 (a month) for a one-bedroom."The steep price increases have led to concerns that the opportunity zones could ultimately price people out of their own neighborhoods. SAN DIEGO (KGTV) — The Del Mar Fairgrounds says it faces closing for good unless it receives emergency state funding.The fairgrounds, which is owned by the state, says its operations are self-funded and relies on event revenues to operate. Without events like the San Diego County Fair, horse racing, several smaller festivals, and more, the fairgrounds' revenue has been severely depleted. The venue had already lost the KAABOO music festival heading into this year as well, which was set to move to Petco Park this year.The fairgrounds says it needs million in relief aid from California in order to survive."From creating cherished family memories and generating 0 million in economic impact, to serving as an essential evacuation site during wildfires and providing nearly 4,000 full-time-equivalent jobs, losing the Fairgrounds would leave a giant void in San Diego as we know it," a release from the venue said.Fairgrounds officials are calling on the community to urge their local leaders to support emergency aid from the state.The fairgrounds has also set up a website here to help locals show their support and connect with local and state leaders to urge them to help. 1194

SAN DIEGO (KGTV) - Tempers flared at a meeting of the Community Review Board On Police Practices Tuesday night. Dozens spoke out against the San Diego Police Department’s chokehold policy. Members of the Racial Justice Coalition wants to ban the practice, saying it’s excessive force and potentially deadly.  San Diego’s new police Chief David Nisleit called the comments at the meeting “passionate.” He said he heard them loud and clear but had questions about the doing away with the chokehold as some law enforcement agencies around the country have done.“Anytime you take a use of force tactic away from an officer, they generally have to go a higher level,” Nisleit said. “So my concern on that, and why I’m hitting pause to take a hard look at this, is I want to make sure that if we continue or discontinue, it's for the very right reasons. I want to look at the LAPD and the Chicago Police Department and their information on what has happened prior to and more importantly, what has happened afterward to see if more higher level of force had to be used.”The chokehold is expected to come to the review board again at their May meeting. 1163

SAN DIEGO (KGTV) -- The City of San Diego is working to transform Little Italy into an outdoor dining experience. They're streamlining the process for shops and restaurants to serve more customers while promoting social distancing under a new outdoor dining and shopping proposal.Marla Encinas had to close her Little Italy clothing boutique, Valmare, for two months. "We tried to do online selling but its definitely not the same," said Encinas. But, for any business, fewer customers often means less revenue. The city of San Diego is trying to change that. On Thursday, Mayor Kevin Faulconer announced a proposal to waive fees and fast-track the permit process to bring restaurants and shops outdoors. "They’ll be allowed to maximize outdoor space to allow physical distancing and expand the number of customers they can serve," said Faulconer. "I think its going to be really cool to be outside in the open air and be able to bring out our business," said Encinas. With approved permits, businesses can set up tables and chairs or racks of clothes and other items on sidewalks, streets, and parking lots. "I would love to bring out summer stuff because the weather is so nice, people are starting to slowly go out."Last Saturday, Little Italy had their first al-fresco dining event on India Street. By adding retail shops in the mix, more businesses will get a much-needed chance to bounce back from Covid-19. "It's going to be very fun," said Encinas. "You’re going to have a bunch of different vendors, it's going to be different than your typical shopping experience."Businesses can apply for the outdoor dining permits on the city's website.
