SAN DIEGO (KGTV) - In the wake of the coronavirus budget crisis, cuts are being proposed to child welfare services.The proposed cuts come just weeks after Gov. Gavin Newsom announced new investments totaling million to protect younger Californians at heightened risk for abuse and mistreatment due to COVID-19.The April announcement directed funding to support families struggling to stay together, additional social worker outreach, family resources centers, and age extension for foster youth, among other things.According to the County of San Diego, "The funds approved by Governor Newsom will be used in part, as earmarked, benefiting Child Welfare families receiving emergency response and family maintenance services. The County of San Diego Health and Human Services Agency, Child Welfare Services is partnering with the state as it seeks to provide 0 monthly payments to families with children who are at risk of entering foster care. In addition, funds were allocated to help youth who have exited out of the Child Welfare System. The funds will allow foster youth who turn 21 to extend their stay in foster care to prevent potential homelessness during the COVID-19 pandemic. California's child welfare system provides a continuum of services for children who are either at risk of or have suffered, abuse, neglect, or exploitation. Program success is measured in terms of improving the safety, permanence, and well-being of children and families. The May Revision includes 6.1 million General Fund on 2020-21 for these programs, a decrease of .5 million General Fund since the Governor's Budget. Something as simple as a place to stay."They are high risk of some pretty poor outcomes, and it's going to take a real investment to make sure that we put them in the best position possible when they are going to be struggling," Heldman said.Heldman explained many of the youth aging out of Foster Care are losing their jobs. SAN DIEGO (KGTV) - Law enforcement agencies across San Diego Country will have extra officers stationed near busy railroad intersections this week as part of "Operation Clear Track. "The week-long enforcement ties into National Rail Safety Week, from Sept. 22-28.In Carlsbad, officers will be near Carlsbad Village Drive and Grand Avenue during the lunch hour, reminding people to only cross when there are no trains nearby."The goal is to raise railroad safety awareness through education and the enforcement of state railroad grade crossing and trespassing laws," the Carlsbad Police Department said in a statement.Amtrak officers will also keep an eye on well-known trouble spots along the coast, like a stretch in Del Mar where surfers and hikers frequently cross over tracks to get to the beach."It's not safe to cross here," said surfer Cooper Baker, who admitted he does it regularly. "But, if people have their wits about them and make good choices about where they're stepping, it's totally safe. So I just try to make sure I know a train is not going to be here and that my footing is sure. In that time, 44 people were killed while trying to cross tracks. SAN DIEGO (KGTV) - Kids and teens struggling with their mental health during the Coronavirus Pandemic and weeks of protests over racial injustice have a new way to cope.BlueShield CA has expanded its Blue Sky program, increasing funding to local mental health organizations and giving kids a platform to share tips on dealing with anxiety and depression."There's a greater need now than ever," says Blue Sky Program Manager Amanda Lasik. "There's a greater need to speak to youth voices and listen and learn from what's going on."According to the CDC, 7.1% of kids age 3-17 have been diagnosed with anxiety, and 3.2% of kids in the same age group have been diagnosed with depression. Experts believe those numbers will rise because of the pandemic and protests.As part of the expansion, Blue Sky partnered with DoSomething.org to launch the "New State of Mind" campaign. Kids send tips for coping to the website, which get published through emails, texts, and social media."The response has been overwhelming," says Lasik. "When we were originally planning this campaign, we thought it'd be great if we got about 17,000 tips. We've already received over 60,000."In addition to the "New State of Mind" effort, Blue Sky has provided 0,000 to 18 youth organizations in San Diego and Alameda county.
