The Department of Education on Friday proposed new rules for dealing with sexual harassment and assault on college campuses that would bolster the rights of those accused of wrongdoing.The proposed rules, which now face a public comment period of 60 days before they are enshrined, seek to narrow the definition of sexual misconduct on campuses at a time of national reckoning about sexual abuse."Every survivor of sexual violence must be taken seriously, and every student accused of sexual misconduct must know that guilt is not predetermined," Education Secretary Betsy DeVos said in a statement. "We can, and must, condemn sexual violence and punish those who perpetrate it, while ensuring a fair grievance process. Those are not mutually exclusive ideas. They are the very essence of how Americans understand justice to function."The new rules would "adopt a clear definition of sexual harassment actionable under Title IX," which prohibits discrimination based on sex for schools and programs that receive federal funding, including protection from sexual harassment.One stipulation would narrow the definition of sexual harassment to mean "unwelcome conduct on the basis of sex that is so severe, pervasive and objectively offensive that it denies a person access to the school's education program or activity." The new policy would be a departure from the Obama administration's broader definition of sexual harassment as "unwelcome conduct of a sexual nature."The new rules also place an emphasis on "presumption of innocence" and would allow those accused the option of cross-examining their accusers.The department's announcement on Friday was certain to be met with outrage from victim advocacy groups. The FBI is warning financial institutions that their ATMs could be targeted in a hacking attempt.The threat was reported Sunday by Krebs On Security, a popular cybersecurity blog run by the journalist Brian Krebs.Krebs reported that the scheme is known as an "ATM cash-out," which means the attackers can hack a bank or payment card processor and use stolen information to withdraw large sums of money at ATMs worldwide. His report cited a confidential alert the FBI shared with banks last Friday.The FBI did not comment specifically on this potential attack. The Federal Bureau of Investigation has asked the public’s help in identifying members of a female gang who have been spotted in Middle Tennessee.  The FBI said Felony Lane Gang members use rental cars with tinted windows to watch you and your car in parking lots at gyms, daycares or anywhere someone might leave a purse in a car.They have been spotted in Nashville, Mt. Juliet, Gallatin and several other towns around the Metro area.When they see an opportunity, they'll swipe IDs, credit cards and checkbooks. Then, they hand all of that over to prostitutes and drug users they recruit to impersonate victims.Those women take stolen checks and IDs to multiple banks to withdraw large amounts of money -- all before the victims have a chance to close their accounts.According to authorities, they use the farthest window from the teller in bank drive-thru lanes. This drive-thru lane is commonly known as the "felony lane," which is what inspired their nickname.Investigators said they’re known to use wigs and other disguises to impersonate their victims at banks. The FDA warned the public on Thursday to not use hand sanitizers packaged in containers that may appear as food or drinks and may put consumers at risk of serious injury or death if ingested.The FDA said that some products are being packaged in items such as water bottles and food pouches, and may contain flavors such as chocolate or raspberry. The FDA said that ingesting alcohol-based hand sanitizers can cause significant cardiac injury, including death.The FDA said that one consumer bought a plastic bottle of hand sanitizer thinking it was water.“Drinking only a small amount of hand sanitizer is potentially lethal to a young child, who may be attracted by a pleasant smell or brightly colored bottle of hand sanitizer,” the FDA said.“I am increasingly concerned about hand sanitizer being packaged to appear to be consumable products, such as baby food or beverages. These products could confuse consumers into accidentally ingesting a potentially deadly product. It’s dangerous to add scents with food flavors to hand sanitizers which children could think smells like food, eat and get alcohol poisoning,” said FDA Commissioner Stephen M.
