CARLSBAD, Calif. (KGTV) - “Right now, it’s worse than I’ve ever seen it in my life. I see a new face come through here every day,” says Gregory Parada of Carlsbad. He has been homeless for several years.The City of Carlsbad reports there’s a growing number of homeless people in the community. A team of specially-trained police officers have been doing homeless outreach for the last eight months. As of last week, the City Council approved a 5,000 contract with Interfaith Community Services which will provide two full time socials workers to assist with outreach in the field. On Saturday, 10News was granted permission to ride along with law enforcement during “compassion enforcement”, as the city calls it. “That's as simple as connecting them to a family member [or they] might have hygiene needs and we have hygiene kits that we got from a bunch of nonprofits," says Sgt. Bryan Hargett. These officers are working to get the homeless population the items and services they need. The city of San Diego still has a much bigger homeless population than Carlsbad. According to San Diego County’s WeAllCount report, there are 4,912 homeless people in the City of San Diego. There are only 210 homeless people in the City of Carlsbad, but that’s up from 160 homeless people in Carlsbad last year.Davye Sauermilch tells us she’s considering getting help after her interactions with the officers. "My boyfriend's now in rehab because of these guys,” she adds.“I guess they protect me. I feel fine about them,” says Parada. Sgt. Hargett explains, “If they don't trust us, we're not going to be able to work together.” He adds, “One of the things we're learning about being out here is consistency. It could take us 30 contacts [with a person] and on the 31st they're like, ‘Hey, I want help now.’”Outreach coordinators will report back to the City Council on the progress of the initiative later this year. 1927

A crew worked late into the night pumping out the water. While some of the infrastructure can be saved, many of the child care center's contents, such as toys and other play items, will need to be thrown away and replaced to ensure the safety of the children when they return."I feel hopeful now, " Devries said. "Seeing all the stuff they can fix. Six weeks sounds insanely long, but it's better than having to close down indefinitely."Devries says Homeroom's unexpected closure is putting their clients in a tough position. Carlsbad (KGTV): Voters in Carlsbad could put women in charge of the local government, as female candidates overwhelmingly outnumber male candidates in the races for Mayor and City Council.Right now, there is just one woman on the five-seat council, which includes the Mayor. The lone female, Cori Schumacher, is currently running for mayor against incumbent Matt Hall.Meanwhile, Council-members Mark Packard and Michael Schumacher are not seeking reelection.Six candidates have come forward to fill their spots, five of which are women. And, even if Schumacher loses, she'll still keep her current position on the Council."I think it's about time," says Loann Simon from the League of Women Voters in North County.Simon believes the rise of the women's movement in the last few years has spurred more women to come forward and get more involved in local politics."Women are becoming braver," she says. "I think it’s something that’s evolving, but after 2016, it’s kind of flipped a switch." A "pink wave" would be rare in Carlsbad. According to the Coast News, only 11 women have been elected to the City Council in the last 66 years.Simon says more female candidates means more of a focus on women's issues, like family, health and open space."It brings their voice to the table. CAPE CANAVERAL, Fla. — The biggest, most sophisticated Mars rover ever built is on its way to the red planet. NASA's Perseverance blasted off from Cape Canaveral, Florida, atop an Atlas V rocket Thursday morning. It's the first step in an ambitious project to bring the first Martian rock samples back to Earth to be analyzed for evidence of ancient life. The six-wheeled rover will drill down and collect tiny geological samples that will eventually be retrieved and brought home in about a decade. (KGTV) - Monique Ramsey has struggled with weight most of her life."I'm 5'1, and so weight loss has always been something that's a struggle, and it's definitely a heredity component."Ramsey said diet and exercise were never enough."I think I've tried just about everything, and you know, it's hard to sort of feel like you're starving yourself through crazy diets and things like that," said Ramsey.RELATED: The DNA diet creates personalized diet plan for users; here’s how it worksIn July of 2017, she decided to try something new."This is a tool that is such a game-changer," said Ramsey.That tool is the Obalon Balloon System. Mark Brister invented the device at the Obalon Therapeutics manufacturing center in Carlsbad."There weren't a lot of technologies out there to help people who were just overweight. Most people had to wait until they were morbidly obese in order to be eligible for treatment so we decided to invent a product that would fit the middle ground," said Brister, who is the Chief Technology Officer at Obalon Therapeutics.Obalon is the only FDA approved swallowable gas-filled balloon for people roughly 30 to 100 pounds overweight. The doctor uses a computerized navigation system to track the balloon as it travels into the stomach. Once it's in the stomach, the balloon is filled with gas. The patient will get three balloons over six to eight weeks."This is sort of like being able to have stomach stapling without having surgery," said Ramsey.Side effects after the first balloon is inserted can include nausea and cramping. She wants to lose 25 more."For me, that's a huge jump start, and I've never been able to get that far in that short amount of time."The balloons are kept in for six months, but success requires a life long commitment."What the balloons do, they're sort of a tool, I think is a tool to sort of say, help retrain your brain and help recondition yourself to eat less, eat better, make better choices," said Ramsey.The program also includes a year of nutrition and exercise support.RELATED: La Jolla lab creating cure for baldness"I can still be just as happy. I don't need M&M's, I don't need Fritos, or whatever "thing" it is, it really helps reset your mind and motivation to stay healthy," said Ramsey."All of a sudden, you start to see people as they start to lose weight, they start to gain confidence, so I have many times, we've seen people lose 50 or 75 pounds and gain 500 pounds of confidence," said Brister.In October, Obalon Therapeutics opened its first full-service weight loss center in 4S Ranch. Rita Starritt is the doctor."When you are very overweight, you've already tried a low carb diet, and you've tried a keto diet and you need something else to happen you and a lot of it is education, lifestyle changes, nutrition, the system, the balloon system helps people lose twice as much weight as those who did diet and exercise alone," said Dr. Starritt.In 2017, the FDA issued a warning about potential risks of liquid-filled intragastric balloons. The balloons have been linked to the deaths of twelve people around the world since 2016. The FDA has not issued any warnings related to the Obalon system."What Obalon does is it floats up, and it moves around, it's very buoyant, so in terms of the ability for the device to float around and not cause damage to the stomach, that's really what differentiates us," said Amy Vandenberg, Chief Clinical and Regulatory Affairs Officer of Obalon Therapeutics.The treatment costs roughly ,000 and includes a year of nutrition and exercise support."It's all about moderation, and the balloons are a nice reminder of that so that you don't have to feel that something is forbidden," said Ramsey. 4487
