SAN DIEGO (KGTV) — America's Finest City is also considered America's friendliest city, according to a recent survey by OfferUp.San Diego ranked first on the list of friendliest U.S. cities with 80% of users of the mobile marketplace app, OfferUp's 2019 Good Neighbor Report said. The national average of users rated friendly by another user was 75% in comparison.Between Sept. 12-16, the site surveyed more than 2,000 people who use the marketplace app in their communities. SAN DIEGO (KGTV) — A young woman was hit by an egg while walking to her car in Carmel Valley and could lose sight in her left eye permanently due to the prank, according to what her doctor told her.Meghan Campbell, 25, was visiting friends on Sunday the 19th, at their home near Torrey Pines High School. Around 9:45 p.m. she was walking ahead of her friends to her car when a dark SUV drove by and someone inside hurled an egg at her."It was freaking terrifying," she said Wednesday, still shaken by the incident. "Soon as it hit me I kneeled down to figure out what was going on." Her thoughts were racing, "I can't see, there's something gooey on my face right now."It can sound like a funny prank, and Campbell chooses to find the humor in it now, but what doctors told her at the hospital was life-altering.She said doctors told her that her left cornea was scratched and orbital bones were fractured."I think the most scary thing for me was my vision went out... and I couldn't start seeing light or anything until the next day," Campbell said.She saw an Ophthalmologist Tuesday and she said he told her it will take six weeks to find out if her vision will come back. He said there are no options for surgery or medication because of the level of trauma to her eye. Her left pupil has remained dilated more than a week after the incident.She said she's still having trouble with light sensitivity, depth perception, and overall vision. "Someone with 20/20 vision can stand 200 feet away from something and see it clear, I have to stand 20 feet away to see the same thing," she said.She was visiting her friends from Orange County when the incident happened. Wednesday she was at the airport waiting for a flight back to Kentucky where she's studying to become an ER doctor. SAN DIEGO (KGTV) — A Texas company has been awarded a contract to erect nearly 30 miles of fencing along California's border with Mexico.U.S. Customs and Border Protection awarded 7 million in construction contracts to Texas-based construction company SLSCO. The contracts include up to 14 miles of secondary wall and up to 15 miles of primary pedestrian replacement wall in California within the San Diego, Yuma, and El Centro Sectors.The 15-mile primary pedestrian replacement wall will include the installation of a new, 30-foot steel bollard wall: About 11 miles in Calexico, three miles in Tecate, and one mile in Andrade. According to CBP, these areas represent areas where wall replacement has been a priority. Construction for that 6 million project is slated to begin in July 2019.The secondary wall project is a 1 million contract and will include up to 14 miles of the same 30-foot steel bollard wall adjacent to San Diego's primary fence replacement project that is currently under construction. Construction of that project is projected to begin February 2019.SLSCO has already worked on border construction earlier this year, constructing new steel fencing in Border Field State Park.The two projects are a part of President Trump's "Border Security and Immigration Enforcement Improvements" executive order, which calls for a contiguous wall to be built along the southern U.S. border with Mexico, according to CBP. 1447

SAN DIEGO (KGTV) - A serial flasher who exposed himself to seven women near University of California San Diego was sentenced Thursday, according to City Attorney Mara Elliott. Nicholas Saienni, 34, pleaded guilty to four misdemeanor charges of indecent exposure and received a sentence of 180 days of custody, three years of probation, a waiver of his Fourth Amendment search and seizure rights, and court fines and fees. He was also ordered to register as a sex offender and get counseling. If he violates his probation, he could face an additional year and a half in jail, according to prosecutors. San Diego Police arrested Saienni after eight separate incidents between January and March 2019. Prosecutors said Saienni exposed himself to the women while dressed as a jogger and wearing a hooded sweatshirt to conceal his identity. Saienni confessed to the indecent exposure and admitted he had been convicted of similar acts in Delaware in 2018, Elliott reported.
