The Environmental Protection Agency is set Thursday to announce the repeal of the Obama-era Waters of the United States rule that extended federal authority and protections to streams and wetlands, according to a source familiar with the details of the announcement.The announcement is scheduled to take place at the National Association of Manufacturers, a trade group in Washington, DC.The 2015 regulation, commonly known as WOTUS, defined what bodies of water are protected under the federal Clean Water Act but was a favorite punching bag of Republicans, who ridicule it as government overreach. Democrats defended it as necessary to ensure waterways remained pollution-free.Thursday's repeal of the regulation is likely to draw intense litigation from the environmental community. Those groups have argued the Trump EPA's changes to the rule protects fewer small waterways and that could result in more pollution and put people at risk.A source who's been invited to the announcement tells CNN that EPA administrator Andrew Wheeler is expected to sign the finalized rule repealing the regulation."It's the first of two steps. First the regulation has to be repealed then the EPA will move to replace it with a new regulation," the source said. Wheeler unveiled a proposed replacement regulation last December.The EPA announced Wednesday that Wheeler will "make a major water policy announcement" but did not specify what the announcement would be. The 5-year-old boy who was tossed off a third-floor balcony at the Mall of America in Minnesota in April is now back at home.An update on the family-run GoFundMe account says the boy -- who fell from nearly 40 feet -- completed his inpatient rehabilitation and will now enter "the next phase of recovery.""(This) includes continued outpatient rehabilitation for multiple injuries and adjusting to life back at home and school," the update read.The boy, who has not been publicly identified, was outside a café with his mother when 24-year-old Emmanuel Aranda came close to them, picked up the child and threw him over the railing.Aranda told police he had come to the mall a day earlier intending to kill an adult, but that did not "work out," according to the criminal complaint. He returned a day later and chose the child.Aranda pleaded guilty in May to attempted premediated first-degree murder and was sentenced to 19 years in prison.The young boy was in critical condition after the April 12 incident and spent months in intensive care before moving to rehab."Thank you to all who prayed for us and loved us during the past 4 1/2 months," his family wrote this week. The U.S. Department of Transportation on Wednesday proposed that only specially trained dogs qualify as service animals, which must be allowed in the cabin at no charge.Airlines could let passengers bring other animals on board, but hefty fees would apply. The death toll in the El Paso mass shooting has risen to 22. The initial death toll was 20.El Paso police tweeted Monday that another victim passed away early in the morning. At a press conference Monday, hospital officials confirmed that two more had passed away from injuries, one being the victim police had tweeted about earlier in the day.Police are still in the process of notifying the families of victims in the El Paso shooting, Sgt.
