SAN DIEGO (KGTV) - One month after a scooter accident nearly killed his wife, a Chula Vista man says she's pulling through. Dean Riggott says he watched as his wife Karen fell off a Bird scooter, her head crashing into the pavement. "She hit the back of her head with such force and ferocity, that scooter threw her with such force, that she only hit the back of her head, and broke the bones all the way around the side of her face to the front of her eyes, above her eyes," said Dean.Doctors told Dean to expect the worse, that she would likely not survive the head trauma."I cry literally every morning, every morning."But Dean says his wife is a force of nature and is now defying the odds."She can open her eyes, and she can even smile if you let her know you're in the room, and you're here for her."Karen has some movement in her arms and legs but still cannot support herself. "Unfortunately the families who's lives have been damaged by these scooters, it's going to be a reminder and a remainder in their life for a long, long time," said Dean. While Dean's focus is on his wife's recovery, he can't help but warn others about the dangers of scooters."It's pretty simple. When people are dying, something is wrong."He's reached out to all nine city council members asking for help; so far only three have responded to his pleas for action against scooter companies. Until there are stricter scooter regulations, Dean hopes Karen's story will remind people to think twice about riding them. 1507

SAN DIEGO (KGTV) -- Now that Moderna’s COVID-19 vaccine has received approval from the Food and Drug Administration, San Diego County is one step closer to getting more people vaccinated.Moderna says its vaccine is safe and 94% effective. It will come in two doses taken 28 days apart. This week, there are two county hospitals that are expecting shipments of Moderna's vaccine. According to hospitals officials, the first shipment will arrive at Rady Children’s Hospital on Monday. It's unclear how many doses of the vaccine the hospital will receive.UC San Diego is also scheduled to receive their Moderna COVID-19 shipment this week.Gov. Gavin Newsom announced on Twitter that California is expecting 672,000 doses of the Moderna vaccine. It’s still unclear how many of those will be given to San Diego.By the end of the week and with two vaccines available, the federal government expects there will be 7.9 million doses delivered to more than 3,700 locations across the country. The distribution of the Moderna vaccine comes as the Centers for Diease Control and Prevention releases new recommendations about who should get the vaccine next. The CDC says frontline essential workers and adults ages 75 and older should be the priority in the next round. The agency describes essential workers as firefighters, police, teachers, and school staff. Those working in food and agricultural sectors, as well as U.S. Postal Service employees, public transit workers, and grocery store workers would be in that category.San Diego County has not said if the CDC's new recommendations will have any impact on their vaccine roll out plan.Until a wide distribution is available, the governor asks people to stay at home and wear a mask. 1734

SAN DIEGO (KGTV) — Palomar College has placed its president on leave pending an investigation. The college district announced Wednesday that Superintendent and President Joi Lin Blake was placed on paid leave following a report warning of the college district's fiscal instability.“It is my request that we all respect the privacy of all parties at this time. The report cites that the college district's adopted 2019-20 budget will have a ,748,859 deficit. According to the district in the report, the 2018-19 budget had a ,220,001 deficit. The report stated that the district's salary and benefits costs "continue to increase year after year at a rate greater than revenue growth."The college district "has a high probability of fiscal insolvency in the near future" at its current pace, the report warned. The report adds that in two years the district "will have consumed all reserves and will be forced to borrow .5 million from an external source to remain solvent."The district said placing Blake on leave was not as a disciplinary action but "as a precautionary measure to protect all parties." In a corrected statement, the Palomar Community College District Board of Trustees said Assistant Superintendent and Palomar Vice President Jack Kahnh has assumed administrative responsibility of the district.
