SAN DIEGO (KGTV) - Voters in San Diego County will have fewer places to vote in person for the 2020 Presidential Election, but officials say they've increased the opportunities people have to make sure their vote counts.On Wednesday, the county released the final list of 235 "Super Poll" locations, where people can vote in person. Every voter will be assigned to one of those polls.That's down from around 1,600 polling places during the primary."Certainly our world has been upended when it comes down to all things elections," says Michael Vu, the County Registrar of Voters.Vu told ABC 10News the county had to do fewer, larger polling sites to accommodate for social distancing required by coronavirus guidelines. But, he adds that voters will have four days to cast their ballot in person.Those Super Poll locations will be open on Oct. 31, Nov. 1, and Nov. 2 from 8 a.m. - 5 p.m. On Election Day, they'll be open from 7 a.m. - 8 p.m.Even with the extra days and hours for in-person voting, Vu says the best option for voters is to use the mail-in ballot that every registered voter in San Diego will receive around Oct. 6."We, in our county, have had a tradition and culture of voting by mail," says Vu, noting that 76.5% of all registered voters already signed up to be a permanent mail ballot voter.Vu says he has complete confidence that the post office will deliver ballots to voters and return them to the Registrar on time.For people who don't want to put their ballot in the mail, the Registrar is also setting up 126 ballot-drop off sites across the county. Those will be available starting Oct. 6.With 1.86 million registered voters in San Diego County, Vu says this year's election was like putting together a jigsaw puzzle. SAN DIEGO (KGTV)- A judge ruled Friday that Alvin Quarles, known as the “Bolder Than Most Rapist," will continue to stay in a state hospital until at least December. A status hearing was held Friday morning to get an update on the location of where he will live. The search is still ongoing to find a location, and the judge has given the court a 90-day extension to do that. In the meantime, the San Diego County District Attorney’s Office has issued an appeal to pump the brakes on Quarles’ release. The Deputy District Attorney, Jessica Coto, says they are attempting to make sure Quarles is not released into the public before he is ready. “The evidence showed that the release of Mr. Quarles was premature and that he still poses a danger to the community,” says Coto. There have been many evidentiary hearings during this process that have not been open to the public. Quarles' victims feel they should have a right to know what was said behind closed doors. The DA's office is hoping that will be reversed during the appeal process. “It makes me shaky for myself personally, and it makes me shaky for the young people of our community, who is his demographic, and who I think really will be at risk,” said survivor Mary Taylor. In the 1980s, Quarles sexually assaulted more than 10 women, often holding them at knifepoint, forcing their boyfriends or husbands to watch as be brutally attacked them. He was sentenced to 50 years behind bars but was moved to Colinga State Hospital years ago to get treatment for sexually violent predators. Quarles was initially set to be housed in Jacumba Hot Springs, but that idea was shut down. Another status hearing has been set for Dec. 6. 1694

SAN DIEGO (KGTV) — With hospital beds running short, healthcare workers are trying to care for COVID-19 patients as efficiently as possible, using everything they’ve learned over the last nine months.Improvements in medications and methods have helped shorten hospital stays, said Sharp Memorial Hospital chief medical officer Dr. Tom Lawrie.In March, Sharp said COVID-19 patients stayed 12 days in the hospital on average. In November, the average dropped to 5.3 days. Other institutions have reported similar drops in the length of patient stays.COVID-19 patients now receive a three drug regimen: Remdesivir to fight the virus, a powerful steroid called dexamethasone to prevent the immune system from going haywire, and medications like heparin to reduce blood clotting.On top of that, hospitals have improved techniques like when to use ventilators.“Initially, we were in this conundrum where we weren't sure whether we should intubate patients early or whether we should wait a little later,” Dr. Lawrie said. “Over the last several months we've figured out a really good progression.”The progression now starts with a surprisingly simple technique called proning. Doctors around the country discovered that turning COVID-19 patients onto their stomachs rapidly improved breathing.Early research suggests proning may keep COVID patients off ventilators.“By putting people on their stomach in these positions and by proning them, you allow blood to get where the air is and therefore you get better oxygenation,” Dr. Lawrie said. “It makes the oxygen levels better. It makes their work of breathing better. It makes them feel better generally.”Proning helps move blood from one area of the lung to another where it can receive more oxygen. These regions are called West’s zones of the lung, named after research in the 1960’s by UC San Diego Professor Emeritus John B. West.Proning has been used as a medical intervention since 1976, when a doctor and a nurse in central Michigan published a study showing it could benefit patients in respiratory distress.Dr. Lawrie said there are also two outside factors contributing to shorter hospital stays across the country. The patients that are showing up now tend to be younger than early in the pandemic. Younger patients are more likely to respond well to treatment.There’s also evidence the virus has mutated over time, possibly making it more contagious but slightly less severe, Dr. Lawrie said.However, patients lately have been showing up faster than hospitals can care for them, threatening to overwhelm already crowded facilities. "If that happens, they won't have access to an ICU bed or to the medications that they need," he said. 2699

  

SAN DIEGO (KGTV) - Video shows a brutal fight outside a Pacific Beach bar and restaurant that sent a bouncer to the hospital with critical injuries. The assault happened at about 9:20 p.m. at the Firehouse, 722 Grand Ave., according to San Diego Police. Four men tried to get into the restaurant through a side entrance but the main bouncer told them to use the main door, officers said. One of the men picked up a metal crowd barrier stanchion pole and struck the bouncer over the head, said police. The bouncer suffered a skull fracture and brain bleed. Officers said he is currently in critical but stable condition in the hospital. After the pole strike, the three other men in the group began fighting with security staff members. One of the bouncers suffered a broken nose and the other two had bumps and bruises, police said. The man responsible for the pole attack is described as African-American, in his 30s, 6’0” tall, 250 pounds with a muscular build. He was wearing a white t-shirt and jeans. SAN DIEGO (KGTV) --A 26-year-old man was arrested Saturday night after police say he stabbed a 50-year-old in San Diego’s Gaslamp Quarter.According to police, the two got into a fight on the 500 block of Fifth Avenue around 10:30 p.m.That’s when the suspect, identified as Matthew Morrow, walked up to the victim and stabbed him several times in the back, police say.Police were able to find Morrow and arrest him for assault with a deadly weapon.The victim was taken to the hospital with non-life threatening injuries. 527
