China's Tiangong-1 space lab re-entered the Earth's atmosphere around 8.15 a.m. Monday (8:15 p.m. ET Sunday) in a fiery fall, China's Manned Space Agency said.Tiangong-1 plummeted into the middle of the South Pacific, the space agency said."Most parts were burned up in the re-entry process," the agency said.The out-of-control 40-foot long Tiangong-1, or "Heavenly Palace," is one of China's highest profile space projects. CINCINNATI -- In a “bold move,” Kroger will phase out plastic bags and transition to reusable bags by 2025, according to CEO Rodney McMullen.The Cincinnati-based grocery chain announced the switch Thursday, saying the move “will better protect our planet for future generations."Kroger-owned QFC in Seattle will be the first to make the transition; plastic bags are expected to be eliminated there by 2019.Kroger Executive Vice President Mike Donnelly said the decision aligns with the company’s commitment to making a positive social impact.  "We listen very closely to our customers and our communities, and we agree with their growing concerns," Donnelly said in a news release. McMullen said the move to nix plastic correlates with the company’s “Zero Hunger | Zero Waste commitment” -- a goal to divert waste from landfills and donate food to hungry families.The grocery chain has also been redesigned milk jugs in an effort to use less plastic, CNN reported. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

Children and the elderly may be good at spreading the coronavirus among their age groups, and young adults may be the primary source of community spread, or “super spreading,” according to a new study.The study, published Wednesday, involved the coronavirus testing results of a large contract tracing effort in two states in India. Researchers had results from more than half a million people from Tamil Nadu and Andhra Pradesh regions traced after more than 80,000 primary, or index, positive cases.They found that only 8 percent of index cases accounted for 60 percent of new infections. And that about 70 percent of infected people did not infect any of their contacts."That's a hugely disproportionate effect. Superspreading has been suspected, but not really documented,” study leader Ramanan Laxminarayan of the Center for Disease Dynamics, Economics and Policy in New Delhi, and also of Princeton University, told CNN.“The greatest proportion of test-positive contacts within most age groups were exposed to index cases ages 20-44 years,” researchers found.While that age group resulted in the highest rate of secondary cases, children under 15 also had high rates of secondary spread among their own age group.During the time period researchers looked at, roughly March through August, schools were closed and there were still high rates of coronavirus recorded among children."While the role of children in transmission has been debated, we identify high prevalence of infection among children who were contacts of cases around their own age," the team wrote in their report, published in the journal Science.The data was collected thanks to rigorous surveillance and contact tracing measures.“Procedures include syndromic surveillance and (COVID-19) testing for all individuals seeking care for severe acute respiratory illness or influenza-like illness at healthcare facilities; delineation of 5km “containment zones” surrounding cases for daily house-to-house surveillance to identify individuals with symptoms; and daily follow-up of all contacts of laboratory-confirmed or suspect COVID-19 cases, with the aim of testing these individuals 5-14 days after their contact with a primary case, irrespective of symptoms, to identify onward transmission,” the study lays out. 2292
