(KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. CHULA VISTA, Calif. (KGTV) -- Faith leaders and business owners in Chula Vista attended a training Monday night to learn how to plan and prepare for an active shooter threat. Chula Vista police lieutenant, Dan Peak, tells 10News the department received several calls after the Poway Synagogue shooting, asking officers how they could stay safe in the event of an active shooter at their place of worship or business. Chula Vista Police Sergeant, Mike Varga, provided the training for the community. Varga's presentation included a history of active shooters, red flags to look out for, and what to do if you find yourself in an active shooter situation. His advice in that situation is to run, hide or fight. During the presentation, Varga played a 9-minute video detailing exactly what one can do to survive a shooting. Varga also told the audience to listen to their intuition, meaning if someone is displaying red flags, alert the police and let investigators decide whether or not there is a threat. (KGTV) - An afternoon drive on the I-805 was interrupted by an explosion of glass, and a very close call.Just before 3:30 p.m. Wednesday, Jennifer Opdahl was northbound in the slow lane, and traffic was flowing. As she drove under the East Palomar Street overpass, she heard a close 'boom.' She didn't see anything flying at her, but she felt something."Kind of an explosion. Just heard glass splintering. It clearly came from my above my head. I think I ducked and screamed, but I was still driving," said Opdahl.When she later got out, she could barely believe what she was seeing: the sunroof on her Volkswagen Golf was shattered. Under the glass is a panel which slides back and forth. Whatever struck likely bounced off. Opdahl is thankful the sunroof wasn't open. The roof is inches from where her head was. "I dodged a bullet. I very easily could be dead right now," said Opdahl.Ophdal believes that bullet was a something heavy tossed from the overpass. CHULA VISTA, Calif. (KGTV) -- Police are searching for a suspect after two women discovered the body of a homeless man in Chula Vista Tuesday morning. According to police, two sisters were walking on the 1400 block of Broadway around 1:20 a.m. when they discovered a man who wasn’t breathing.Officers tried to save the man, later identified as 56-year-old Ivan Velez, but he was pronounced dead at the scene. Investigators later found signs of trauma and are currently searching for a suspect. No description of the suspect was given.
