SAN FRANCISCO (AP) — A judge ordered California's attorney general to release police misconduct records predating Jan. 1, when new transparency legislation took effect.San Francisco Superior Court Judge Richard B. Ulmer, Jr. on Friday also rejected arguments by Attorney General Xavier Becerra that his office should not have to release records of local law enforcement.The legislation was designed to guarantee public access to disciplinary records involving investigations into officer shootings, use-of-force incidents and incidents involving officer misconduct.The tentative ruling was a win for the First Amendment Coalition and National Public Radio member KQED-FM, which sued Becerra's office for records under the legislation."Judge Ulmer's order sends the clear message that the Attorney General is not above California law," said David Snyder, the coalition's executive director.In response, Becerra's office said Friday it would release records from before 2019 but only those regarding Department of Justice officers. The office said in a statement that requiring the office to release records involving other departments "would result in duplication of efforts."The judge ordered the attorney general's office to meet with the coalition and KQED to work out the logistics of releasing records.Ulmer said the 1st District Court of Appeal had already decided that the law is retroactive. SAN DIEGO (KGTV)- One month after the deadly bluff collapse in Encinitas, the husband of one of the victims is speaking out for the very first time. Dr. Pat Davis is a well-known dentist in the community. He lost his wife, daughter, and sister-in-law in that tragic collapse. Davis says he’s still in a state of healing. But despite the pain of losing his family members, he is now urging local leaders to come up with a plan, so no family has to go through this again. “It’s a terrible thing to experience,” says Davis. “I can’t think of a worse situation that could of happened to me as a family man.”The Davis family was out for a day at the beach back on August 2nd. Davis’ wife Julie, daughter Annie Clave and Sister-in-law Elizabeth Davis were sitting under the cliff when it gave out, killing all three women. “People in my family have been down to Grandview beach a thousand times, over the last 25 years,” says Davis. “We’ve never looked at it as being a place that was really dangerous.”Annie Clave’s friend, Tiffany Rogers, was also at the beach that day. She held back tears describing her three friends. ““Three extraordinary women who had just everything, just beautiful, so beautiful on the inside,” says Rogers. As part of healing, Dr. Davis says his new purpose in life is to find a solution to stabilize the bluffs. He supports options like cutting off some access to the beach, sand replenishment, or putting a barrier wall along the cliffs. Just this past weekend, there have been two more bluff collapses, in Encinitas and Torrey Pines State Beach. A couple of weeks ago, Davis made a passionate plea before the Encinitas City Council to take action. Thursday afternoon, he shared his concerns with Congressman Mike Levin who is fighting to get federal funding to shore up the bluffs. “It’s not a question of if this is going to happen. It’s when it’s going to happen again,” says Davis. “All you have to do is go walk along our beaches up here; you see cliffs that look like they could fall at any time.” 2034

He was diagnosed in his late 30's, much younger than the age many get tested."What we have seen is in younger people, the rates of colon cancer are going up and have actually gone up every decade, and the reasons for that are not known," says Dr. Abi Olulade with Sharp Rees-Stealy Medical Group.Olulade says the rates of colon cancer are higher in the African American community."Not only is there an increased rate in colon cancer, but there's an increased chance of dying from this if you are African American," says Olulade.The American Cancer Society estimates 12-percent of colorectal cancer diagnosis this year will be in people under the age of 50."People have put off their screening, which is dangerous," says Dr. Walter Coyle with the Scripps MD Anderson Cancer Center.Coyle says due to the pandemic, fewer patients are coming in for screenings."The American Cancer Society says we should start screening people at age 45 and up now. All the other societies say 50 unless you're African American."Coyle says a healthy diet can help lower the risks of this cancer. He hopes the news of famous actor Chadwick Boseman will encourage people to get their screenings."I couldn't imagine someone that young and vigorous dying. (KGTV) - As COVID-19 cases continue to increase nationwide, the demand for testing grows.CVS Pharmacy has been providing free drive-thru testing sites across San Diego County, but some have reported significant delays in receiving test results.“I thought I would try CVS because they’re popping up all over for free testing and very convenient drive-thru,” said San Diego resident Michelle Naidenoff.“It’s a self-administered test, had the test done, was given a sheet originally it said 2-4 days for results, and then they had crossed it out the time of the testing and said it could be up to 10 days.”Ten days later, Naidenoff still had no answers.“Then, on the 16th day, I called, and I was on hold a couple of times,” she said after being left on hold for too long, she hung up.Five hours later, Naidenoff said her negative test result popped up on the online website.“16 days, I’m thinking it’s basically useless,” she said. “When it comes to slowing the virus down, obviously contact tracing is very important. The fact that they would have such poor quality of care for follow up was alarming.”According to CVS, all patient samples collected through the testing sites are sent to off-site locations. The independent, third-party labs are then responsible for processing and delivering the results, according to CVS. SAN DIEGO (KGTV)- Hundreds of volunteers, from all over the state, are in San Diego for Governor Gavin Newsom’s emergency preparedness campaign. It’s called “California For All.” The campaign is designed to help emergency responders during wildfires and other disasters. California For All campaign is bringing together 600 volunteers. The Community Emergency Response Teams, also known as CERT, is on a mission to help prepare people in the community in case of a natural disaster.CERT members are also trained to assist first responders. “It’s an opportunity for community members to learn basic skills to prepare their community to respond, in case of a major disaster or any event, where the actual true responders can’t get there on time” Dore Bietz. Governor Gavin Newsom and legislators came together to make a million commitment to the campaign. A video message from the governor was played during today’s session. CERT members also help engage diverse and socially vulnerable communities during times of need. “It is very difficult for first responders to come in when there is a language barrier,” says Bietz.
